LIM OPENS NUMANCIA HOSPITAL

Manila Mayor Alfredo S. Lim opened this morning the fifth city hospital in the third district covering Sta. Cruz, Quiapo, Binondo and San Nicolas as he unveiled the marker of the new four-story hospital.

Lim said the 250 newly-appointed personnel including doctors, nurses and hospital in the hospital will augment the ultra modern facilities that will provide basic healthcare services to the constituents. “Dito sa bagong ospital puro brand new at bago ang kwarto. air-conditioned lahat. Puro bago ang mga equipment. Wala ritong re-furbished, walang second-hand, puro bagong gamit," Lim said proudly..

The Mother and Child Hospital will promote total quality health care services for the people of Manila. The facility aims to be recognized as competitive medical center devoted to excellence in health care. This project of Mayor Lim was made possible with the support and cooperation of President Gloria Macapagal Arroyo and the Megaworld Foundation.

"Sa ngalan ng Lungsod ng Maynila, isang mainit, at masayang umaga dahil meron tayong pinasisinaayan na sa oras ng pangangailangan na kung tayo ay magkaroon ng karamdaman nariyan ang Ospital na ito na ipinangalan natin kay Justice Jose Abad Santos."

The hospital has a room for sick barangay offiicials, kagawads and tanods, exclusively for Manila residents."Lahat tayo ayaw magkasakit pero dumarating ito, kaya kailangan pangalagaan natin ang ating kalusugan, sa oras ng pangangailangan nandiyan ang Ospital," Lim said.

Also present in the inauguration were: Senator Jamby Madrigal, guest speaker, Councilors Atong Asilo of District 1, Congresswoman Naida Angping of District 3, Dr. Alfonso Uy, president, Federation of Flipino Chinese Chamber Commerce & Industry Inc. LIM, PHI KAPPA MU LEAD ADVOCACY WALK WITH MOBILITY-IMPRAIRED

Manila Mayor Alfredo S. Lim and the Phi Kappa Mu medical fraternity of the University of the Philippines Manila-Philippine General Hospital led the advocacy walk this morning along Roxas Boulevard.

The walk with theme "Empowerment through mobility, Wheel in the Hope" Manila was attended by 60 recipients of the free wheelchair project of the Mayor, through donations from Phi Kappa Mu.

Phi Kappa Mu vowed to continue its free wheelchair project in cooperation with the city government.

The fraternity and Lim led the advocacy walk from South Drive cor. Roxas Boulevard at 7a.m. through Pedro Gil street then towards Rajah Sulayman Park where a short program was held.

Lim greeted the participants saying "maganda,masaya, at mainit na umaga sa lahat" citing that the real honorees of the program are the physically-impaired and for whom the wheelchairs gave so much hope and brought their lives back to normal.

He thanked and acknowledged the organizers of the walk, which surprised both Lim and the fraternity, which in 2007 donated 500 wheelchairs that empowered the constituents of Manila.

From 2007 to 2008, the city was able to distribute 1,000 wheelchairs, some of which came from other generous benefactors following the noble example of Phi Kappa Mu For this, he said the city will forever be grateful to the medical fraternity. "Without Phi Kappa Mu knowing it you are delivering the very strong message, a message of hope, friendship, and extending your hand of assistance to persons who are in need of help. Iyan ay galing sa kanilang puso, iyan ang kailangan natin. Sana po itong miyembro ng Phi Kappa Mu, tutal ang sigaw ng bayan ay pagbabago, lahat ng mga nag aabuso na traditional politician ay palitan na natin at ang ipalit natin ay itong katulad ng Phi Kappa Mu fraternity representing what is good, loadable and commendatory in our official doubt," Lim said.

Dr. Jonas Del Rosario, president Phi Kappa Mu Alumni Association thanked the Mayor for accepting the group's assistance and making it a very important partner of the city. "Hindi lamang po panggagamot ang aming kayang gawin kung hindi pati na rin po ang pagtulong sa mga nangangailangan at pamimigay ng libreng wheelchairs."

After a message from the Mayor the Phi Kappa Mu fraternity turned over 250 more wheelchairs.

NEWLY-RENOVATED OSPITAL NG TONDO BLESSED

Manila Mayor Alfredo S. Lim cut the ribbon and unveiled the marker of the newly-renovated Ospital ng Tondo, a four-storey hospital that has a laboratory, pharmacy, pediatrics, ophthalmology, medicine, surgery, OB-gynecology, x-ray and radiology department, emergency and admitting sections at the ground floor with wards on the second and third floors.

With the Mayor at the hospital blessing were: Councilor Carlo Lopez of District 2, candidates for councilor chairwoman Baby Guttierez, Ruben Bunag, Rod Lacsamana, Ramon Robles, doctors, nurses, hospital staffs, department heads and barangay officials.

The blessing was officiated by Msgr. Cesar Pagulayan of San Jose Parish Priest. Dr. Marlon Millares said the 15-year old hospital was improved and expanded on orders of Mayor Lim for the benefit of its constituents.

It was Mayor Lim who built the hospital and he also now improved it to provide better room and services to the people of the second district. “Our only payback to Mayor Lim is to support his re-election,” he said.

“This hospital was built to provide you proper health care especially at times when your health fails you. I gave each hospital in the city a revolving fund of P150,000 a month so that all improvements and medical needs and supplies can be purchased without having to go through the city hall’s requisition process”, Mayor Lim said.

He said the hospital staff has no excuse to say they run out of medicines and medical supplies because they can buy what they need anytime. Lim said healthcare is his top priority in governance.

“I keep telling the doctors to give their best services to the people, especially the poor,” Lim said. After his short message, the Mayor led the distribution of gifts to 150 outpatient and in-patients of the Ospital ng Tondo.

MANILA'S NEW BATANG MAYOR TAKES OATH

The City of Manila has a new Batang Mayor 2009, Maria Angelica M. Chiu of Ramon and Batang Vice Mayor 2009 Lorenzo Maria C. De Guzman of G. perfecto High School who will reign over Manila for a week starting December 7 to December 11, 2009.

A total of 32 public schools and 6 private high schools including Academy of Sakya, Espiritu Santo, St. Anthony, St. Stephen, Republic Institute, and Holy Child were chosen. The students have taken over the positions of city officials since Monday and started their hands training on city governance as Manila observes Boys and Girls Week. with its theme: Kaagapay, Kabalikat sa Higit na Maunlad na Maynila.

The Batang Mayor and Batang Vice Mayor together with other officials attended the city’s regular Monday flag raising ceremony at the City Hall Freedom Triangle and were introduced to city officials at the breakfast with their counterparts held at Bulwagang Villegas, before visiting their respective offices.

Mayor Lim said: “ dito binibigyan natin ng pagpapahalaga ang linggo ng mga kabataan lalo na yung mga nahalal bilang alkalde at bise alkalde, ito ang napakagandang yugto sa inyong buhay mag-aaral dahil ito ay pagsasanay para sa darating na mga taon na kayo ay makakagraduate sa high school at college at magampanan ninyo ng buong husay at katapatan ang panunungkulan hindi lamang sa pamamahalaan kung hindi pati sa pribadong sector".

Mayor Lim advised the students to study very hard, respect their teachers, and love your parents and family. “Mag-aral kayong mabuti para makatapos hanggang kolehiyo upang maging matagumpay kayo at maging professionals".

"Huwag ninyong kalimutan ang inyong mga magulang at mahalin ninyo sila. Kapag kayo nakapagtapos, kayo naman ang tatanaw ng utang na loob sa inyong mga magulang. mapalad kayo at may mga magulang pa kayo na nagpapaaral at nag-aaruga sa inyo", the Mayor said, rekindling his childhood days when he grew up in Hospicio de San Jose, an orphanage, and eventually taken under his grandparents' custody.

The Mayor told the young students that he was orphaned at a young age and at 13 years old he worked by selling native rice cakes to earn a living so he could support his studies. Before finishing high school he had to transfer school four times because he needed to study near his work place to save transportation fare.

The young officials came from R. Magsaysay, G. Perfecto, Lakandula, Torres, Tondo, Araullo, Manila Science, Manila High, Abad Santos, Roxas, Nolasco etc.

LIM LIGHTS GIANT TREE AT CITY HALL

Manila Mayor Alfredo S. Lim led the ceremonial lighting of the giant Christmas tree of Manila City Hall in Lagusnilad Taft Avenue Friday afternoon.

The tree is 30 feet tall with 270 parols and 16 gift boxes underneath.

Mayor Lim told the excited audience that he was happy to see them view the lighting, which he hopes would give them good cheer and peace as he wished his audience the best this Christmas holidays.

Sana makamtan na natin ang katahimikan at kapayapaan na minimithi ng lahat ng mamamayan ng ating bansa, at lalo na ng Lungsod ng Maynila.

Present during the lighting were the department heads, Councilor Josie Siscar of District 6 and city employees.

LIM PLAYS SANTA TO 150 SPECIAL CHILDREN

Barely three weeks away from Christmas day, Manila Mayor Alfredo S. Lim played Santa Claus to 150 special children, who were invited at the annual Ospital ng Sampaloc Christmas party for children held at the hospital's auditorium.

Hospital Director Dr. Janet Del Mundo-Tan said this is the second year that the hospital is remembering and giving importance to the  special children or those with deficiencies during the season.   

Lim said children like them must be given special care, attention, affection and love.

Lim reminded the parents that their children are the "fruit of their love.  Kinakailangan ay lubos-lubusin ninyo ang pagbibigay ng pag-aaruga, pagtangkilik at pag-aalaga sa mga batang yan,” Lim added.

“Let us spread the good cheer about Christmas.  Gaya nga nang sabi nila, ang pasko ay para sa mga bata.  Ngayon ay buwan o araw ng mga bata itong darating na kapaskuhan,” Lim greeted.

LIM LEADS LAKAD KABATAAN

Manila Mayor Alfredo S. Lim led this morning the Lakad Kabataan sa Ikalulusog ng Maynila with more than 2,000 students from elementary to high school of District 1 participating. The walk began and ended at the Gen. Vicente Lim in Tondo.

The participating schools were 12 elementary schools such as R. Almario, A.V. Hernandez, E. Jacinto, Jose Corazon de Jesus, A. H. Lacson, Gen. V. Lim, T. Paez, M.L. Quezon, Isabelo delos Reyes, J. Rizal, M. Salamat and T. Yangco and five high schools such as Juan Nolasco, T. Paez, Tondo, G. Perfecto, and A. Villegas in District 1 Friday morning.

The walk was organized by the Manila Sports Council and the Citizens Drug Watch Foundation. The winners were awarded trophies at the Gen. Vicente Lim Elementary School.

The Mayor emphasized the value of good health and a healthy population. Then he reiterated his sermon: Kayong mga kabataan wala na kayong ibang iisipin at gagawin kung hindi mag-aral. Pwede naman salihan ng paglalaro, pero ididiin ninyo ang panahon sa pag-aaral, dahil ang mga magulang ninyo ay ibinubuhos sa inyo ang kanilang pagmamahal. Ang pangarap ng inyong magulang ay para kayo makatapos, Ang pinakamasayang sandali sa buhay ng isang magulang ay makita kayo sa inyong graduation day.”

Aside from Mayor Lim, others present were: Nino de la Cruz, chairman, Manila Sports Council, school teachers and principals, parents, barangay chairmen and kagawads.

LIM AWARDS EYEGLASSES

Manila Mayor Alfredo S. Lim awarded free eyeglasses to 75 vision-impaired schoolchildren and nine to special children of Jose Rizal Elementary School in Tayuman, Tondo.

The eyeglasses were donated by the First Metro Investment Corporation under its second phase of the Bigay Liwanag project to alleviate the vision problems of students from grades 1 to 6. The first phase was held last year at the Gen. Maximo Hizon Elementary School. Bigay Liwanag is the first corporate social responsibility (CSR) project of FMIC.

FMIC president Francisco Sebastian said, this is the second year of their distribution the first at M. Hizon Elementary School and now Jose Rizal Elementary School. He expressed his hope that the distribution will go on every year, with Mayor Lim’s help.

Mayor Lim thanked FMIC officials, for their generous donation which would help improve the reading capability and the grades of the elementary students.

The Mayor told the recipients, “ sana bigyan ninyo ng halaga ang ibibigay sa inyo ng First Metro Investment Corporation dahil malaking tulong ito sa pagbabasa ng libro at paggawa ng homework” Umpisa pa lamang ng pagbibigay ng libreng salamin, susunod din na mabibigyan ang iba pang schools na meron ding mga kapansanan sa paningin, kaya itong ibinigay sa inyo hindi lamang ang inyong mata ang lilinaw pati ang inyong pag-iisip.

He again urged the students to study hard as this is the key to their success.

LIM TELLS ASIAN POLITICS: LET US VALUE LIFE

Manila Mayor Alfredo S. Lim, in his welcome address before the Council of Asian Liberals and Democrats (CALD) at the Manila Hotel, asked the Asian political leaders to value life.

He said his fellow Liberal Party (LP) members in the Philippines are facing a common issue on the tremendous challenge of the Maguindanao massacre.

He told the CALD members: “Let us join hands and see to it that this kind of tragedy (Maguindanao Massacre) will not be repeated. All of us value life and put a high regard for human rights. The sanctity of human rights must always be upheld,” Lim added.

He then recalled how the late President Corazon Aquino showed that governance can be done with outmost integrity and honesty.

Lim said the late president, during her six years term, never thought of her political or political or self interest of her countrymen, in its highest degree.

“Perhaps all of us here, will have the same prayer, that together we can overcome these challenges and fight for our ideals and convictions.

LIM, ISKO MORENO FILE COC

After laying a wreath in honor of the  146th birth anniversary of Gat. Andres Bonifacio, Manila Mayor Alfredo S. Lim  and Vice Mayor Francisco "Isko Moreno" Domagoso filed their Certificate of Candidacy at the Commission on Election (COMELEC) in Manila  Monday morning.

The two were accompanied by their supporters from the six political districts of Manila.

At the program in honor of Bonifacio, Lim said today's historical event marks the revolution in the city to effect change in the views and ways of those in government.

"Marami na nangyayari na hindi tama.  Parang binabaliwala natin yung pagsasakripisyo at pag-aalay ng buhay ni Gat Andres Bonifacio kaya namin idinaos dito sa harap ng Bonifacio Shrine upang maglunsad ng aming sariling himagsikan kaming dalawa ni Vice-Mayor para sa isang malinis, matapat, wagas, masinop, karapat-dapat na paglilingkod sa lungsod ng Maynila,” Lim said. 

Lim said he and Isko, with their supporters, want a government that is clean and honest. "We will be true to our oath of office," he added.

Domagoso, who like Bonifacio hails from Tondo, said he is honored to be from the same area of the noble hero and that he is glad that Mayor Lim timed his launch of the campaign against the evils of those in government service. 

Domagoso cited the Mayor's performance of providing the city with its basic needs and services such as health and education.  “In two years time, we are talking of the improvements in basic services, health and education that the Mayor provided to Manilans.

Who can claim such achievements, he asked. In the Mayor's first term, he gave his all in ensuring that basic services reach the constituency. Now, he is doing the same thing. That is where the Mayor and I agree on and that is what unites us. We are both for good governance, ” Domagoso said.

What we are fighting for is we serve our people with all honesty and sincerity unlike other people who only claim to do so.

LIM WANTS CAMPAIGN MATERIALS REMOVED IN THE CITY

Manila Mayor Alfredo S. Lim ordered the City Engineering and Department of Public Services to get rid of the posters, streamers, tarpaulins and other nuisance materials that are hanging on major roads and intersections, weeks before the actual campaign allowed by law.

At the Department Heads and Chiefs of offices meeting last Monday, the Mayor directed City Engineer Armando Andres to coordinate with DPS Chief Col. Carlos Baltazar regarding the removal of campaign materials that are blocking the landscape of the city.

Under the rules and regulation of the Commission on Elections, no campaign material in any form must be used after the filing of the certificate of candidacy, which ends on Dec. 1, 2009.

Yet, Lim said, months before the filing of COCs, these materials have already donned the major thoroughfares, distracting motorists and pedestrians from their normal course of life.

Lim, a stickler for laws, said “the city must follow and uphold the law to be fair to all. The objective is also to clean up the city and maintain it from thereon.”

Similarly, Lim told the department heads to, as much as possible, continue what the good projects and programs of their predecessors and not just scrap them just to put in something new, that they can call their own.

“For as long as they are good and right including the projects and renovations so that the city will not be spending much on changes and revisions if only for the sake of the new designated officer's personal dislike,” he said.

If some of them need improvements or just minor revisions, critical thinking must be observed and not indulge in changing the whole structure. This applies to all hospitals, schools, offices which are being either repaired or reconstructed, Lim said.

He also reminded them to do their duties and level up their performances as he has never interfered with any of their corresponding tasks. He respects the duties and responsibilities of the heads and their capabilities in performing their work well.

