Synopsis :  At 2:00 a.m. today, Tropical Storm "HELEN" was estimated based on satelitte and surface data at 250 kms east of Basco, Batanes (18.7ºN 124.2ºE) with maximum sustained winds of 65 kph near the center and gustiness of up to 80 kph. It is forecast to move west slowly.
