City Projects

The City of Government Manila, through the 20% CDF for CY 2008- Other Infrastructure Projects, intends to apply tge following amounts for the following projects:

The aforesaid amounts are the Approved Budget/s for Contract/s (ABC). Bids received in excess of the ABC shall be automatically rejected at Bid Opening.

The City Government of Manila now calls for the submission of Letters of Intent (LOIs) from potential Bidders to apply for eligibility for the aforementioned City Projects. Bidders should possess a valid PCAB license applicable to the above type and cost of the contract, must have completed a similar contract with a vale of at least fifty percent (50%) of the ABC, must have made complete payment of taxes as evidenced by a tax clearance from the BIR and the lastest income & business tax returns duly stamped and received by the BIR & duly validated with tax payment made thereon, pursuant to E.O. No. 398 of the President of the Philippines dated January 12, 2005, and meet the other minimum eligiblity requirements stated in the Eligibility Documents. Interested Bidders must submit their LOIs from July 11-17 at the Offie of the BAC Secretariat for Infrastructure Projects, Room 475, Fourth Floor, Manila City Hall Building and secure the Eligibility Documents therefrom. Applications for eligibility will be evaluated on a "pass/fail" basis. The last day for the submission of the accomplished Eligibility Documents shall be on the date of the opening of Eligibility Documents on July 21, 2008 at the said Office. Only those Bidders passing the eligibility check will be entitled to purchase the Bidding Documents.

Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the "Government Procurement Reform Act," and is restriced unless otherwise stated, to organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. In accordance with the IRR-A of R.A. 9184, only Bids from eligible Bidders will be opened and the contract will be awarded only to the Lowest Calculated Responsive Bidder as determined during the post-qualification.

A complete set of Bidding Documents may be purchased by Bidders that have passed the eligibility check upon presentation of the Notice of Eligibility to the BAC Secretariat and upon payment of a non-refundable fee of Five Thousand Pesos (P5,000.00) for item No-1 and Three Thousand Pesos (P3,000.00) for item No. 2. The Bidding Document shall be received personally by the Bidder or his authorized representative From July 22-28, 2008.

The City Government of Manila will hold a Pre-Bid Conference open to all eligible Bidders on July 29, 2008 at 2:00 p.m. at Room 329, Conference Room of the Office of the City Engineer, Third Floor, Manila City Hall Bldg.

Eligible bidders must submit their Bids to the BAC Secretariat fro Infrastructure Projects, Room 475, Fourth Floor, Manila City Hall Building on or before 1:00 p.m. on August 8, 2008. All Bids must be accompanied by an acceptable bid security in any of the following forms:

Bids will be opened in the presence of the bidders or bidders' representatves at the place, date and time mentioned above.

The City Government of Manila reserves the right to accept or reject any Bid, to annul the Bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