LIM ASKS BARANGAY CHAIRMEN AND DOCTORS TO COOPERATE

To bring the city doctors closer to the constituents they serve, Manila Mayor Alfredo S. Lim ordered the holding of Ugnayan sa Barangay (starting with District IV) and the Ospital ng Sampaloc, where the Mayor said it is the duty of the doctors and nurses to attend immediately to the patients that the barangay chairmen will bring to the hospital.

He also called for a closer collaboration between the barangay chairmen and the hospitals operating in their jurisdiction so that better service can be given to Manilans, for whom the hospitals were put up in the first place.

The Ospital ng Sampaloc, headed by Director Janet del Mundo-Tan conducted the ugnayan at the 7th floor of the hospital to resolve problems and concerns raise by the barangay officials, on behalf of their constituents.

The Mayor lauded the effort of Dr. Tan saying this dialogue is necessary to bring solutions to whatever problems will be raised.

He asked the doctors and hospital staff to be more caring and compassionate towards their patients. "Don't look for yourself in the other person, especially towards the very sick person, " he added.

He thanked the barangay officials for taking their problems to the city officials so that some solution can be done. "What we need now is cooperation and better understanding for each other," the Mayor said.

The Mayor said he wants better rapport between the barangay officials and City Hall. "Ginagawa natin ito para mapalapit tayo sa ating mamamayan at mabigyan din ng aksyon ang kanilang mga hinaing at problema,” he said.

MANILA REAPS MEDALS

Manila Mayor Alfredo S. Lim congratulated Manilans who excelled in their respective sports and entertainment competitions during the  regular Monday flag raising held at Freedom Triangle.

In entertainment, Lim congratulated Councilor Lou Veloso (6th district) for garnering the best actor award at the 36th Brussels International Independent Film Festival last Nov. 8 and at the 22nd Aliw Awards for best stage actor last week. He was presented to Lim by  his peers, Councilors Arlene Koa (1st district) and Josefina Siscar (5th district).

In sports, Barangay 310 Chairwoman Thelma Lim presented eight (8) Taekwondo members from Samaba Rescue 310 Taekwondo Team who hail from her barangay. They competed in the Palarong Maynila against other Manila ’s best schools both private and public.

Chairwoman Lim’s Taekwondo team garnered 2 golds, 2 silvers and 4 bronze medals.

The gold medalists were Reniel Peralta of Apolinario Mabini Elementary School in the Grade School Boys Division and Jame Camille Quimora of P. Gomez Elementary School in the Grade School Girls Division.

Silver medalists were Acmad Marquez and Aaron Hemor coming from P. Gomeze and A. Regidor Elementary School, respectively.

The bronze medalists were Ardie Sabate, a lone high school medalist from Arellano High School who grabbed the medal in the Finweight Division.  And the other 3 bronze medalists all coming from P. Gomez Elementary school were:  Al-Saifon Sharief, Deanne Ivy Infiel and Marie Susan Lim.

The Taekwondo team was coached by Jay Gollena Manapul and said that his team will be joining another competition on November 29 for the Don Bosco-Mandaluyong Invitational.

Before ending the flag ceremony, Lim announced that  he has asked City Treasurer’s Office OIC Vicky Valientes, to look for ways to give city employees a meaningful Christmas by giving additional financial bonus.

MANILA REMEMBERS F.B. HARRISON 

Manila Mayor Alfredo S. Lim led the wreath laying in honor of the 6 th American Governor General of the Philippines, Francis Burton Harrison at the Manila North Cemetery to commemorate his 52 nd death anniversary Saturday morning.

Others who offered wreaths were Robert Lane, president of the American Association of the Philippines, Manila Historical and Heritage Commission Vice-Chairperson Gemma Cruz-Araneta and City School Assistant Superintendent Dr. Lourdes Lim along with city employees and department heads, some school principals and students.

Lim said the celebration “honors a man who has done a lot to uplift the highest interest of the Filipino people.” 

He said Harrison reduced the number of American officials to open the doors of opportunities for Filipino officials that paved the way for the Filipinization of the civil government.  His last wish when he died in his homeland was to be buried in the Philippines. 

Lim said during his first incumbency, from 1992-1998, he ordered the transfer of the remains of Harrison from the interior portion of the cemetery to the area adjoining to the departed mayors of the city because what Harrison did for the country is an equivalent to that of a president of the Republic.

“I think that is the highest accolade that can be given to an exemplary man, who showed his dedication and love for our country, different from his own”, Lim said.

Lim jokingly said that Harrison, in his new burial site, will be in a better position “to chat at night with his neighbors, the mayors of the city, adding that he “salutes Harrison for his humanitarian ways.”

Then he lectured to the principals and students about the value of gratitude.

Lane asked his audience to “take the time to contemplate history; to think about what has been done; to realize that without knowledge of that history we are doomed to make the same mistakes over again.”

LIM SAYS RETIREE COPS’ PENSIONS WERE HELD BY COA

 Manila Mayor Alfredo S. Lim held a dialogue Friday with the policemen-retirees from the Manila Police Department to explain that the release of their pension was ordered by the Commission on Audit, not by him.

“No one can accuse me of not helping my fellow cops. I owe my position to being a policeman once. Those who have no debt of gratitude for their past positions have no reason to be in this world,” Lim said in an outburst over accusations that he is behind the non-release of their pensions.

Lim said on hearing that COA ordered the suspension of their release, he immediately asked City Legal Officer, Atty. Renato de la Cruz to submit an appeal to COA explaining why the pension are badly needed. De la Cruz submitted the appeal but COA maintained its position to suspend the release of pension, claiming it is double compensation.

On another issue, Lim learned that the retirees’ association account is named to one person. He suggested to the board that it be under the association’s name. “Delikado kasi kung nakapangalan ang account sa isang tao when this is money of the association.”

 He ordered Manila Police District Director Gen. Rodolfo Magtibay to look for a private auditor to investigate if there are irregularities in the retirees’ funds or not.

He informed them that he just recently helped a retired police officer who was confined in a hospital by providing him with a nebulizer and suction pump upon getting a call from the cop’s son. He also made it clear that he will help and support the police and not be a hindrance to any of them.

DELPAN BRIDGE GETS LIGHTED UP

Manila Mayor Alfredo S. Lim led the lighting of Del Pan Bridge in Tondo Wednesday evening as part of his drive against criminality while beautifying the major roads and bridges.

He said the City Electrician Engineer Ernesto Cuyugan has been directed to light up and beautify the major roads and bridges to reduce holdups and other crimes.

He also asked the barangays to be alert and watch out for robbers and pilferers of public properties like lights, lamp posts and street signs for their personal ends.

He said the beautiful lights at Nagtahan Bridge were stolen and smashed by people who have no good intentions. He said he replaced these lights for seven times already and they continue to be pilfered and smashed.

MANILA OPENS NEW COMMUNITY CENTER

Manila Mayor Alfredo S. Lim led the inauguration of the new Punta Community Center at the Department of Public Works and Highways (DPWH) compound in Sta. Ana Wednesday morning with former 6th district representative Sandy Ocampo.

The new community center is composed of toddler learning center, pharmacy, computer center with 14 desktop computers, social hall, fitness gym and a senior citizen’s center.

Also attended the occasion were, Manila Barangay Bureau director Atty. Analyn Buan, Public Recreation’s Bureau director Engr. Deogracias Manimbo, 6th district councilor Lou Veloso and former 6th district representative Pablo Ocampo and and barangay 905
zone 100 chairman Edwin Zambrona.

Lim said, the real guests of honor on the occasion are the senior citizens of the community because during their younger years, they played vital roles in the city, as taxpayers. Lim also said, “Utang na loob natin sa kanila kung ano man tayo ngayon."

“Ito ay isang paraan para masuklian natin ang ating mga senior citizens sa pamamagitan ng pagmamahal at pag-aaruga”, Ocampo added.

Health was one of the main issues raised by Lim during the blessing of the 500 square meter community center. Doctors, nurses and dentists will be scheduled at the community center in order to give medical assistance to the community through the efforts of the Manila Health Department headed by Dra. Lorraine Sanchez.

Lim announced the inauguration of a 10-storey hospital in the 6th district in 2010 where new hospital equipments will be placed. The on-going construction of a 10 storey hospital will be named after the late president Corazon C. Aquino, who served the country with all honesty and never been alleged to any corruption issues.

When Lim heard about a report on the increase in numbers of drop-out students in Sta. Ana, Lim asked the Manila District of Social Welfare director Jay dela Fuente, to conduct and provide Technical and Vocational courses in the community center to help the youths thru livelihood programs.

Lim said that the city’s responsibility is to render services to those who are in need.

LIM’S KKK HOLDS NATIONAL CONVENTION ON MONDAY

A national convention of the Kapayapaan, Katarungan, Kaunlaran (KKK) party, founded on Nov. 28, 1997 by Manila Mayor Alfredo S. Lim, will be held at 3 p.m. (Monday) at the Bonifacio Shrine with an expected attendance of 60,000 members. The Mayor will deliver the keynote speech.

The Manila Police District said the parking for VIPs will be at the stretch of Munoz Palma St. from A. Villegas to P. Burgos St; the parking of 20 buses to ferry the party members will be at the Mehan Garden/Manila Library and the parking for light vehicles will be at the Veterans Compound. The formation will be held at 2 p.m. at N.A. Lopez/P. Burgos Streets.

All vehicles coming from Victoria/Intramuros intending to use a portion of A. Lopez, east bound, shall turn left on P. Burgos (north bound) from A. Villegas to P. Burgos. All vehicles coming from A. Lopez and A. Villegas intending to use a portion of P. Burgos (westbound) shall turn right on Villegas to the point of destination.

All forms of obstruction in this engagement area will be cleared at exactly 2 p.m. which will be manned by motorized traffic enforcers.

>From 3 p.m. onwards, the two lanes of P. Burgos (fronting the Bonifacio Shrine) from N.A. Lopez up to Munoz Palma and the entire stretch of both lanes of N.A.Lopez (from Villegas to P. Burgos) will be closed to traffic.

The party will proclaim the candidates under the Liberal Party-KKK coalition with Senator Noynoy Aquino and Senator Mar Roxas as presidential and vice presidential candidates. Its candidates for Manila are Lim for mayor and Francisco “Isko Moreno” Domagoso as vice mayor.

PAINTING EXHIBIT PAYS TRIBUTE TO CORY

Manila Mayor Alfredo S. Lim will formally open on Monday the “Democracy in Yellow” painting exhibit, a tribute to the late President Corazon Aquino organized by the Manila Historical and Heritage Commission, Office of Councilor John Marvin “Yul Servo” Nieto, the Manila Tourism and Cultural Affairs Bureau, the Museo ng Maynila and Sigwada Gallery.

The painting exhibit comes a after the 100th day death anniversary of the late president, considered a national icon for democracy, to be held at the Lacson Underpass, Quiapo.
The Mayor will deliver the opening remarks while Councilor Nieto will explain the background of the project. Nonoy Alkalde of Pinikpikan, Dom-An, Sagada, Mountain Province will give a special presentation.

Aquino’s daughter, Pinky Aquino Abellada will then give her message.

Lim will then lead the ribbon-cutting to formally open the exhibition along with Pinky Abellada, Vice Mayor Francisco “Isko Moreno” Domagoso, Councilor Nieto and Cecile Pagaduan of Sigwada Gallery.

The Manila City Chorale and Manila City Band will render the “Tie a Yellow Ribbon” song which became associated with the late president.

On Tuesday, November 10,2009 at 10 a.m., the exhibition will be brought to the Rodriguez Hall, 2nd Floor of City Hall. The ribbon cutting ceremony will be led by Mayor Lim, Vice Mayor “Isko Moreno” and Councilor Nieto to be followed by a public viewing while the Manila City Band plays the songs “Magkaisa” and “Bayan Ko.”

NEW TIANGGE IN ESCOLTA

Manila Mayor Alfredo S. Lim’s quest for organized vending culminated when the new bazaar at the Muelle del Banco Nacional Street, beside the Escolta Pasig River Ferry Station is scheduled to open next week, “Dagangan sa Escolta.”

Last May, he promised to develop the street as one of the centers for cheap commodities like in Divisoria and provide Manilans and even the non-Manilans, an alternative shopping area.

Lim’s chief of staff Ricardo de Guzman together with Manila Historical and Heritage Commission vice-chairman Gemma Cruz-Araneta and city electrician Engr. Ernesto Cuyugan, conducted an ocular inspection of the site.

About 27 stalls were installed and lamp posts were also placed to brighten the area to ensure safety of night shoppers.

Consultant for Muslim Affairs Bae Bayolan Tamano Marohombsar thank the mayor in behalf of muslim businessmen for giving them the chance to exhibit their products such as Muslim handicrafts, clothings, halal foods and other interesting products that are rarely seen in other bazaar.

Lim, in his campaign against pornographic dvds, thought of the Escolta bazaar as one way to help these sellers to come up with alternative line of business that is decent and legal.

Marohombsar also said "this is one way of changing the wrong image of muslim people, falsely tagged as rebels, into business-minded people like the Filipino-Chinese businessmen".

According to Lim, the creation of Escolta bazaar would mean a lot for Manilans where buyers would have wide-range of product selections, the reduction of the street vending which contributes to a traffic problem in Carriedo and in Divisoria area and it is timely since Christmas season is fast approaching.

INCHEON KOREA DONATES TO STORM VICTIMS IN MANILA

Manila Mayor Alfredo S. Lim received a $50,000 check donation from Incheon, South Korea Friday for the victims of typhoons Ondoy and Pepeng in the city.

South Korean Ambassador to the Philippines Kyeng Bo Choi this amount is hardly enough to "show our gratitude for the 112 Filipinos who fought and died for us in the Korean war."

"Our donation is just one of the things we can give to Filipinos in return for their courageous help not only during the war but also in times of their most urgent need," the Ambassador said.

In return, Mayor Lim thanked Incheon Mayor Ahn Sang Soo (not with the delegation) and Vice Mayor for Administration Lee Chang Koo for "the benevolent donation which we assure you will be used solely for the victims of Ondoy and Pepeng." 

Aside from the Incheon Vice Mayor, the delegation which called on the Mayor Friday at City Hall included Kwak, Ha-Hyeong, director general for international affairs department; Kim, Young Sin, secretary to the vice mayor and Ambassador Kyeng Bo Choi.

The memorandum of donation from Incheon stated: "All the Incheon citizen share the pain of the City of Manila inflicted by the dreadful damage and numerous casualties caused by the recent destructive storm. Accordingly and in the hope of the Manila City  returning to normal soon the citizens of Incheon wish to make a small donation as a token of our strong bond of our friendship."

Lim, for his part, said the Land Bank of the Philippines already received P2million deposited under the name of City of Manila. 

"So we acknowledge the receipt of this remittance and we assure you that this amount will be spend solely for the benefit of the  typoon victims which we entrusted in the care of Land Bank and City Treasurer Vicky Valientes," Lim said.

In recognition of the sister city relationship between the city of Incheon  and  Manila, we thank the Mayor and Vice Mayor of Incheon for their concern for the welfare of our people," he added.

Friendship is truly measured in times of need not in times of glory. The Filipino people specifically the residents of the City of Manila will rise to defend the city of Incheon, in the spirit of friendship and continous sister city relationship, Lim said.

He also asked Incheon Vice Mayor to extend "our deepest appreciation and warm greeting to Mayor Ahn Sang Soo  who is the best mayor of Southeast Asia.

LIM WANTS COMPUTER SHOP NEAR CHINESESCHOOLCLOSED

Manila Mayor Alfredo S. Lim, in attending the 70th founding anniversary of Chiang Kai Shek College in Manila Thursday morning learned that students frequent the computer shops near the school very early in the morning.

He ordered the Manila Police to make sure that the shops are closed so that students will be able to concentrate on their studies.

Lim congratulated Chang Kai Shek for producing the best business leaders and for being the best Chinese school in the country.

Attendees included: 1st secretary and consul Li Mao Guang of People’s Republic of China accompanied by consul Wang Jin, Alumni Association president Wilson Go, Trade Fair Committee chairman Robert Que, Board of Trustees chairman Ambassador John KC Ng and senior vice-president and registrar Carmelita Espino.

The trade fair was participated by 100 alumni who own and excel in their business with theme, "Chiang Kai Shek Soaring High At 70." As ambassador Ng said three of every five businessmen graduated from Chiang Kai Shek.

Lim congratulated the Chiang Kai Shek College for reaching its diamond year as he challenged the school to live up to its tradition.

Lim said the Filipino-Chinese businessmen have helped the nation’s economic development or progress and "not the politicians."

Lim introduced Station 2 Commander Col. Jojo Rosales to the community and asked Rosales to assign more men at the precinct near the school for the safety of the students and to oversee vehicular traffic.

Lim, upon learning that students are getting distracted by the proliferation of computer shops in the vicinity of the school, ordered Col. Rosales to ensure the closure of the computer establishments so students can focus on their studies.

Lim said he has approved the opening of another access road towards Abad Santos St
upon the request of school officials in cases of emergency like fires.

Lim wished the college that they may be able to produce more businessmen, entrepreneurs and industrialists.

LIM RECEIVES KOREAN YOUTH DELEGATION

Manila Mayor Alfredo S. Lim received this morning a Korean youth delegation, who are here on the 2009 Korea-Philippines Exchange Program.He received them at his Oval Office.

The Mayor expressed his happiness at the interest shown by the Korean youth on the city saying that only recently, Manila and Incheon, South Korea have forged a sister cityhood relationship.

The exchange program is organized by the National Council of Youth Organizations in Korea (NCYOK) and sponsored by the Association of East Asian Nations (ASEAN). Its objectives are:

1) to strengthen the future-oriented youth cooperation and exchange between Korea and ASEAN member countries for cooperative friendship facing the Asia-Pacific era;2) to promote mutual understanding and trust via exchange between youths, the future leaders, and to explore their proper role in the future and 3) to cultivate community awareness in future leaders of our global society through increased mutual trust and friendship between youths of Korea and the member countries of ASEAN.

The program also expects to firstly, strengthen the cooperation between Korea and ASEAN member countries for the upcoming Asia-Pacific Era; secondly, to improve mutual understanding and trust between Korea-ASEAN youths and foster sense of community and lastly, to encourage in creating a network among Korea and ASEAN youth and youth leaders.

The Mayor thanked the Korean youth delegation for visiting the Philippines and introduced them to the head of the Manila Sports Council, Niño dela Cruz who handles youth affairs especially on sports programs for the youth and specially out of school youth.

He also introduced them to Manila Youth Bureau Architect. Dunhill Villaruel, who Lim explained work together with de la Cruz in serving the interest of the young people.

He then reported that just two months ago, he was in Incheon, Korea on invitation of the Mayor because Manila and Incheon are sister cities.

" I attended there the conference world forum discussing economy and global crisis which affected by everybody. We congratulate you for looking and at the welfare and interest of youth.  our national hero Dr. Jose Rizal, who stated that the youth is the hope of the motherland."

He said the city pays special attenion to the affairs of the youth by providing free education from grade school to College. The city has two colleges, namely the Pamantasan ng Lungsod ng Maynila and the City College of Manila.

"We also have a boys and girls town center in Marikina with 444 young wards from babies until eenage group. The 21-hectate facility also provides shelter to children of poor families who cannot afford to support their children so we take care of them, we feed them and we give them clothes," Lim said.

All youths that graduate from poor families become successful businessmen or professionals, he proudly said.

After their call, the Korean delegation made a tour of Intramuros assisted by the Manila Tourism department and they back at Manila City Hall to have a lunch with the mayor..

LIM DISTRIBUTES SCHOOL BAGS TO PRE-SCHOOLERS

Manila Mayor Alfredo S. Lim led the distribution of school items to 885 pre-schoolers in 7 Parola day care centers at Delpan Sports Complex sponsored by United Way Philippines Inc. headed by their Corazon Cano.

The United Way Philippines Inc. advance the common good, creating opportunities for a better life for all by focusing on education, income and health. The United Way movement mobilizes millions to action—to give, advocate and volunteer—to improve the conditions in which they live.

The United Way focused their civic act on pre-schoolers of Parola giving them a bag with coloring book and coloring pencil.

The organization’s proposal is for Manila to provide United Way a portion of lot in Parola area where they could build a health center, a library and a playground. But Manila would still to study the proposal.

Lim was assisted in distribution by his chief of staff Ricardo de Guzman, and the other officials of United Way vice-president Rod Cornejo, past president Pearl Bengzon, secretary Annabel Garcia and treasurer Malou Valbuena.

Lim acknowledge the good deeds of the United Way and has to rush to Baseco shipyard where President Gloria Macapagal-Arroyo was scheduled for an ocular inspection on the dredging project in Pasig River.

LIM RECEIVES FRESH MILK DONATION FROM KOREA

Manila Mayor Alfredo S. Lim received from Korea a donation of 500 boxes of Korean fresh milk with different flavors like fresh milk, banana, strawberry and coffee milk. Lim tasted samples and he found them delicious.

Lim thanked e Dong Jin Trading Corp., the Seoul Milk distributor in the Philippines for donating the 500 boxes for the City of Manila's children- patients in the four district hospitals namely Gat Andres Bonifacio Memorial Medical Center, Ospital ng Maynila, Ospital ng Tondo, and Ospital ng Sampaloc...

Seoul Milk, the number one dairy producer in Korea is on a marketing blitz to improve consumer awareness of its products by voluntarily labeling the production date of its milk cartons.

South Korea's current food safety law requires food makers to label either the production or expiration date of products to ensure proper education of its consumers.

Seoul Milk's latest move is in line with the company's diverse measures to encourage the public to drink more dairy products. It has led this campaign by introducing a number of new products that not only highlights the health benefits, but also the taste side.

Manila Mayor Alfredo S. Lim led the awarding of the city service loyalty awards for the year 2009 held at the Bulwagang Antonio Villegas Wednesday morning.

The city service loyalty is one of the awards given to the city officials and employees in the career service in the city government of manila who have rendered continuous and satisfactory service. “ito ay pagkilala at pagpapahalaga sa napakagandang panunungkulan na ginawad nyo sa lungsod ng Maynila at sa mamamayan ng Maynila”, Lim said.

The City Personnel office headed by OIC Assumption Ingrid Reyes, aims to motivate and inspire city employees through rewards and recognition in the form of incentives to city officials and employees. “Ngayon, siguro, kayo ang dapat pamarisan ng iba pang mga nanunungkulan sa pamahalaan, na tumagal kayo ng 20 at 30 yrs. na nagbigay ng isang maningning na paglilingkod sa bayan. Yun lang naman ang inaasahan ng mamamayan. Kaya bilang pagbibigay pugay sa araw na ito sa inyong nagawang pagpapasakit o pagsasakripisyo na nanatili kayo sa paglilingkod sa lungsod ng maynila,” Lim said.

It has only been under the stewardship of Mayor Lim that city service loyalty awardees are given such recognitions and cash incentives. “Ako ay natutuwa sa pamamagitan ninyo ay isinasakatuparan natin yung serbisyo na inaasam-asam ng ating mamamayan. 189 city hall awardees were given a plaque coming from various city departments and offices and witnessed by Chief of Staff Ricardo de Guzman, Secretary to the mayor Rafaelito Garayblas, city legal officer and concurrent city administrator Atty Renato dela Cruz, city prosecutor Atty Jhosep Lopez and other department heads.

Among the department heads awarded for their 30 and 20 years of service were city health officer Dra. Marie Lorraine Sanchez and Vicky Valientes of City Treasurer’s office, respectively.

LIM ORDERS EXECUTIVE ORDER ON VENDING IMPLEMENTED

Manila Mayor Alfredo S. Lim lead the dialogue on the implementation of executive order 08 with the different police station and precinct commanders headed by Manila Police District director Rodolfo Magtibay at the conference room of the mayor’s office.

The executive order, created on February 18, 2009, adopts a policy of zero vendor on sidewalk vending on certain days under certain conditions and its designated areas.

Lim focused the discussion on the conditions and limitations on vending privilege which states that from Monday to Friday the allowable time for vending is from 6:30 pm to 9:00 pm and Saturdays and Sundays from 7 in the morning to 7 pm. Each vendor shall use a table or stand measuring not more than 1x1 meter and shall vend only in the area assigned and the vending table shall be opened on the upper and lower portions, without sidings, enclosures nor roofing.

Lim told police to inform vendors to clean all garbage in their surroundings and to implement obstruction-free every after vending in order for the Department of Public Services headed by OIC Col Carlos Baltazar (Ret) to clean the sidewalks and streets.

Lim ordered police to enforce the law and don’t allow vendors to dictate you.

Lim shared to the police on the suggestion by the muslim affairs consultant to use Escolta as an alternative area for Muslim sidewalk vendors.

In the other dialogue headed by Magtibay and attended by Hawkers OIC Col Caloy Baltazar (Ret), Detachment of Special Police Unit (DSPU) OIC Alejandro Gutierrez, Station Commanders Atty Ernesto Tendero Jr, Col Nelson Yabut and Plaza Miranda precinct commander Ernesto Samoranos and the Carriedo United Muslim Vendors Inc (CUMVI) headed by their president Nolam Mantoya.

Carriedo St has been a place of vending and worsens the traffic situation. As a remedy, the Carriedo vendors were encouraged to transfer to Escolta and re-informed them about Lim’s executive order 08.

According to CUMVI, transferring to Escolta would be difficult to vendors since the consumers mostly buy products in Carriedo. But the officials said since a transfer is soon to implement, the CUMVI must, as well, inform the consumers about their transfer of location.

LIM COMMENDS  MANILA POLICE COPS' DEDICATION 

Manila Mayor Alfredo S. Lim, in two separate flag ceremonies Monday, commended the cops of the Manila Police District for their dedication to service even at the risk of their lives.

As promised, he honored and gave his financial assistance to the bereaved family of SPO2 Jose Sto. Domingo, who died while rescuing people during typhoon Ondoy. He handed the check and a plaque to Sto. Domingo's widow, Carmela and children, Rosalyn Mae, Joelene Ann, Sara Jean and Joshua Daniel.

Lim also promised a job for Rosalyn Mae and free education for the three children to be shouldered by the city.   

He congratulated Gen Rodolfo Magtibay, Manila Police District (MPD) director, for reviving the long lost burial tradition of police officers who die in the line of duty and giving the highest degree of respect and honor.

He also challenged the MPD to immediately identify the 2 cop-killers and told the precinct commanders to step down if they could not do their responsibility. "You are paid to die for your countrymen and be ready to sacrifice your life.”

He dared all officers and men to regain the prestige of the Manila Police as the Manila ’s Finest.

In another flag ceremony at the Freedom Triangle of City Hall, the Mayor congratulated the four courageous policemen of the Detachment of Special Police Unit (DSPU) headed by OIC Col Alejandro Gutierrez for fighting three of the six kidnappers last weekend at the MacArthur bridge in Sta. Cruz.

Reyes together with his team, PO3 James Poso, PO2 Aurelio Neral III and PO2 Sabino Panganiban Jr., were formally commended.  They were recommended for on-the-spot promotion to the next rank and a bonus of P100,000 for their bravery and dedication for the city’s peace and order.

"We do not want kidnappers here in Manila ," the Mayor told the law enforcerment team.

LIM ASSURES CHINESE COMMUNITY OF PROTECTION FROM MANILA POLICE 

Manila Mayor Alfredo S. Lim assured the Filipino Chinese community of full protection from the Manila Police because the business community has been selflessly giving support to the city.

At the same time, the Mayor commended the Manila Police headed by Gen. Rodolfo Magtibay and the team that confronted three of the six abductors of a Filipino-Chinese businesswoman at the Jones Bridge in Intramuros the other day. The team was headed by Col Alejandro Gutierrez, Detachment of Special Police Unit (DSPU) OIC and through Capt. Marcelo Reyes’ team.

Lim was invited to a luncheon at the Century Seafood in Malate by the Shin Hua Association where the Mayor said it is the obligation of the city to give the Filipino Chinese business community protection and assistance since they have been contributing to the economic progress and prosperity of the city and the country in general.

Lim informed the association about the encounter of the Manila police officers with the 3 of the 6 abductors of a business woman as he stressed that kidnappers have no place in Manila.

Lim told the criminals that what happened a couple of days might as well serve a lesson as he asked them to stay out of Manila otherwise if caught they will surely land in any of the city's cemeteries.

Lim received a donation from the association amounting to P400,000 for the benefit of the typhoon victims of Manila.

L.I.M. CELEBRATES 3rd ANNIVERSARY

Manila Mayor Alfredo S. Lim led the oath-taking ceremony of more than 5,000 women of Manila who joined the 3rd year anniversary of the Lakas ng Inang Manilenyo (L.I.M.) at the San Andres Sports Complex Thursday afternoon.

It was a yellow day inside the sports complex as all members were wearing yellow shirts and created a festive mood when the women coming from all walks of life in 6 districts of Manila performed their own dance numbers.

The L.I.M. anniversary was attended by the present and past leaders of the city such as former Manila 5th district representative Joey Hizon, brothers Nestor and Roland Lim, Cristy Lim, organization’s adviser, Manila Sports Council Chairman Niño dela Cruz, Manila Barangay Bureau director Atty. Analyn Buan and other barangay chairmen.

Lim praised the efforts of the organization in giving assistance to the victims of typhoon Ondoy.  Since the main objective of the organization is to serve people who are in need and asked the organization to work together towards one civic and humanitarian service like during calamities.

He advised the women to choose leaders who have clean intentions and have nothing to do but to give assistance to the needy and serve its constituents and not the traditional politicians who give empty promises.

Lim said that “women should follow the footsteps of former President of the Republic, Corazon Aquino”. 

He reminded every women present that Aquino brought freedom and democracy back to its people.  And Aquino was a plain housewife yet eventually became the president of the free people.  Above all, Aquino served the country in clean and honest way.

He also reiterated to keep an eye on those who need medical attention as there are 4 existing hospitals in Manila. 

“And never accept the excuse if there will be a hospital staff who would say that there are no medicines available to treat indigent patients”, he added, as the city has a revolving fund to support the hospital necessities.

The mayor informed the women coming from the 3rd and 6th district that new hospitals will be opened and be of service soon.  The 3rd district hospital will be opened in the last week of October while the 6th district hospital, planned to be named after Pres. Aquino, will be inaugurated on January 25, 2010, the birth date of the late President Aquino.  And Lim said, the 6th district hospital will be equipped with modernized hospital equipment.

Lim who values education informed the mothers that free college education has been implemented in order to create wholly literate Manilans.  And as a rule to all public schools in the city, contributions and donations are discouraged in order to lessen the financial burden of all parents on bringing their children to school.

Having a busy Thursday schedule, he had to rush to the Pamantasan ng Lungsod ng Maynila, for the newly constructed building which will be named after President Aquino with to be graced by President Cory’s daughter, Viel Aquino - Dee.

PLM INAUGURATES NEW GUSALING CORAZON AQUINO

Manila Mayor Alfredo Lim led the unveiling of a marker and inauguration of the Architecture Building at Pamantasan ng Lungsod ng Maynila (PLM). The building has been named after the 11 th President of the Philippines , Corazon C. Aquino.

In an inspirational speech delivered, Lim recalled, “President Cory stood as the country’s living icon on equality and fairness, an epitome of righteousness, and above all, of democracy.”

“When she occupied the highest position of the land in 1986 to 1992, she had spread to the world, even after her death on August 1, 2009 the unique spirit and legacy of a revolution powered not by swords of war or arms of destruction but by people who love peace, justice and freedom. The Filipino people,” he added.

“The City of Manila and this institution will forever live up to her memory. To many of us, she left greatest lesson - that even as a seemingly ordinary Filipino, one whom many called a mere housewife, could rise to the challenge and lead an entire nation back to democracy”.

“For me, she was the Best President Philippines ever had. Our inspiration for being good and honest. Her exemplary governance must be made a good example and guide for the people especially the public officials”, the Mayor stated.

Lim advised the students present in the event, “mataas ang pangarap ng inyong mga magulang para sa inyo kaya huwag ninyo silang bibiguin, kapag nakapagtapos kayo ng pag-aaral makakahanap kayo ng magandang trabaho at baka balang araw isa sa inyo ang susunod na magiging presidente ng Pilipinas. Viel Aquino – Dee, the fourth child of Aquino, extended her sincere appreciation in behalf of her other siblings, Ballsy, Pinky, Noynoy, and Kris, for the unceasing efforts of Manila to commemorate her late mother and mother of Philippine democracy by naming another infrastructure after their most loved mother.

“We are deeply honored. Thru this building named after our mother, the students, faculty and alumni of the PLM will remember her and will try to emulate her example”, Viel said.

LIM ORDERS MPD TO GO AFTER STO. DOMINGO’S KILLERS

Manila Mayor Alfredo S. Lim ordered the Manila Police Department to “leave no stones unturned” in hunting for the two killers of SPO2 Jose Sto. Domingo last Monday afternoon while directing traffic along Sergio Loyola St. and C.M. Recto Avenue.

At the necrological services held at the MPD headquarters on United Nations Avenue, Lim extolled Sto. Domingo and reminded the cops present that they “are being paid to defend the country even at the face of death.”

SPO2 Sto. Domingo was shot at the back at the corner of Sergio Loyola and Claro M. Recto Avenue in Sampaloc by two unidentified male suspects, still at large, and another victim, a jeepney barker/vendor, was also fatally shot. The case is placed under intensive follow up to establish the identity of the suspects and their motives.

SPO2 Sto. Domingo is survived by his wife, Ma. Carmela, three daughters, Rosalyn Mae, Joelene Ann, Sara Jean and only son Joshua Daniel, all present at the necrological service.

MPD Superintendent Gen Rodolfo Magtibay said that Sto. Domingo’s death reminds the police force how sensitive and delicate their obligations and responsibilities are.  He reminded them of their oaths of office in order to be guided in their everyday work.  Magtibay also said that Sto. Domingo did not die in vain as his colleagues will continue serving the people.

Magtibay promised the task force he created will relentlessly pursue the killers.

Lim, a former head of the MPD said:  “Ang buhay ng isang pulis kapag lumabas ng bahay, ang isang paa nya ay nasa hukay na.”

Lim said he was sad that only a few of Sto. Domingo’s colleagues attended the necro services to give their last respect, when in his days, a slain cop always had a roomful of policemen-visitors.

The Mayor asked the family members to stop weeping and keep their chin high for their lost loved one is a hero. “Si Sto Domingo, ang inyong ama at isang asawa, ay isang bayani ng bayan,”  Lim expressed.

He told Rosalyn Mae Sto. Domingo,19,  that she will be employed at the City Hall as soon as she graduates while her three siblings will be given a scholarship till college as recognition to their lost father who served the city well.

He told Ma. Carmela Sto. Domingo that her children will finish their college as this was their father’s dream.  He asked them to be around this coming Monday at the flag raising where he will hand his financial assistance to the family of P100,000.

LIM RECEIVES BOOKS FROM ROTARY CLUB OF JUAN LUNA

Manila Mayor Alfredo S. Lim this morning witnessed the turnover of 195 boxes of academic books to the Jose P. Laurel High School and Baseco High School at the Bulwagang Villegas in City Hall. The books were donated by the Rotary Club of Juan Luna.

Cherry Chan, President of RC Juan Luna said these books are important forthe students to improve their knowledge on math, science, grammar, literature and other fields.

Lim agreed with her and thanked the Rotary Club for always keeping in mind the needy people and students of Manila in their endeavors.

He told the students to take advantage of these books. "The authors of these books spent so much time.The books given to us are writing grammar,physical science,math, health and literature books."

Make use of these books. Borrow them, read them well and return them so that more students can benefit from them.

Let us thank our donors since we don't need to buy these materials anymore. There are 32 public schools at ang masuwerteng napili na pagbigyan ng mga aklat ay kayo, Lim said.

Maybe in the future other schools will be given the books. He repeated that students must take care of the reading materials.

PORNO MATERIALS SHREDDED AT CITY HALL

Manila Mayor Alfredo S. Lim led Wednesday the shredding of pornographic DVDs and sex toys that were collected in different areas of Quiapo following his policy of zero vice in the city. The shredding was done at the City Hall Quadrangle.

Lim said the rampant selling of pornographic materials led to increased sex crimes like rape, child abuse and human trafficking.

About 3,000 DVDs were seized during the operation worth P100,000 to P300,000 and some undetermined amount of sex toys were also destroyed.

Lim cited the successful operation to the vigilance of Station 3 headed by Col. Ernesto Tendero Jr. and Plaza Miranda Station Commander Capt. Rodolfo Samoranos.  Tendero’s group was also responsible for the apprehension of peddlers of cytotec, an abortive drug in Quiapo.

Lim said the shredding just part of the  “a continuing routine of City Hall to stop further illegal activities.”

LIM PRAISES ALTERNATIVE LEARNING SYSTEM WINNERS

Manila Mayor Alfredo S. Lim led the awarding of the winners of Alternative Learning System Literacy Contest held at the Bulwagang Villegas organized by the Division of City Schools headed by superintendent Dr. Ponciano Menguito.

The 16 different areas of literacy awarded were participated in by different learning centers in the city.

Limtold the winners that they must have positive mental attitude in order for them to succeed in their everyday endeavors. And their success is on their shoulders.

Rugs-to-riches was the topic that Lim used to inspire the students of alternative learning education. Lim mentioned that some successful businesses in Manila started from a very simple livelihood, such as ‘lugaw’ and ‘arrozcaldo’ vending.

Lim also said that, “20 years from now one of you would have his own restaurant”.

Again, Lim told the students that Manila can provide loans without interest.

The over-all champion who gathered most number of literacy winner came from the 4th district. The trophy was received by Nanette Tenorio, coordinator.

Also present in the program were Chief of Staff Ricardo De Guzman and Gemma Cruz-Araneta, vice chairman Manila Historical and Heritage Commission.

LIM AWARDS ELEMENTARY TEACHER

In keeping with the World Teachers Day celebration today, Manila Mayor Alfredo S. Lim awarded Jesusa Antiquiera of P. Gomez Elementary School with a certificate of appreciation and P30,000 cash during the flag ceremony at City Hall.

Antiquiera was adjudged Civil Service Commision’s (CSC) Lingkod Bayan Awardee for
2009 in the search for outstanding public officials and employees.

Antiquiera won last year the Metrobank’s Outstanding Teacher of the Year, elementary level, sponsored by the Metrobank Foundation Inc. She is dedicated to her profession based on her 38 years of experience in educating the youth.

LIM OPENS NEW BUILDING FOR TORRES HIGH

Manila Mayor Alfredo S. Lim this morning cut the ribbon opening the new 3-storey 5-classroom building of the Florentino Torres High School in Gagalangin, Tondo, which has the highest enrollment among public schools in the city. The new building also has one comfort room on each side for the ladies and boys.

The new building replaces the 3-storey 18-classrooms that used to be known as the science building of Torres high, which was demolished last January because of its deteriorated condition.

The Mayor instructed City Engineer Armando Andres to prioritize the construction beginning Oct.1 of another 4-storey building beside the new building also for Torres High School to ensure that the 5,000 students will have a more livable and conducive place of learning. The Mayor said he wants the additional building to be finished by January 25, or during the birthday of the late former president Corazon Aquino.

During the blessing of the new building, students rendered music and dance performances which the Mayor said delighted him so much that he “wished that all students in other city schools will do the same in showing their happiness.”

He asked the teachers and school principals of other city schools who were present to inform City Schools Superintendent, Dr. Ponciano Menguito if there are available lots or unused spaces near their schools so that these can be converted into newer buildings with more classrooms for their schools.

He said he will make these “proposed school sites” his priority next year stressing that education is his among his priority agenda of governance.

To the students, he said give importance and priority to your education because as our national hero Dr. Jose Rizal said the youth is the hope of our country.

He asked them to strive hard to finish until college since there are two universities in the city that provide free education. These are the City College of Manila and the Pamantasan ng Lungsod ng Maynila.

The Mayor said education is the only way out of poverty and the road to a brighter future. He also asked the parents to encourage their children to be the best in everything and to nag them to pursue a college degree.

For the nth time, the Mayor asked the students to show respect, love and kindness to their parents who struggle each day to make life worth living for their children. Repay them for their sacrifices, the Mayor told the students.

2 PAKISTANIS NABBED FOR DISTRIBUTING CYTOTEC

Manila Mayor Alfredo S. Lim this morning presented to media two Pakistani nationals who were apprehended in a buy-bust operation against cytotec, a known abortive pill that is spreading in the country.

Cytotec is commonly sold in stands near the Quiapo church which led Monsignor Jose Clemente Ignacio, parish priest, to alert the Mayor and the Bureau of Food and Drugs, Philippine Coast Guard and the Manila Police District under Gen. Rodolfo Magtibay. Subsequent campaigns were launched against this illegal drug by the anti-abortive task force.

Arrested were Mohammad Akhtar alias “Khalid” and Arshad Adnan alias “Habiz” on orders of Col. Ernesto Tendero Jr., station commander of Central Market Police Station. The two were presented to the press at the Bulwagang Villegas and are facing charges of violating Republic Act 9711 or the Food and Drug Act.

The two were arrested after their courier, Jose Hepolito Laura was nabbed by the operatives last Aug.19 and he informed the task force on his Pakistani suppliers. The police conducted follow-up operations.

The 2 Pakistani’s, both Parañaque City residents, were apprehended through a buy bust operation conducted by Tendero’s men who recovered four medicine boxes abeled cytotec containing 500 tablets worth P50,000. The Pakistanis claimed their source was an unidentified Nigerian.

Lim congratulated Magtibay and Tendero for a job well done and asked them to find out more about who are behind these abortive drugs.

LIM AWARDS WINNERS OF ESSAY CONTEST ON GEN. SAKAY

Manila Mayor Alfredo S. Lim led the awarding of cash and certificates to the winners of the essay writing contest in commemoration of the 102nd death anniversary of Gen. Macario Sakay held at the Bulwagang Villegas.

The contest is in cooperation with Manila Historical and Heritage Commission, headed
by vice-chairman Gemma Cruz-Araneta, City School Superintendent Dr. Ponciano Menguito, Youth Development and Welfare Bureau Arch. Dunhill Villaruel and Museo ng
Maynila headed by Monina Santiago.

With theme “General Macario Sakay: Why is he a hero? Why don’t we know anything about him,” the contest was participated in by different city schools of Manila.

Only 16 entries were judged by Prof Jaime Veneracion from the Department of History of the University of the Philippines-Diliman, Efren Yambot, a playwright who did “Heneral Macario Sakay: Kilabot ng Sierra Madre” and Gemma Cruz-Araneta.

The criteria for judging were: substance, originality and relevance to the theme with 50 percent and grammar and chronology of ideas and sources and footnotes, each with 25 percent.

Lim congratulated the organizers and the participants for remembering the life of Sakay through essay writing saying it is very important to know that the heroes of the past sacrificed their lives for the love of country for reforms. He added that reforms can be achieved through unity. “Kailangan nating magkaisa para mabuhay.”

Lim urged the youth to be active in meaningful ventures like sports, leadership training, educational competition and environmental oriented projects.

Lim said those who refuse to study their past are bound to commit the same mistakes in the future as he made a strong pitch to the youth to learn from history and chart out a brighter future for themselves and their country.

He said to be of service to the country, “we should know and distinguish what is right from wrong.”

Along with his chief of staff Ricardo de Guzman, Araneta and Menguito, Lim awarded the cash prize and certificates to John Marvin Consuelo of Abada High School who placed 1st; Jonnel Almestas from Quirino High School, 2nd and Cherry Mae Arma from Torres High School, 3rd .

Five consolation prize winners went to Aegean Pascual of Abad Santos High School, Paul Ivan Daquis of Villegas Vocational High School , Gabriel Caaya of Villamor High School , Randy Reyes of Fugoso High School and Mary Cris Caroro of Recto High School.

MANILA TELLS MMDA TRAFFIC AIDES NOT TO ISSUE TICKETS

*The City of Manila has asked the traffic aides of the Metropolitan Manila Development Authority not to issue traffic citation tickets and charge very high fines that contravene the directive of Manila Mayor Alfredo S. Lim on the uniform fines of P300 regardless of violation.

City Legal Chief Atty. Renato de la Cruz said the Mayor has ordered that fines be slapped at a uniform rate of P300 for drivers and motorists using the city’s ordinance violation receipts (OVRs).

“The TCTs being issued by the traffic aides of MMDA will cause confusion to drivers and motorists, which is a contravention to the declared wish of Mayor Lim not to impose too high fines that would only lead to graft and corruption,” de la Cruz said.

He added that the TCTs issued by the MMDA have to be redeemed and paid for to the MMDA, which will deplete the revenues due to the city from such traffic fines.

“They can arrest but they can not issue TCTs. If they want they can use our OVRs,” de la Cruz stressed.

The traffic fines used to be P150 per violation but this was doubled early this year to be a deterrent to violators. “Yet the MMDA traffic aides hand out TCTs which charge from P500 up per violator and this will lead to confusion from motorists and drivers,” de la Cruz said.

Under the local government code, the mayors exercise police powers over their jurisdictions, including traffic regulation. The city has designated the Manila Traffic and Parking Bureau (MTPB) under Chief of Staff Ricardo de Guzman as the official traffic force.

But Mayor Lim repeatedly voiced his desire to return the traffic function to the Manila Traffic Police division, de la Cruz stated.

NEW HOSPITAL FOR THIRD DISTRICT OF MANILA


Residents of the third district of Manila will soon enjoy having their own hospital to run to for medical and dental attention and for their surgical and laboratory needs. Being fully subsidized by the city, all patients, with priority to the indigents, will be treated for free.

Manila Mayor Alfredo S. Lim wants the 150-bed Jose Abad Santos Maternity and Child Hospital in Numancia, Binondo to soft open by early October even if the permit granted it by the Department of Health is as a pre natal, maternity and pediatric hospital. But the services available in the new healthcare facility are a complete line available in any tertiary hospital, said Dr. Teodoro Martin, director of Ospital ng Maynila.

This is the fourth district hospital established by Mayor Lim in the city. A fifth district hospital will soon rise in District 6, Sta. Ana by early 2010. The Mayor wants the hospital in Sta. Ana named after the late President Corazon C. Aquino, Martin said.

Already, the City Council has approved the release of P119 million in supplemental budget to ensure that the new hospital in Binondo will be properly equipped and the necessary modern medical facilities and technologies will be made available in the hospital when it opens in early October, Martin said.

Martin was personally designated by the Mayor to fill up the plantilla positions giving priority to the 250 volunteer nurses from other hospitals in the city in staffing the new district hospital.

The hospital will have facilities like ultra sound, X rays, complete laboratory, CT scan, complete operating rooms, dialysis, dental, ophthalmology treatment rooms, maternity wards and labor and delivery rooms.

Martin said while the hospital will give priority to residents of the district, it will also be accepting patients from other districts of the city which are already overcrowded.

Martin said the completion of the hospital in Sta. Ana by early 2010 will now complete the vision of Mayor Lim to provide one hospital per district.

Healthcare is among the priority agendas of the Mayor not just by ensuring a hospital per district but by providing periodic medical and dental missions to the barangays from the Manila Department of Health but also with the provision of healthcare services in the 51 health center (from its previous number of 49 before the Mayor assumed last July 2007) and the day-care centers which provide medical and dental services from Monday to Friday and the 5 to 6 birthing places or lying-in facilities operated by the City of Manila for the residents.

And to think that in 1967, the city only had the Ospital ng Maynila, which the Mayor upgraded during his first mayorship in 1992-1996.

The Mayor immediately augmented this with the establishment in 1994 to 1995, the Ospital ng Sampaloc and the Ospital ng Tondo and then the Gat Andres Medical Memorial Center in 1995-1996, Martin said.

LIM YIELDS TO POPULAR CHOICE

Even with his stature as the father of the City of Manila, Mayor Alfredo S. Lim yielded to popular choice of not renaming the Manila Science High School in honor of the late President Corazon C. Aquino.

The students and teachers of Manila Science High School said that while they love and respect the late president, MSHS “is the first science high school in the Philippines and for that historical fact along, it should retain its name.”

Lim said he respects the students and alumni of the school and that if they think it would be appropriate to retain the name of MSHS then he would not push the issue any further.

The Division of City School headed by Superintendent Dr. Ponciano Menguito held consultations on the matter and solicited from the alumni their comments on the issue via email.

The students, faculty and alumni said the name of the late president could be used in one of its buildings. Lim said he merely suggested renaming the school after the renowned “icon of democracy.”

Monsignor Jose Clemente Ignacio, parish priest of the Minor Basilica of the Black Nazarene in Quiapo, sought the help of Manila Mayor Alfredo S. Lim versus cytotec, a drug commonly used in abortion.

In response, Lim presided over the dialogue to address the issue held at the Oval Office of the Mayor’s Office at City Hall. The Mayor invited Msgr. Ignacio, Manila Police District Chief Superintendent Gen. Rodolfo Magbitay, Col. Ernesto Tendero Jr., Station 3 Commander, Commander Alex Calderon, Philippine Coast Guard medical department head, Atty. Archie Gonzales from Senator Miriam Defensor-Santiago’s office, Director Nazarita Tacandong of the Bureau of Food and Drug and BFAD legal officer Atty. Emilio Polig, Manila City Prosecutor Joseph Lopez and Rev. Fr. Joseph Matitu of the Sta. Cruz Parish.

Msgr. Ignacio raised the alarm against the rampant selling of cytotec with Quiapo being the center of trade for this illicit drug not just for Manila but for the rest of the country

“Napakalaki na ng problema ng abortion sa Pilipinas.  Bawat Segundo sa lumilipas ay isang bata ay inaatempt i-murder o patayin dahil dyan sa cytotec trade.”  Ignacio said.

Lim created a task force where the agencies will be working and coordinating with each other. It will be headed by Tendero.

Last month, Tendero and his staff arrested one of the couriers of cytotec which is being sold around Quiapo.  And a follow-up operation is ongoing for the arrest of the others.

Studies showed that cytotec is being imported from different countries.

“Dahil si Mayor Lim ay action man, ang ating pag-asa ay matigil na itong cytotec trade sa kanyang pamumuno.”  Ignacio said

RAINS DID NOT STALL ALAY LAKAD

Despite heavy rains, the 37 th year Alay Lakad with theme “Lakad Kabataan, Ituloy ang Kaunlaran,” pushed through Sunday morning from different points of Metro Manila, all ending up at the Quirino Grandstand. For the City of Manila, Mayor Alfredo S. Lim led the hundreds of delegation from the different departments and offices of the city.

Lim was accompanied by City Administrator Jesus Mari Marzan, Department of Social Welfare OIC Jay de la Fuente, Nino de la Cruz of the Manila Sports Council and students and employees of the Pamantasan ng Lungsod ng Maynila and City College of Manila.

Lim handed the check of P50,000 to Alay Lakad Foundation Inc. president Frank Evaristo and   Francis Atayde, vice president of ALFI, district governor Claudio Nadal Jr., overall chair of the national coordinating committee for walk 2009 and Philippine Luzon District, Kiwanis International, the host civic organization, and National Youth Commission (NYC) executive director Paul Malenisa. 

The Manila City Hall Band and Chorale graced the occasion with the National Anthem and Awit ng Maynila.

Lim welcomed the participating delegates, from different groups of the different cities and the Armed Forces, Philippine National Police and all the non-government agencies.

Lim cited the uniformed men as “unsung heroes of our time” as they shed their lives defending our security and protecting us from bad elements.

Lim said: “ Wala ng ibang mag-aalay ng buhay kung hindi ang ating mga sundalo at mga kapulisan.  Sila lang ang nag-aalay ng buhay.”

Lim cited as example the 22 soldiers who died in Basilan fighting off the Abu Sayyaf Group bandits and 21 others were injured. But they captured the ASG main camp in Tipo Tipo, Basilan.

“Bakit sila pinapatay? Dahil sila ang nagtatanggol at nagdedepensa sa ating mga mamamayan at sila rin ang nagpapalaganap ng katahimikan at kapayapaan.  Iyan ang pagkaka-iba.”

Lim asked the youth and other people present to be more respectful towards the soldiers and policemen.  “For there will come a time in your life that you will ask for assistance in case of emergency,  and they will come for your rescue to defend you even to the sacrifice of their lives”, Lim explained.

Lim then asked the members of the military and police at the grandstand to stand up to be recognized by the different delegates. 

Lim congratulated the organizers of the Alay Lakad for their continuous support for the youth and most especially the indigents.  “Ginagastos nila ang ang mga nalilikom na pera doon sa mga kapatid nating mahihirap.Year in and year out.  At kayo ay binabati naming na hindi naalintala ang pagdalo ninyo dito kahit masama ang panahon..  At ito ang isang palatandaan ng isang mabuting mamamayan.” 

He said people should unite and stop fighting each other for the sake of the country.

At the program, Lim and the heads of the ALFI and National Youth Commission presented to Julienne Angeline Reposar, a BS Psychology graduate of PLM and Leah Sarmiento, a BSBA Marketing graduate from CCM, their certificate of training as government internship program trainees.

LIM ON THE BARANGAY CHAIRMEN’S TRIP TO CHINA

The travel of the barangay chairmen of Manila was pursuant to the invitation of Shenzhen officials for the Liga members to travel to Shenzhen, China for an educational trip for them to learn from Shenzhen’s fast development. The trip was approved by the DILG upon endorsement by the City Mayor.

Thus, to keep the Barangay Officials abreast of the latest development in local governance, it is important that they share experiences and insights with counterparts in other countries such as that of Shenzhen, China. Learning from the fast development of the City of Shenzhen will provide the local officials and needed information on how they can develop and transform the City of Manila into a modern city, starting with it’s barangays. The visit will provide the barangay officials the needed experiences and best practices in local governance. Seeing personally the fruits of the development in Shenzhen in eco-tourism, social infrastructures, environmental management, and the improvement in the lives of their people will give our local officials the insights on how they can manage the same development in their respective jurisdiction.

Further, the activity is part of linkage building among the Punong Barangays of Manila and prospective counterparts in China. The barangay officials are scheduled to meet with local officials and interface with government officials of Shenzhen.

This activity will also provide a great venue for the barangay officials to personally bond with each other. This activity is intended to achieve a cohesive, unified and harmonious barangayan system.

There has been no city funds used in this trip. Neither did the barangay league provide the Mayor’s Office any list or declaration of expenses for the above.

LIM PRESENTS WANTED KILLER TO MEDIA

Manila Mayor Alfredo S. Lim and Col. Ernesto Tendero, Station 3 commander, presented to media a wanted killer behind two incidents in Tondo in March and April this year.

Tendero informed Lim and the media that Jovan Cristobal was behind the shooting of brothers Fernan and Francis  Arriola and Jason Atilano in Tondo last March. Fernan Arriola and Jason Atilano were walking towards a liquor store when the two suspects, on board two motorcycles, started shooting at them.. Arriola died on the spot from wounds on the left forehead, left neck and left chest while Atilano was brought to a hospital and died later.  Francis Arriola survived and reported to the police.

In the second incident, last  April 4, 2009,  a victim, Dennis Melgarejo was standing along Osmena Street in Tondo when Cristobal and his companion, Rolando Pulumbarit (still at large) approached him, shot him in different parts of the body with an unknown caliber firearm. The victim was rushed to the Tondo Medical Center where he died undergoing treatment. The two suspects fled on two motorcycles. Their case was placed under intensive follow-up investigation to establish the motive of the killing  and the speedy arrest of the suspects.

Last August 29, Cristobal was caught, using an alias, Jason Lumanao, in a drug bust by Police Station 3 operatives along Tayuman Street in Sta.Cruz. He was about to deliver two small heat-sealed plastic sachets containing shabu.

During the presentation, the family members of the victims were present and positively identified Cristobal as the killer.  Lim congratulated Tendero for the job well done.

LIM JOINS ALAY LAKAD 2009

Manila Mayor Alfredo S. Lim and the City of Manila will join the Alay Lakad 2009, with the theme “Lakad Kabataan, Ituloy ang Kaunlaran,” on September 6 that will culminate at the Quirino Grandstand.

The yearly Alay Lakad is being joined by the different youths and government agencies in the Metro.

The delegate of the City of Manila will assemble in front of Manila City Hall, along Arroceros Street at 5 a.m. The delegates will wear white shirts from ages 40 and below.

Thousands of employees, coming from the different departments, will also be joined by the youths from the City College of Manila and Pamantasan ng Lungsod ng Maynila.

LIM CONGRATULATES E-FAST PASSERS  

Manila Mayor Alfredo S. Lim congratulated this morning the Expanded Free Assessment (E-FAST) passers of Manila Manpower Development Center (MMDC) conducted by the Technical Education and Skills Development Authority (TESDA) at the Antonio Villegas Hall in Manila City Hall.

The E-FAST passers earned a National Certificate level II (NCII), a document recognized locally and internationally certifying that the holder has the required skills prescribed by the industry.

TESDA conducted Free Assessment for the Graduates of MMDC for the course Hotel and Restaurant Services (Food and Beverage Services NCII) and Massage Therapy NC II last August 15, 2009.

The E-FAST passers graduated from MMDC, headed by OIC Felisa Onanad, last July held at the Cecilia Muñoz Palma Hall in City College of Manila. 

The examinees of Food and Beverage Services NC II got 98 percent and the Massage Therapy NC II got a perfect rating. Onanad said the E-FAST passers underwent both written and actual examinations.

Lim told the passers that they must be grateful to their trainors for teaching them everything they need to know.

And Lim told all lady-passers to think twice if they plan to go abroad as he suggested that they stay here so they will not leave their families and loved ones.

Lim gave financial incentives to all the trainers of the MMDC for they were able to produce competitive and skilled workers.

Lim said the passers could apply for soft loan to Manila District of Social Welfare (MDSW), headed by Jay de la Fuente so they could start a business.

MANILA SCHOOLS HOLD ALAY LAKAD LABAN SA DROGA

Twelve grade schools and 4 high schools in Manila held Saturday the Alay Lakad Laban sa Droga, with Manila Mayor Alfredo S. Lim and key city officials extolling some 2,000 students to study hard, strive for a better future by avoiding illegal drugs.

 The walk against drugs, organized by the Manila Sports Council and the Citizen Drug Watch Foundation, began at 6 a.m.at Plaza Hernandez in front of Sto. Nino Parish until San Pablo Apostol in Tondo.

Participating elementary  schools were:  Almario;  Isla Puting Bato;  Carmela Annex; Hernandez; Jacinto; De Jesus; Lacson; Quezon;  Isabelo de los Reyes; Rizal;  Magat Salamat and Yangco. Participating high schools were:  Nolasco;  T.Paez; Perfecto;  Tondo High; and Villegas. There were awards given to 3 best slogans and 3 best in contingent for both levels. 

Masco Chairman Niño de la Cruz said today's youth face problems with drugs. "Tayong mga taga-Tondo ayaw ng droga, ang Alay Lakad na ito ay dapat nating ipagpatuloy. Iwasan natin ang droga, magkaisa tayo sa pagsugpo ng ipinagbabawal na gamot."

Congressman Benjamin "Atong" Asilo said since Mayor Lim began as mayor in the city, he fought illegal drugs very hard. That is why the youth must avoid drugs to ensure a better future for themselves.

The Mayor thanked the participants and asked the students to study hard and not to fail their parents, who are doing everything possible to send them to school and give them a degree, all because of love.

Avoid illegal drugs because that will not bring you anywhere. If you try it and become addicted to it, you will end up in jail because when you have no resources to buy your addiction, you will steal, hold up people and engage in other crimes that will land you in the city jail, Muntinlupa (National Penitentiary) or should the addiction worsen, even result in death-- so you go to Manila's North or South Cemetery or La Loma, the Mayor said.

He said the only way for children to become professionals someday is to study hard and repay their parents for all the love and sacrifices by being the best they can ever become.

Your teachers, your councilors, congressmen and barangay officials will not be where they are now if they did not study hard, the Mayor said.

The winners of best in slogan were:  Juan Nolasco High School, 1st place; Tondo High, 2nd place and Isabelo de los Reyes, 3rd place. For best in contigent, the winners for elementary schools were: Vicente Lim, 1st place; Manuel Quezon, 2nd and Isabelo de los Reyes, 3rd place and for best in contingent, high school level, the winners were:  Nolasco, 1st; Tondo High, 2nd and T. Paez, 3rd place.

MANILA OPENS L.I.M. SPORTSFEST

Thousands of employees from 48 departments will be joining 14 different sports disciplines in a span of six months for one coveted title as Manila Sports Council, headed by Chairman Niño dela Cruz, opens the Lakas ng Iisang Maynila (L.I.M.) sportsfest Friday at the Bonifacio Shrine.

The opening rites will start at 2 p.m. with the parade of players. Manila 5th district councilor Josefina “Josie” Siscar, together with her aerobics group, will grace the event with an opening performance.

De la Cruz will welcome the athletic employees while Mayor Alfredo Lim, a sports lover, will deliver an inspirational message.

PO1 Alexander Lim, last year’s most valuable player in basketball, will lead the oath of sportsmanship.

Other awards will be given away in the opening rites including best muse, best in uniform and the biggest contingent.

CityCollege of Manila Pep Squad and Sining Lahi Dance Troup will perform a special
number to entice everyone present.

The employees will be competing in different sports disciplines, basketball, volleyball, patintero, tug of war, badminton, chess, dart, bowling, table tennis, ballroom, step no step yes, dodge ball, sack race and limbo rock.

De la Cruz said the sportsfest will help develop the spirit of sportsmanship and camaraderie among the City Hall employees and help them develop healthy minds and bodies.

22ND ANNIVERSARY OF THE HISTORIC RETAKING OF CHANNEL 4
MANILA POLICE DISTRICT HEADQUARTERS, UNITED NATIONS AVENUE

For the 1st time after 22 years, Manila Mayor Alfredo S. Lim commemorated the historical re-taking of Channel 4, now National Broadcasting Network, from rebel soldiers, held at the Manila Police District Headquarters in United Nations Avenue in Manila .

Lim recalled what transpired, 22 yrs ago, when the most serious attempt to overthrow Aquino's government was launched by members of the Reformed Armed Forces Movement (RAM) led by Colonel Gregorio Honasan , now a senator.  On the early morning of the 27th, rebel soldiers launched an attack on Malacañang Palace when Aquino's son, Senator Noynoy , was wounded by an ambush.

Honasan himself led soldiers that seized portions of Camp Aguinaldo , including the headquarters of the Department of National Defense. Rebel soldiers also seized parts of Villamor Airbase , three television stations, Channels 4, 9 and 13, military camps in Pampanga and Cebu , and the airport in Legaspi City .

Lim also recollected the MPD headquarters, formerly known as Western Police District, on the same place where the program was being held, was also the same place where he gathered all of his 137 officers and men, who voluntarily, joined him, after receiving a call from a high-ranking general.

Lim after telling the whole truth, in details, of the retaking of Channel 4, known then as People's Television Network, presented some of the officers and men who were with him, to the people present in the occasion and said, "Inalay nila ang kanilang mga buhay para sa pagtatanggol sa ating kalayaan at sa administrasyon ni Presidente Cory." 

Lim, who was awarded by an INP Distinguished Conduct Medal (Medalya ng Kabayanihan) for conspicuous courage & gallantry in suppressing the aborted Coup d'etat in August 1987, said "Let this be a reminder to the present officers and men of the Manila Police District that once upon a time we have given honors for the Manila Police District.  Because of that accomplishment, the Manila Police District was given an award as the best police district in the whole National Capital Region (NCR).  At lahat kami ay nabigyan ng parangal at ako naman ay nasabitan ng medalya ng kagitingan." 

Lim also said, "We expect under the leadership of General Rodolfo Magtibay, that all of you (MPD unit and everybody present) will follow the footstep of our former officers and men, who sacrificed their lives without hesitation."

Lim told the MPD unit, "Be proud and wear your uniform with pride, because that uniform, the organization which you represent, carries a long history of honor and glory in the service of our people."

"This is the essence of this commemoration.  For 22 years hindi kami nagsasalita, as they say, photographs speak louder than words (pointing at the photos of retaking)."

Lim said, before the ribbon cutting for the opening of the photo exhibit of historic retaking, "Ito ang ebidensya ng kabayanihan ng Manila Police District."

"Kinakailangan na ang ating kalayaan ay ipagtanggol sa lahat ng oras."

"Ang pag-asa ng mamamayan ay nasa kapulisan.   Kaya lagi kong pinapaalala sa inyo na huwag na huwag kayong gagawa ng lihis sa inyong sinumpaang tungkulin because people will judge you, and not only they will judge you but they will condemn you in contrast to the applause given to these officers and men, who without thinking of their families and themselves, offered to retake Channel 4.  This is the personification of the courage and bravery of the Manila Police District."

DRUG TEST FOR BUS DRIVERS REQUIRED

The rising occurrences of traffic accidents involving public utility buses resulting in grave injuries and loss of lives of passengers and pedestrians alike have been observed lately to be due to the negligence of the bus drivers. There were even verified reports that the erring drivers sometimes were under the influence of drugs at the time of the accident. Reports had it that the driver resort to certain doses of drugs to stimulate their minds and senses in order no to get sleepy while driving, specialty those playing the night routes.

It is for reason that Mayor ALFREDO S. LIM of Manila had under his inherent power to protect the interest of the public initiated a compulsory drug tests on all bus drivers plying within the city, to protect the commuters and pedestrians and ensure their safety while commuting on city streets.

The Manila Health Department will undertake the conduct of drug tests immediately. Hence for all bus drivers plying within the City of Manila shall not be allowed entry into the city unless they have undergone and been cleared of the required drug tests. (Media Information Bureau)

LIM EXTOLS NINOY AQUINO

Manila Mayor Alfredo S. Lim led city officials and employees in honoring the 26 th death anniversary of former Senator Benigno “Ninoy” Aquino at the Ninoy Aquino Monument along P. Burgos Street in Intramuros. He laid a wreath at Ninoy’s monument.

“Nasa langit na ngayon si Sen. Aquino at lahat tayo ay pinagmamasdan sa ating paggunita sa kanyang sakripisyo na ginawa sa bayan na hindi natin malilimutan”. Nasaksihan naman nating lahat ang dami ng tao na pumunta sa kanyang libing at ganun din ng ilibing si former President Corazon Aquino. Si Senador Ninoy ay nagpakita ng pagmamahal sa bayan, nagbuwis siya ng buhay para sa kapakanan ng bayan,” Lim said.

Kung ano ang iniwan ni Senador Ninoy ay siya namang ipinagpatuloy ni President Cory. Nang siya ay maging presidente, masasabi ko lang na nanilbihan siya ng malinis, marangal, matapat at wagas na paglilingkod sa bayan, ang gusto lamang ay makatulong sa mamamayan. Sana pamarisan siya ng marami, he added.

Katabi ng istatwa ni Ninoy, ilalagay ang istatwa ni Tita Cory on Jan. 25, bilang pagtanaw ng utang na loob. He said the Lambingan bridge in Sta. Ana was named after Cory and so with the soon-to-open, 10 -storey hospital at 6 th district.

Ninoy’s hardships under the Marcos dictatorship and his unrelenting advocacy for good, clean and honest government that led to his death showed us that the Filipino is worth dying for, he added.

LIM CREATES MANILA EMPLOYMENT SERVICE OFFICE

Manila Mayor Alfredo S. Lim issued Executive Order No. 24 creating a Manila Employment Service Office (MESO) in compliance with Republic Act 8759, or the Public Employment Service Office of 1999 in all cities and other areas of the country.

MESO will provide full employment and equality of employment opportunities for all and likewise strengthen and expand the existing employment facilitation service machinery of the government particularly at all local levels.

Lim said the MESO, an alliance between the city and the Department of Labor and Employment, will be the venue where people can explore various employment options through an integrated collaboration and systematic delivery of employment services to clients, referral and information center for the DOLE and other government agencies and a service provider for various employment services such as labor market information,

referrals, training, self employment, entrepreneurial reintegration and other services.

MESO shall be composed of the following: the Mayor as Chairman; CityAdministrator Jesus Mari Marzan as Executive Director and members include Nelson Alivio, Director of the Bureau of Permits; (ret) Justice Artemio Tuquero, president of City College of Manila; Jay de la Fuente, OIC of the Manila Department of Social Welfare; Atty. Ana Marcelo-Buan, OIC Manila Barangay Bureau; Nino de la Cruz, Chairman of the Manila Sports Council and Assumption Ingrid B. Reyes, OIC of the City Personnel Office.

The board shall formulate schemes and strategies to provide employment assistance to clients, tap the corporate social responsibility component of employers to facilitate labor market information, provide persons with entrepreneurship qualities access to various livelihood and self employment programs offered by government or NGOs, undertake

employability enhancement training and seminars for jobseekers and other programs which shall cause greater productivity and development in the city.

HERO'S WELCOME FOR THE ADOPTED SON OF MANILA

Manila Mayor Alfredo S. Lim welcomed World Boxing Association super flyweight interim champion and adopted son of Manila Nonito “The Filipino Flash” Donaire, Jr. after showing winning the title with a twelve round unanimous decision over an overweight and strong Rafael “EL Torito” Concepcion. He paid a visit to Mayor Lim and was accompanied by his wife, Rachel, Solar Sports Promoter Wilsen Tieng, GMA-7 Center Manager Arsi Baltazar and trainers, the Peñalosa brothers, Dodie Boy and Jonathan.

Lim thanked Donaire, during the press conference held at the Antonio Villegas Hall, for offering his fight to the late President Corazon C. Aquino. “I made a promise that I will dedicate my fight for the president to give her respect and honor”, Donaire said.

Donaire thanked, the Filipinos around the world, and especially the Manilans for their prayers and support. And Donaire shared his spiritual experiences to the people present saying that what he achieved and the support of millions of Filipinos he is being reminded to always believe in God.

Later at the VIP Room, Donaire shared to Lim, his mistake in choosing and using thicker gloves to protect his injured hand which he suffered during his training instead of his usual thinner gloves. Lim advised Donaire not to allow such things to happen again in the future.

Donaire, being the first Filipino to beat the Panamanian fighter in a title fight, despite hurting his left hand and having to face a heavier opponent Concepcion, felt proud of his victory. Lim expressed his pride for Donaire, “I am proud of you and you will go a long way.”

Lim a supporter of great Filipino athletes gave Donaire a token of appreciation for, giving pride and honor to the nation.

Donaire, who was wearing yellow trunks “Aquino” printed on the back of his garter, as a dedication for the former Chief Executive, announced that he will give his trunk as gift and his love to the Aquino family.

Lim, gave Donaire a lot more in honoring him in a motorcade around major thoroughfares of Manila, on the pick up truck next to Donaire, he rode with Manila Sports Council Chairman Niño dela Cruz.

LIME GIVES AWAY PRAYING CARPETS FOR MUSLIM MOSQUES

As a preparation for the coming holy month of Ramadan, Manila Mayor Alfredo S. Lim distributed prying carpets to be used in the two Muslim mosques located in Globo de Oro and C. Palanca Streets in Quiapo.

The Mayor distributed the “praying” carpets in anticipation of the coming observance of UMMAH for the holy month of Ramadan Kareem Al Mubarak which begins on August 21 to September 21, 2009.

Lim said praying, for all types of religion, is the most important sacred act that must be respected.

Those who attended the event were Director Kim Edres of the Office of Muslim Affairs- national capital Region; Aleem Abdel Jabbar Macarimbor, president of Union of Madaris teachers Asatidz Federation in the Philippines, Aleem Saed Basher and Bae Bayolan Tamano Momohombsar, consultant of the mayor for Muslim Affairs and barangay chairwoman Tessie Sharief and Norhaina Lucman.

Receiving the carpets were the imams Shiek Padel Hassan and Aleem Sihawi Ibrahim of Manila Golden Mosque and Islamic Center Mosque, respectively.

Lim said “this humble offering of praying carpets is very symbolic and heartfelt contribution towards our search for peace and unity.”

Lim said religion, just like history has proven, makes us better in our role and responsibility in promoting peace and prosperity in the City of Manila and the whole country.”

“Sumunod tayo sa mga Imam natin na naririto dahil iga-guide kayo sa mga mabuting gawain. And let us live peacefully. Wala nang awayan, agrabyaduhan at tayo ay magbigayan. Kung may mangangailangan ng tulong, tumulong tayo”, Lim told nearby residents.

On hearing about the busted lamp posts in barangay 648, Lim vowed to have it fixed and to install new lamp posts along Palanca Sr. Street.

Lim urged the residents to approach hi office or the office of the Muslim Affairs in City Hall for whatever assistance.

WE WILL ABIDE BY WHAT SUPREME COURT SAYS, LIM

Manila Mayor Alfredo S. Lim said the City will abide by what the Supreme Court will say about the Pandacan oil depot.

“My administration pledges to defend, preserve and protect our Constitution,” Lim told delegates of the Philippine Constitution Association (PHILCONSA) Tuesday night..

Lim also said that if his predecessor tries to make himself look like “a protector of life, why did he not embark in life and health-saving projects such as building hospitals and health centers?”

“In his nine years as Mayor, he never built a single hospital apart from the three hospitals I built in my first term and the upcoming two hospitals in the third and sixth districts,” Lim added.

He quoted the observation of environmentalist, Odette Alcantara of Mother Earth Philippines on the oil depot issue: “While the immediate impact is on the affected medium and heavy industries, the very heart of the issue is the survival of the communities, of thousands of families whose livelihood are at stake, not to mention the biggest impact on the city itself.”  

 He said the city derives its income of P100 million yearly from the affected industries, including the three oil companies.. “To forego this revenue means foregoing basic services that are badly needed.”

Even with the P100 million income, the city is still reeling from a budgetary deficit because of tax refunds brought about the Supreme Court’s decision nullifying the tax ordinance passed by the past administration.

He said this is exacerbated by his policy of not increasing taxes to cushion the impact of the global economic crisis and to attract investors in the city.

“We need to continue funding our hospitals, health centers, free college education, expenses for salaries of city personnel. My critics are saying that economics should not take precedence over the life of people. Yet they forget that it is from these economic benefits that thousands of people continue to live. Without these benefits from these industries, thousands will die from hunger and sickness. This is as much as economic rights issue as an environmental rights issue,” Lim said.

Independent experts have done exhaustive and analytical studies on environmental safety and protection of residents and consider the current safeguards as adequately meeting international standards for safety, Lim said.

On the threat of terrorist attack, explosion and conflagration, these are nothing but unfounded fears which should not deter us as safety measures and procedures have been installed to address these contingencies, he added.

“We see the beauty in the language of our Constitution: the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature. The key words are balance and harmony,” Lim emphasized.

Enforcing environmental laws should not be done to drive away people and industries, rather to ensure that all can live in harmony, securing the balance between environment and development and most of all, securing the well-being of people in every aspect of their lives, he concluded.

Lim was also thankful to PHILCONSA governors and officers who made him a life member of the association. He said that despite his detractors in the past during his years in the NBI tagged him as unconstitutional, he is grateful to PHILCONSA for giving him the hope to prove them otherwise.

LIM MEETS WITH CIRCULATION PEOPLE

Manila Mayor Alfredo S. Lim graced the invitation in the launch of the Circulation Management Association of the Philippines (CMAP) Marathon slated for October 25, 2009 called as TAKBASA 2009 (Takbo sa Pagbabasa) held at the Club Intramuros.

Aside from Lim other invited speakers at the CMAP press launch were Education Secretary Jesli Lapus and Manila Sports Council Chairman Niño de la Cruz.

TAKBASA aims to promote reading awareness to Filipinos and to encourage Filipino to develop the reading habit. The marathon event comes in three categories: 2.5 kilometers; 5K and 10K which were open to all ages.

CMAP plans to give benefits, like accident insurance and scholarships, to newsboys and vendors because of their vital role in circulating the newspapers.

Lim said the circulation department is the lifeblood of the publishing companies. Without the circulation department, the newspapers will fold up. “Nasa kamay at balikat niyo ang tagumpay ng isang publication. If circulation is weak, the papers will close,” he added.

The readers, who provide the bread and butter of the papers, depend on the newspapers for information on what is truly happening around them.

Lim reminded media of its role to expose any excesses or wrongdoings in government while public officials like him are duly-bound to live within their means and to render their best service to the country.

He reported a previous incident in the Pamantasan ng Lungsod ng Maynila where the staff of the school organ were fired by the sitting administration at PLM then for publishing the P21 million in unliquidated funds as reported by the Commission on Audit. The class adviser was fired and the students were deprived of their graduation certificates.

But when I took over as City Mayor, I gave them their graduation certificates and re-hired the adviser because I believe that what they did was just right.

That’s how much I treasure and cherish the freedom of the press and information, and this is where media plays a vital part, Lim said.

He also said the circulation departments should take their service several notches higher. “Ang masama ay kung wala ng dumarating na pahayagan sa ating mga tahanan. And another important part of circulation is the news boy who delivers the papers directly to the subscribers’ homes

He praised the association for its noble project of helping the newsboys through the funds to be raised from the marathon.

9TH PLENARY ASSEMBLY OF BISHOPS HELD IN MANILA

Manila Mayor Alfredo S. Lim formally welcomed the 150 bishops from 22 Asian countries at the opening of the 9th Plenary Assembly of the Federation of Asian Bishops Conference (FABC) held at the Pius XII Center along U.N. Avenue, which was originally scheduled to be held last January 2009 in Bangalore, India.

This is the second time Manila is hosting the FABC with the first one held in 1995 when then Pope John Paul II visited at the 25th anniversary of FABC during the World Youth Day celebration and the city was under Mayor Lim also.

This year’s celebration theme “Living the Eucharist in Asia,” the assembly was kicked off with a mass at the Manila Cathedral officiated by Papal Envoy to the FABC, Cardinal Francis Arinze and was attended by Asian delegates. It was also attended by Foreign Affairs Secretary Alberto Romulo.

On being introduced, Lim bowed his head and joked about why a sinner like him is being invited in a meeting of holy priests. He went on to say that he was keeping his fingers crossed that a lightning would not strike him as he speaks, to which the delegates laughed.

He acknowledged Cardinal Gaudencio Rosales for officiating the mass during the wake of the late former President Corazon Cojuangco Aquino, icon of democracy who he said served her people and freedom well.

A firm believer in the wisdom of the priests, Lim always says, “lagi kayong makikinig sa mga pari, dahil hindi nila kayo ilalagay sa kasamaan.”

He said the city is deeply proud and honored to be chosen the venue of this very important occasion, which happens only every four years.

He said the occasion is even more meaningful since His Holiness Pope Benedict XVI sent His Eminence Cardinal Arinze for the 9th Plenary Assembly.

He said the theme is witnessing the transforming power of the Eucharistic sacrifice in the midst of people of Asia, especially the poor, becomes more meaningful to Filipinos because of the death of our beloved President Aquino.

This theme will promote and defend whatever for its better good of the poor in Asia and most important for the Filipino people.

He said President Aquino, the epitome of all the righteousness and goodness in every Filipino, sacrificed her life and family to restore democracy and freedom. Having restored democracy to the people, she dedicated her life in uplifting and assisting the poor. She worked till the last breath of her life, expecting nothing in return. She was already very sick and in great pain and yet her faith in God never weakened.

Then he reported that the city operates two universities that does not charge tuition fees to college students, mostly from poor families. These are deserving students whose parents could afford to pay the tuition.

We also have four city hospitals that accept poor patients, who are given free consultations, free doctor services, rooms and medicines. These hospitals are also accessible to non-resident of Manila, he said.

I have no doubt that your evangelization in the Philippines will prosper and continue considering that 85 percent of our population are Catholics.

HONORING C0RY’S MEMORY

Manila Mayor Alfredo S. Lim led the inauguration of the new Baseco high school building, naming it after freedom icon, former President Corazon C. Aquino, and a 3,000 square meter playground at Road 3 Baseco compound, also naming it after Cory.

The blessing was officiated by the priests from San Agustin Parish, Rev. Fr. Asis Bajao, parish priest, and Rev. Fr. Willy Araña. Lim was assisted by City Administrator Jesus Mari Marzan and 5th district councilor Josefina Siscar.

Residents of Baseco and the different department heads and employees of Manila City Hall, barangay chairmen, kagawads and tanods in the vicinity of Baseco and Manila High School students attended the inauguration. .

The 1860 square meter Aquino building was decorated with yellow cloth and yellow ribbons were tied to the fence surrounded by tarpaulin with Cory’s face on it.

Residents of Baseco were 2 hours early to listen to Mayor Lim who stressed that the building and playground were funded by taxpayers’ money.
Lim said God made Cory with kindness and a heart of gold, who was very concerned with the less fortunate people which gave him the resolve to improve Baseco such as playgrounds and schools.

Lim ordered barangay chairman Kristo Hispano and City Engineer Armando Andres to secure the vacant lot, beside the Aquino building, from any unwanted settlements, because in due time, additional school buildings will be built to supplement the other building.

He told the teachers and school principals of Manila to teach their students well especially on moral values, the honorable deeds and moral examples of Cory..

Lim recalled that Aquino chose to end her presidency after one term. As Aquino, had said, her responsibility was to restore the democratic institutions and processes.

Lim said that Aquino ruled without hypocrisy.

LIM PRAISES ENHANCED JUSTICE ON WHEELS

Manila Mayor Alfredo Lim praised and commended the Supreme Court and Manila Judges for coming with the first Enhanced Justice on Wheels (E-JOW).

Lim, together with Dep. Court Administrator Justice Nimpha Vilches of the JOW witnessed the launching of simultaneous trials of detention prisoners at the Manila City Jail by the 15 RTC and 10 MTC Judges.

Lim was all praises for the E-JOW initiated by Chief Justice Renato Puno as it aimed to dispense as quickly as possible, cases of the detainees and the release of those who do not deserve to be detained further.

He also commended the jurors for taking their time in conducting simultaneous trials near the City Jail.

He reminded them that this is a fulfillment of the aspiration of the late President Ramon Magsaysay that "those who has less in life, should have more in law".

He also warned against policemen who plant evidence to frame up the hapless victims so they could make money. This is among the cases that Justice on Wheels (JOW) seeks to dispose of.

The Mayor said that the turnout of the JOW was very encouraging because from July, 2008 to July, 2009, 637 male inmates and 80 female inmates were released from the City Jail. In the morning's trial alone, around 80 detainees were released.

He expressed his appreciation for the efforts and support of the Judges and urged them to continue in their noble mission as he stressed that justice is for all.

"For the educated and uneducated, for rich and the poor, and for the old and the young,: he emphasized as he re-echoed his policy of : "The law applies to all, otherwise, none at all".

LIM: I AM HUMBLED TO SERVE PRESIDENT AQUINO, ONE LAST TIME

Manila Mayor Alfredo Lim thanked all the Manilans and people across the nation who attended the funeral of president Corazon Aquino.

In a lunch meeting held Thursday, he expressed his appreciation to all the Department heads and employees of the Manila City Hall for gathering themselves and their people and exerting their efforts in honoring the late

President Aquino during the funeral march from Manila Cathedral.
A 2-minute speech was delivered by Senator Benigno "Noynoy" Aquino Jr., in front of the Ninoy Aquino monument at P. Burgos St. in Intramuros. He was met by Mayor Lim and Chief of Staff Ricardo De Guzman to lead him to a simple stage prepared by the City Engineer's office where all of the City Hall's Department Heads and Chiefs were all waiting.

The Senator said that they will continue what their parents have started. "Itutuloy natin ang laban", he said referring to the continuous fight for freedom, democracy, truth and justice in the country.

He excused himself for not staying longer to join his other siblings. The Mayor himself, all soaked wet like all other people went straight to follow and attend the funeral and burial at the Manila Memorial Park in Paranaque City.

"It's heartwarming to see the people, despite the heavy rains, they stayed and braced themselves to take a last look at our President," Lim said in the lunch meeting.

"I didn't eat the whole day myself, but I didn't feel the tiredness at all. The people were overwhelmed that they did not seem to feel the cold and exhaustion. It's a great feeling and honor to serve President Cory for the last time," he added.

"I'm also very thankful to the Aquino family especially the children who allowed me to be a part of the necrological services and chosen to be one of those to deliver a eulogy for the President."

"I feel proud and humbled to serve President Cory for the last time. And I will continue to follow her ideals."

Lim led the police, aides, and key officials in clearing the road where the funeral convoy passed. He revived his being a traffic enforcer and police officer by keeping the peace and order during the funeral.

LICENSE DIVISION GIVEN A HOTEL-LIKE APPEARANCE

Part of his effort to make Manilans proud of City Hall and particularly those obtaining licenses from the city to appreciate where their fees and taxes go, the license division of the City Treasurer's Office was made into a hotel-like office that was inaugurated this morning by Manila Mayor Alfredo S. Lim.

Lim led the ribbon cutting of the newly-renovated office along with his Chief of Staff, Ricardo de Guzman, City Administrator Jesus Mari Marzan, Assistant City Treasurer Erlinda Marteja and License Chief Atty. Maribeth Sanchez. The office was blessed by Fr. Danny Carolino, assistant parish priest of San Vicente de Paul Parish with its staff and other department heads in attendance.

The division collects municipal taxes of business establishments in the city. The new office design contains a mini conference room, employee lounge, kitchen, 3 comfort rooms and the general office space comprising of the taxpayers lobby connecting to the office of the license chief.

The renovation was undertaken by the Public Building and Installation Division under Enrg. Ronald Magbitang, who is under the City Engineering Office of Engr. Armando Andres.

 Aside from the inauguration and blessing, the license division staff reaffirmed their commitment to give their best service to the public, in an oathtaking administered by Chief of Staff Ricardo de Guzman.

Sanchez said quality service must be accompanied by integrity, customer service and a great working environment – not only pertaining to the physical aspect but also with the people working closely together to achieve a common purpose.

Sanchez said that the natural light, clean indoor air quality plus quality service are enough incentives to taxpayers that their investments are all worth it.

“With the new and tastefully renovated workplace and upon the reaffirmation by the license division staff to provide quality service, we take it upon ourselves to support Mayor Lim’s 11-point Agenda particularly in "bringing City Hall closer to citizens.”

Lim said next to be renovated is the Cash division as he ordered Engr. Magbitang to take charge.

Lim reminded the license staff, “ Para maging maganda ang panunungkulan, ang kailangan ay maging malinis, marangal, masinop at wagas na paglilingkod.”

LIM, LUCIO TAN LEAD GROUNDBREAKING FOR 6TH DISTRICT HOSPITAL

Manila Mayor Alfredo S. Lim and taipan Dr. Lucio Tan led the groundbreaking for the 10-story hospital that will be built at the old Trinity Hospital site in New Panaderos, Sta. Ana.

From the originally-budgeted 5-story structure, the 6th district hospital will now be 10 stories with the five additional floors to be financed by Tan’s successful businesses like Fortune Tobacco and Philippine Airlines, among others.  

The Mayor informed the attendees to the groundbreaking that Tan promised to help finance the doubling of the hospital with the words “habang lumilipad ang Philippine Airlines, lumilipad din ang Ospital ng Sta. Ana, dito sa district 6, ang pinakamalaki at pinkamataas, dito sa atin.”

Lim said the hospital will be state of the art—with one-way mirror glass just like in the more progressive hospitals; modern facilities like CT scan, laboratory, X-rays, and ECG.

The groundbreaking was attended by Tan’s wife, Carmen; former Prime Minister Cesar EA Virata and Tan Hui Bin, trustees of the Tan Yan Kee Foundation, Secretary to Mayor Atty. Rafaelito Garayblas, Chief of Staff Ricardo de Guzman, City Administrator Jesus Mari Marzan, among others.

Lim said another hospital in the third district will be opened this year and the Sta. Ana hospital by January or February 2009.

He said the new hospital can now accommodate patients from the Ospital ng Maynila, Ospital ng Sampaloc, Gat. Andres Bonifacio Memorial Medical Center and Ospital ng Tondco.

He thanked Tan and his wife for being a donor and benefactor of the new district hospital saying: “ Sana pamarisan siya ng ibang mga negosyante sa kanyang ginagawa at ipinapakita ni Don Lucio.”

LANDBANK SIGNS MOA WITH MANILA ON BAY CLEAN-UP

As in previous anniversary celebrations, the Land Bank of the Philippines committed to intensify its drive for environmental protection through the clean up of the Manila Bay through a memorandum of agreement signing with Manila Mayor Alfredo S. Lim.

Lim led city officials in the observance of the 46 th anniversary of Land Bank with a clean up activity of the Manila Bay in collaboration with the Manila Ocean Park, the Diamond Hotel and the Manila Yatch Club, its former partner..

The MOA was signed by seven organizations and establishments along the bay area.

Last year, the Landbank  signed a MOA with the Manila City Government, DENR, and MYC for the expansion of its annual clean up program at the Manila Bay, which these partners renewed.

The City will provide the debris from the bay and assist in the installation of the trash racks. The program launched at the catch basin near the United States Embassy is aimed at ensuring the sustainability of cleaning up and protecting the Manila Bay.

Three trucks are provided daily to haul the debris from the bay, which Lim said are mostly man-made trash. Every Saturday and Sunday, 5 to 6 trucks hail away the debris.

“We bow our heads to LBP president Gilda Pico who is so good and with a golden heart in serving the city,” the Mayor said.

He asked residents nearby to properly dispose their garbage and to keep their surroundings clean, especially the Baywalk for a beautiful environment.

NAPOLEON ABUEVA HONORED FOR HIS MASTERPIECE

Manila Mayor Alfredo S.. Lim presented a plaque of appreciation to the “Father of Modern Philippine Sculpture”, Napoleon “Billy” Abueva.

Napoleón Isabelo Veloso-Abueva, a native from Bohol, is a sculptor given the distinction as the Philippinesfor Sculpture. He is the only Boholano given the distinction as National Artist of the Philippines in the field of Visual Arts. ' National Artist Abueva was honored for contributing his Masterpiece of Mini-Waterfalls Sculpture, which he made at the Atrium Lobby of the said condominium building in the year 1979.

He also performed the death mask procedure of opposition leader Ninoy Aquino in 1983, as well as that of Fernando Poe, Jr. in 2004. Both masks are now displayed at the Center for Kapampangan Studies, Hacienda Luisita, Tarlac. Incidentally, he also made a death mask of Cardinal Sin.

The awarding ceremony was held in conjunction with the unveiling of the historical marker of the Legaspi Towers on the Boulevard, more commonly known today as Legaspi Towers 300, a 22-storey condominium building which is considered a major architectural achievement as it complements the urban landmark triad together with Cultural Center of the Philippines and Central Bank of the Philippines.

Lim led the unveiling together with Former Senator Ernesto Herrera, Legaspi Towers 300 Chairman and President, Dean Jose P. Mananzan, and other Board of Directors present in the event.

The Mayor thanked the present board of directors as well as those who have contributed in the past 30 years since the building was constructed in September 21, 1979. The building despite its age, has always been a distinctive masterpiece on its own. The current administration had endeavored to make the repainting (in Spanish red and Ivory) possible to further boost its beauty and glory.

Mananzan preferred the Legaspi Towers 300 to be called once again, Legaspi Towers on the Boulevard. It’s indeed an old glory rekindled, to live forever.

OATHTAKING OF OFFICERS AND COORDINATORS OF JOINT FORCES MOVEMENT MANILA SAN ANDRES SPORTS COMPLEX

ManilaMayor Alfredo S. Lim inducted the officers and coordinators of the Joint Forces Movement Manila (JFMM) held at the San Andres Sports Complex.

The JFMM is an affiliation of Mayor Lim’s political party, Kapayapaan Katarungan Kaunlaran (KKK), composed of members coming from all walks of life, members of the community, pedicab drivers, NGOs, the youths, and members from women’s section.

Officers were Benjamin Vinluan, President, Ben Mangona, vice president, Renato Barillo, secretary general, Jackie Bernardino, treasurer, Nora Juat, assistant treasurer, Nanding Guevarra, press relation officer and Leopoldo “Poppo” Rudiel, sergeant at arms.

The board of directors were from district 1, Angelita Villamor, 2nd district, Ernesto Tecson and Lilibeth Pinedaand from district 3 to 4, Glenn Villamater, Carol Sawali, respectively. For district 5 Antonio Boral and Consolacion Ong and for district 6 is Ben Tira.

Over 800 members attended the occasion, listened to the importance and agenda of the said movement and realized the truth behind a truth.

Lim, who arrived from an official activity, gave the members and officers a well-filled, meaningful, inspiring talk.

Lim said voters must choose wisely the leaders they will choose this coming 2010 elections. He also warned about candidates who are traditional politicians who are only after their self interests.

He tackled the issue on house resolution 1109 where the rights of people to vote will be jeopardized. He made people to realize that their votes are sacred and through election the people exercise their rights as Filipinos.

The powers possessed by the present leaders were all “borrowed” or temporary. And it is the people who gave them the powers, he said. Pledging that he will not force anyone whom they should vote for, the incumbent Mayor said he wants to give the people the freedom to vote as a citizen.

He insisted that they should not sell their votes he, himself, has never been involved in vote-buying activities and dared everybody present to speak up if in the past elections, had he ever bought a vote.

MANILA ZOO TO CELEBRATE GOLDEN ANNIVERSARY

Manila Zoo, the first and oldest zoo in Asia and one of the famous existing landmarks of city of manila, will mark their golden anniversary on July 25, 2009, Saturday. The city’s zoo is handled by the Public Recreation’s Bureau (PRB) under the direction of Engr. Deogracias Manimbo. Manila Zoo is only responsible for the maintenance of all public playgrounds, parks, covered courts and sports complexes.

Manila Mayor Alfredo S. Lim and PRB director Deogracias Manimbo announced the free entrance to Manila Zoo to all Manilans as part of their 50th anniversary celebration.

Aside from this, Manimbo organized a thanksgiving mass in the morning also to be attended by Mayor Lim, the department heads, PRB employees, and other invited guests.

After the mass, the comfort rooms will be inaugurated and blessed followed by a bird show and the release of fingerlings.

The Bureau will showcase Manila City's vision: Manila aims to maintain its prestige and preeminence as the premier city of the Republic of the Philippines and the country's center of trade, culture, history, and education.

LIM LEADS IN LAUNCHING COMMEMORATIVE STAMPS AT POST OFFICE

Manila Mayor Alfredo S. Lim led Monday morning the launching of the commemorative stamps for the Philippine Che Yong Cua and Chua Family Association at the Manila Post Office..

Lim congratulated these families for their concern and assistance to their fellow Filipinos in time of crisis such as earthquakes, fires and other natural calamities.

He also acknowledged their scholarship program for the children of poor families as a token of recognition for the hospitality of the Philippine government in allowing them to put up businesses in the country.

Lim asked them to continue promoting their civic consciousness programs to the less fortunate people, especially with the current global financial crisis, where a lot of Filipinos have lost their jobs and could hardly shoulder the increasing prices of some commodities.

Lim also congratulated the Cua and Chua Family Association for their friendship and camaraderie and asked them to work together as whole to solve the everyday trials.

LIM ORDERS PEACEFUL PROTEST MARCHES

Manila Mayor Alfredo Lim led the dialogue between the Manila Police District headed by Gen. Rodolfo Magtibay and representatives from groups such as BAYAN, led by Eleanor De Guzman and Pagbabago, represented by Ruth Bautista, at Manila City Hall, when the groups called upon the Mayor for permission to hold the rally and seek assistance from the city government and MPD.

The rally is to be staged before and during the State of the Nation Address (SONA) of President Gloria Arroyo on July 27, 2009, where the militant groups will hold vigil programs, ecumenical activities, masses, and cultural shows in various memorable venues like the Liwasang Bonifacio, Plaza Miranda, Plaza Bustillos, and Mendiola.

Number of rallyists will be coming from the Northern and Southern Tagalog regions and Metro Manila. The assembly will start in Makati City starting July 23 and will approach Manila and hold their programs on the same day and the next 3 days before they head towards Batasan.

While in Manila, the groups will be escorted and assisted by the Manila Police District units to ensure that the smooth flow of traffic will not be disrupted. BAYAN - Southern Tagalog representative Christine Macabetcha enumerated the dates and time schedules of their agendas from July 24 to July 26 where they sought help from Mayor Lim as to provision of stage set-up in Liwasan and the toilets which they can use for their personal necessities, among others.

City Engineer Armando Andres vowed to provide them a stage set-up as well as informed them of the toilet locations in Liwasan vicinity.

Also present in the meeting were MPD precinct commanders of the 6 districts, Secretary to the Mayor Atty. Rafaelito Garayblas, also Executive VP of Pamantasan ng Lungsod ng Maynila, and Vice President of Universidad de Manila (formerly CCM), Alma

Solancho, who agreed to hold a general assembly at UDM for the groups to hold their forum and explain to students their cause.

Citing public safety concerns, the MPD commanders encouraged the representatives to peacefully assemble in all their planned venues and refrain from using burning torches and other dangerous and destructive materials such as spray paints, etc.

CHINESE DELEGATES VISIT MANILA CITY

He cited his viewpoint that one of China's reasons for being prosperous is their gross domestic product as well as its magnificent and impressive leadership. Through their products and leadership, the economic stability of China is strong, despite, the presence of global financial crisis.

Lim also thanked Madam Gu for coming over to Manila and wishes that the city's people could learn more from China and vice versa.

MANILA TO HOLD ITS FIRST FAMILY FUN RUN 2009

Manila Mayor Alfredo Lim invites family members, individuals, to join the 2009 Family Fun Run with its theme "The family that runs together, stays together."

The fun run, which is one of Manila's firsts is set on August 2, 2009 at 4:00 pm at Rajah Sulayman Park, Baywalk, Roxas Blvd., Malate, Manila.

The event is a joint project of the City of Manila, Manila Sports Council chaired by Niño Dela Cruz, and the Grand Mountain Media Services.

LIM SPENDS TIME WITH CITY’S 250 BARANGAY HEALTH WORKERS

Manila Mayor Alfredo S. Lim spent time Tuesday with 250 barangay health workers of the city in line with the celebration of the Nutrition Month, extolling the health workers to always be on the lookout for ailing constituents, who could hardly walk, and who need medical and other services from the city health office and even for wheelchairs.

The Mayor recalled his experience last Saturday when he was approached by some very sick people, who could hardly walk, asking him for help for their sufferings.

My request for you, if someone approaches you, asking for help, get their complete names, address and request and forward to your immediate bosses and Dra. Ma. Lorraine Sanchez will forward the same to me, so I can deliver the wheelchairs at once.

Whenever I go to the depressed areas, so many come to me and tell me about their problems and afflictions. I feel so much pity for them. But what can I do. I do not have the resources to help them on the spot at all times, the Mayor said.

And whenever you serve the small people, please do it always with a smile because that will help ease their pain and suffering, the Mayor said.

The Mayor joined 250 barangay health workers from Districts 1 to six and gave them 4 pieces of T shrits total 1,186 T-shirts from the Manila Health Department.

During the occasion, the Knights of Columbus turned over to Mayor Lim 30 pieces of tootbrush and 12 pieces of towels for the use of barangay health workers.

BANKER DONATES P1 MILLION TO MANILA

Manila Mayor Alfredo S. Lim thanked George S.K. Ty of Metropolitan Bank and Trust Company for his P1 million donation which the Mayor said will be divided among the four city-owned hospitals.

Ty, one of the Outstanding Manilan awardees but failed to get his award as he was abroad, donated the amount, on behalf of Metrobank, for use of the city hospitals in buying medicines and other vital equipment for use of the indigent citizens of Manila.

Metrobank Foundation was awarded for being a model in the field of corporate social responsibility, particularly for its promotion of health care, education, assisting the police and military and patronizing arts and culture.

The Foundation is behind the annual searches and awards of outstanding teachers, policemen and soldiers; for selecting the finest Filipino artists, architects and designers and for enhancing Philippine tourism by investing in hotels and resorts.

It also gives livelihood to thousands of Filipino workers and is a leading taxpayers contributing to the coffers P12 billion annually.

Ty is also being honored for his success in business management based on his firm commitment to traditional Filipino values.

The awarding for Outstanding Manilans was held last June 24, in celebration of the 438th Araw ng Maynila.

ANSWER ALL CONCERNS RAISED TO YOUR OFFICE, LIM SAYS

Manila Mayor Alfredo S. Lim told department heads and chiefs of offices to "answer all the concerns and mails sent to your office and send them to me so I will know what you have done."

This was Lim's key message at the regular meeting of the department heads and chiefs of offices (DEHECHO) last Monday as he told them that "so many people came to me-- some were sick and unable to move because of their ailments-- asking my help." in his last visit to Tondo Saturday.

He reported that from 49 health centers in 2007, the city now has 50 with the newest one opened at the Patricia Complex in District 2 and another one along Singalong which will now be called a new satellite clinic.

The Manila Health department said it is assigning doctors, nurses, dentists and other medical staff to the health center two days a week to ensure that residents are given ample and quality service.

The Mayor reminded them that healthcare is among his topmost priority in governance.

"You must inform the residents that they have health center near them and they do not have to commute going to the hospital for check ups and free medicines and consultation".

CITY SETS ASIDE P280,000 AS EMERGENCY SUPPORT FUND

On instruction of Manila Mayor Alfredo S. Lim, OIC Jay de la Fuente of the Manila Department of Social Welfare has set aside P280,000 as emergency support fund to be lent to job order and casual employees of City Hall everytime their salaries are not

released on the 5th and 20th of the month. Each employee will be entitled to P2,000 from this emergency fund.

But Mayor Lim reminded the department and office heads to make sure that all those involved in the payroll of their employees will work on the payroll on time so that the contractual and casual employees do not need to borrow from loan sharks.

At the same time, he asked the employees to live within their means and make do with their salaries otherwise they will be deep in debt.

The Mayor handed out the first batch of emergency loans Monday at the Bulwagang Villegas.

OIC Jay dela Fuente earmarked P500,000 as standby fund but only P280,000 will actually be lent out.

“This standby fund will be paid once the salary of the employee is released as the MDSW will have a desk at the City Treasurer’s Office to collect the amount owed by the employee, interest free, to the standby fund,” the Mayor said..

The first batch of recipients of the emergency fund totalled 140 employees broken down as: Department of Public Services, 31; Department of Social Welfare, 50; City Engineering Office, 45; Market Administration Office-13 and City Treasurer's Office, 1.

LIM RECEIVES DONATION OF 5,000 AMPULES OF IRON SUCROSE

Digressing a few minutes from the regular Monday department heads and chiefs of offices (DEHECHO) meeting, Manila Mayor Alfredo S. Lim received donations of 5,000 ampules of intravenous (IV) of iron sucrose for the treatment of iron deficiency anemia from dialysis service provider, B. Braun Avitum Philippines Inc., represented by Ma. Teresa Santiago.

The donation was held Monday morning at the Bulwagang Villegas and the medicines will be distributed to the city-owned hospitals namely Ospital ng Maynila, Gat. Andres Bonifacio Memorial Medical Center; Ospital ng Tondo and Ospital ng Sampaloc.

The ampules of iron sucrose are for use of patients with end-stage renal (kidney) diseases, cancer patients undergoing chemotherapy, critical maternity cases and surgical procedures requiring alternative to blood transfusion.

Santiago said she hopes the donated ampules would be enough to provide the iron requirements of indigent patients of Manila.

The donation was witnessed by the directors of the four hospitals namely: Dr. Marlon Millares of Ospital ng Tondo; Dr. Fidel Chua of the Gat. Andres Bonifacio; Dr. Teodoro Martin of Ospital ng Maynila; Dr. Janet Tan of Ospital ng Sampaloc and Dr. Benjamin Yson, assistant City Health Officer of the Manila Health Department.

MPD NABS NOTORIOUS GANG IN TONDO

The Manila Police District Intelligence Division under P/Supt. Ernesto R. Fojas Jr, recently arrested and presented Monday morning to Manila Mayor Alfredo S. Lim, the Abuloc faction of the True Brown Style gang said to be behind the series of homicide and robbery hold-ups in the city.

Led by Ronnel Abuloc, 29 years old, of 1102 Torres Bugallon St., the gang leader is being held responsible for murder and homicide cases. Others arrested are Abuloc's younger brother Randel and the members of the dreaded True Brown Stlye (TBS) gang identified as Christopher Enriquez, 19, and Marissa Borja 42, both of Primero de Mayo St, Tondo, Darwin Dionisio, 20 of Jose Abad Santos St and Julius Jose Castro, 19 of Caloocan City.

The group has been implicated in a series of robbery hold-ups in several areas in Manila specially along Jose Abad Santos in Tondo.

Lim congratulated Fojas' unit for the swift arrest of the group and ordered further investigation of other members who claim innocence of such crimes.

Fojas and his men seized (1) .38 caliber revolver; .22 caliber pistol and five knives including shabu paraphernalias and 15 sachets of marijuana leaves, 14 pieces of .357 live bullets and 13 pieces of .38 live ammunition.

The group admitted to Mayor Lim using marijuana.

LIM LEADS 33RD NATIONAL MILO MARATHON

Manila Mayor Alfredo S. Lim, assisted by Chairman Bayani Fernando of the Metro Manila Development Authority, fired the starting shot for the 33rd National Milo Marathon held at Roxas Boulevard. With them was Nestle's executive vice president and Zone director for Asia, Oceania & Africa Frits Van Dijk. Thousands participated in the annual run.

The national marathon had 5 categories: 3 km- kiddie run; 5 km fun run, 10-km run, 21-km half marathon and 42.195-km which was participated by Manilans and those in nearby cities. 

Before starting the run, Lim asked all the runners for a minute of silent prayer for the speedy recovery of former President Corazon Cojuangco Aquino.

Mayor Lim stressed the importance of good health and exercise. Health is very important. And to be healthy and strong, we must exercise. Just like this run, we build up our resistance aside from enjoying ourselves. Also nutritional products like Milo can help us become strong, he said.

LIM PAYS TRIBUTE TO DON HONORIO LOPEZ

Manila Mayor Alfredo S. Lim paid tribute Friday with a wreath laying in honor of Don Honorio Lopez, a top official of the revolutionary movement, during his 51st death anniversary at the Sentro ng Katarungan on Tayuman corner Dapitan Streets in Tondo.

Aside from being a revolutionary leader, Lopez is also a propagandist, writer, publisher and the first elected councilor of Manila in 1916-1920.

Lim said Lopez made a mark as a journalist, essayist, writer, chronicler and propagandist of the revolutionary movement aside from being the youngest lieutenant colonel of the infantry of the revolutionary army of the Philippines.

Born on December 30, 1875 in Sta. Cruz, Manila, Lopez achieved bachelor of arts degree in San Juan de Letran, agronomy at the Instituto Filipino and a bachelor in law and jurisprudence from the Colegio de Filipino in 1908.

He joined the revolution as a sergeant in 1896 assisting the camp of Gen. Artemio Ricarte and later as a colonel under Gen. Mariano Trias, founder of the Academia Tagala, the first published Filipino calendar, Ang Dimasalang.

He also began the first company of Filipino zarsuela in his publication Libre la Patria La Consolidacion.

He was elected councilor of Manila in 1916 and then became technical adviser of then President Ramon Magsaysay and Carlos P. Palanca. He died on July 3, 1958. 

Present at the celebration were former Mayor Gemiliano Lopez, City School Superintendent Dr. Ponciano Menguito and Congressman Jaime Lopez and District 2 Councilor Carlo Lopez.

After a brief speech, the Mayor, represented by Gemma Cruz Araneta then led the groundbreaking and cornerstone laying of the monument for Don Honorio Lopez at the corner of Sande St. Tondo, Manila with the statue to be done by sculptor Toym de Leon.

LIM EXTOLS RIZAL'S VIRTUES, VISIONS FOR THE COUNTRY

Manila Mayor Alfredo S. Lim led key officials in laying a wreath and recalling the virtues and visions of national hero, Dr. Jose P. Rizal, which is now the cornerstone of the La Liga Filipina, which celebrated its 117th anniversary last Friday.

At the Dambanang La Liga Filipina located on Ilaya and Rajah Matanda streets in Tondo, Manila, the Mayor said today's youths are forgetting the values that Rizal fought hard for. Those of love of country, hardwork, education and commerce.

La Liga Filipina was founded at the house of Doroteo Ongjungco, a mason from Luzon, located at the old Albuquerque St. (now Rajah Matanda) at the corner of Ilaya St. in Tondo, Manila.

Lim said the masonry was formed to unite the country as one, strong race and people.

He thanked those who attended the anniversary of the La Liga, an organization that has a big membership because it is founded on the aspirations of Rizal, enshrined in his works and writings.

"We must fight for the right to education, commerce and equality so that we will crash poverty and deprivation. To the teachers here, teach your students these values. And to the students, I always say, study hard so that you will improve your future by becoming professionals or entrepreneurs. Most importantly, learn the good values and discard the bad ones," Lim said.

"Study well the person you are dealing with, especially in your profession and politics because a lot of people out there are just for their personal agendas," Lim said.

As Rizal said, "the youth is the hope of our motherland so live up to his expectations by studying very hard and learning the good virtues of honesty, hardwork and discipline. Do not imitate the bad practices of other people especially those destroying or putting down other people for their personal upliftment. Stand up for what is right. Do not destroy others. Discard everything bad that you see around you," the Mayor said to the students.

CURFEW IN MANILA INTENSIFIED

Owing to the rising complaints against youth offenders, or those engaged in illegal activities like gang wars, drug-related crimes, robbery and drinking in public places, Manila Mayor Alfredo S. Lim directed the Manila Police District and Manila Department of Social Welfare to round up youths that will violate City Ordinance No. 8046, imposing a 10 p.m. to 4 a.m. curfew on minors.

Lim directed MPD Superintendent Gen. Rodolfo Magtibay and Manila DSW OIC Jay de la Fuente to conduct a city-wide operation implementing the ordinance or the “barangay curfew hours” to keep the children and youth below 18 years of age away from the streets from 10 p.m. to 4 a.m. the following day.

De la Fuente said this is a call to all minor parents to be more responsible for their minor children, especially at nighttime and for business establishments like computer shops, billiard halls and drinking establishments not to accommodate minors at their stores during the curfew period.

Minors to be arrested for violating the curfew will be taken to the district office of the DSW for proper processing and counseling before being turned over to their respective parents or guardians. The parents or custodians will be made to execute a written commitment to ensure that they will exercise their responsibility over the children and prevent them from repeating their violation of the ordinance, or the parents and legal guardians will be held liable themselves, de la Fuente explained.

ONE-MINUTE SILENT PRAYER FOR PRESIDENT CORY

Manila Mayor Alfredo S. Lim led participants to the feeding program launched in Tondo in a one-minute silent prayer for former President Corazon Aquino, who continues to fight her battle with colon cancer.

The Mayor, who has helped the former president from numerous threats from rightist elements, was appointed by Mrs. Aquino as director of the National Bureau of Investigation, which started his rise in politics, beginning with his first mayorship of the city in 1992- 1995 and a re-election in 1995. .

A close friend of the former president, the Mayor was among those who attended a special novena mass with Mrs. Aquino’s family members and her former Cabinet members last Wednesday. .

Lim launched Thursday the “Makulay ang Buhay ng Batang Pinoy”, a supplemental feeding program of the City of Manila, the Manila District of Social Welfare and Manila Health Department in collaboration with Unilever Philippines, Kabisig Ng Lahi and Mead Johnson.

The Mayor turned over a check and kitchen supplements to be used by the parents for the feeding program.

Present were Vice Mayor Isko Moreno, Manila DSW OIC Jay de la Fuente, City Health Officer Dra. Marie Lorraine Sanchez, Unilever vice president for corporate affairs, Engr. Chito Macapagal, Aimee Gloria vice president of the Kabisig ng Lahi, Director Delia Buwan, Department of Social Welfare-NCR, Atty. Mike Gonzales, MDSW District III officer and barangay officials around the vicinity of the Rasac covered court.

The feeding program is for 180 malnourished children coming from Barangay 20 Zone 2 covering Parola 1 and 2 and Islang Puting Bato in District 1, barangays 175 and 254 of District 2 and Barangay 275 of District 3. The program period is for 6 months and 6 days.

The sponsors advised the parents of these children to bring their children to the feeding center to ensure the success of the program. Children covered are those with ages 0-6 years old, the most crucial stage for brain development.

Mayor Lim said: “Our children are our treasure so we must give them the best nourishment for brain and body through proper nutrition for their growth. We must do our best to raise them well.” 

He then urged the parents to make sure that children will finish college so they can become professionals like doctors, architects, dentists, nurses, engineer or businessmen, who can get you out of your poverty trap. They will not finish college if they are malnourished and sickly, he added..

LIM SWEARS IN NEW PTA OFFICERS OF V. MAPA HIGH SCHOOL

As the new officers of the Parents, Teachers Association of V. Mapa High School, Manila Mayor Alfredo S. Lim reminded them to be vigilant against illegal solicitation of donations by the school’s officials saying that education is free from pre school to college in the City of Manila.

The Mayor, in administering the oath of office of the new PTA officers of V. Mapa High School also informed them that he has raised the revolving fund for all city run schools to P40,000 a month to be used for the immediate repairs of facilities and other learning instruments of the schools, leaving the school’s administration no reason to be requiring donations from parents.

Then he told the students assembled to “study very hard and strive your best to finish college, which is your only way out of poverty and deprivation.”

The Mayor congratulated the newly-inducted officers but asked them to look out for opportunities that would provide better chances for the students to advance their learning processes.

He said during his first term as mayor, he made sure that education will be completely free of charge from day care centers, pre school, elementary, high school and college (through the Pamantasan ng Lungsod ng Maynila and the City College of Manila).

He reminded the parents of their duties to give their unconditional love, care and support to their young so they can be encouraged to strive for greater heights in their lives. “There is no reason for your children not to fulfill their dreams in the city since education is free to all Manilans,” the Mayor said.

Present in the oathtaking were: City Schools Superintendent Dr. Ponciano Menguito, Dr. Imelda M. Mendez, principal of V. Mapa High School and Benjamin Canlas, president of V. Mapa High PTA.

LIM WANTS NAMES, NOT NUMBERS, FOR CITY’S BARANGAYS

Stressing that numbers do not make sense for a historic city like Manila, Mayor Alfredo S. Lim asked Manila Barangay Bureau and Gemma Cruz-Araneta, of the Manila Tourism and Cultural Affairs Bureau and Manila Historical and Heritage Commission, to “put their heads together to come up with names” for the barangays in the six districts.

This, after he brought this matter during the regular People’s Day last Friday at the Bulwagang Villegas.

He asked the MBB and MTCAB officials to come up with names that will be categorized into six for each district of Manila but the names must have historic significance in the corresponding district and/or must be related to what the districts or barangays are famous for such as businessmen, public figures and personalities or other historical or cultural names.

Araneta suggested that small pictures, images or icons of such public figures must be displayed in the barangay halls so that their constituents will better remember and be more aware of what they represent.

Lim cited the need to put short background or history in the barangay halls so that the constituents of the barangays will be able to read and have a complete appreciation why such name is being given to their barangay. “This will also help the children and the students to have a better grasp of history,” the Mayor said.

The Mayor has been pushing for greater historical and cultural awakening in the city and has made this one of his 11 priority agenda of governance. He always tells students to read on the lives of heroes so that they will cherish their freedom and the sacrifices of their heroes better.

LIM ORDERS KEY OFFICIALS TO HOLD WEEKLY MEETINGS WITH STAFF

To ensure smoother operations in City Hall, Manila Mayor Alfredo S. Lim ordered all department heads and chiefs' offices to hold weekly meetings with their staff and officers to discuss and resolve problems at their levels.

“How will you know the status and situations in your departments when you do not talk to your own people,” Lim told the department heads and chief of offices (DEHECHO) during the weekly DEHECHO meeting last Monday.

He also asked them to give importance to their staff “no matter what their positions are—high or low—because each of them have contributions to the city even in their smallest and simplest ways.”

He also asked the City Schools Superintendent Dr. Menguito to make sure that the principals in the different schools are giving notice and priorities to the facilities especially the toilets and comfort rooms.

He also reminded him to tell the principals not to use the drums to store water because aside from being dangerous to small kids because of their sheer size and depth are great habitats for mosquitoes especially the Aedis Aegipti, which carry the deadly dengue disease.

He lauded City Health Superintendent Dra Lorraine Sanchez, when in one visit of the Mayor in Pandacan residents asked for help for patients needing to be treated by a doctor since they could not go to the hospitals and health center. Dra. Sanchez sent the doctors and nurses in the area complete with medicines for flu, cough and cold and vitamins “in less than an hour,” the Mayor said.

He also reminded the DEHECHO that the Health on Wheels project, the city’s biggest mobile clinic rolls every Tuesday, Wednesday and Thursday in different areas of the city.
