LIM SPENDS 82ND BIRTHDAY GIVING GIFTS 

Manila Mayor Alfredo S. Lim made thousands of impoverished children and senior citizens happy when he spent his 82nd birthday giving Christmas gifts to them.

Following a dawn mass held for his birthday at the Sto. Nino Parish Church in Tondo, Lim trekked toward his ancestral home on Sgt. Mabagos Street where he treated kids and elderly residents to a free breakfast.

He then proceeded to give the Tondo kids some `aginaldo’ while the senior citizens were handed gift packs totaling at least 6,000 in all, assisted by his daughter Cristy, executive director of the Lingap ng Inang Manileno, grandson Councilor Nino dela Cruz, Manila Police District Director Gen. Alex Gutierrez and Col. Ricardo Layug, among others.

A medical mission was also simultaneously held near his Tondo home, where the residents were treated to free medical check-up, treatment of minor illnesses, free haircut and dental treatment, among others.

Just like in previous years, Lim also paid a long visit to the Hospicio de San Jose (HSJ) orphanage where he brought a huge cake, free breakfast and free lunch for all the wards being housed there.

HSJ administrator Sr. Ma. Socorro Evidente said there are some 400 wards being taken care of at the said orphanage, comprising of abandoned children, the mentally-challenged, senior citizens and the physically-challenged.

At the HSJ, Lim also gave away Christmas presents and the wards, in turn, performed song and dance numbers for him to show their gratitude for the mayor’s continued support.

Lim then proceeded to visit the shelter for battered wives being built also within the same compound.

The mayor said he always makes it a point to visit the HSJ on special occasions in his life such as his birthday, since he himself is a product of the said orphanage.

“Dun ako lumaki at alam ko ang lungkot ng walang magulang o pamilya na kumakalinga kaya gusto ko kahit paano ay ay mapasaya ang mga naninirahan doon, lalo na `yung mga bata” Lim said, as he also called on the wards to be good and try hard to become successful in life.

LIM  TO MANILANS:  “DON’T SPEND YOUR HARD-EARNED MONEY  ON FIRECRACKERS”

Mayor Alfredo S. Lim has exhorted Manilans to avoid exploding firecrackers to usher in the New Year.

During the inauguration of Buendia Street in Balut, Tondo, Manila recently which also saw the attendance of Councilors Bobby Lim and Nino dela Cruz, the mayor told the residents that instead, he is inviting them to just watch the fireworks display that the city government will hold for public viewing on New Year’s eve.

Mayor Lim said the city government, as had been the practice in the past, is already preparing for the mass ushering of the New Year along the baywalk area along Roxas Boulevard.

This way, Mayor Lim said, the residents need no longer spend their hard-earned money on firecrackers or risk losing their limbs or even lives or causing fire by exploding firecrackers themselves.

“Sama-sama na lang tayong manood ng fireworks display na gagawin sa ligtas na paraan,” he said.

Once the display is over, the mayor said everyone can go home in one piece and enjoy their prepared meals at home with their family and friends.

Considering the high prices of fireworks, Mayor Lim said one’s money is better spent on food or gifts for loved ones.

“Kapag tayo ay dun na lang magpupunta sa baywalk sa bisperas ng Bagong Taon, makakapanood na kayo ng libre at magandang fireworks, masaya pa dahil marami kayong kasama at higit sa lahat, iwas pa tayo sa disgrasya,” the mayor stressed.

MANILA CELEBRATES BOYS AND GIRLS WEEK

Manila Mayor Alfredo S. Lim yesterday challenged the students from the city’s various public high schools to prove that national hero Dr. Jose Rizal was correct when he said that `the youth is the hope of our Mother Land’ by gearing toward becoming the country’s future leaders.

Lim’s pronouncement came as he welcomed to Manila City Hall the 93 students who will be taking the helm of city administration for a week, beginning yesterday up to December 9, in celebration of the yearly `Boys and Girls Week’ which is being held in cooperation with the division of city schools and under the theme, `Kabataang Manileno, Tungo sa Tuwid na Landas.’

“May pag-asa ang ating bansa,” Lim optimistically exclaimed during the flag-raising ceremony held at the City Hall’s Freedom Triangle yesterday, in reference to the students who have been chosen to become the city officials’ counterparts for the whole week.

Stressing that when it comes to governance, gender is not an issue, Lim also pleaded with the students to make sure that they get a degree in college, saying they are lucky to have parents supporting their studies unlike him who grew up fending for himself, taking on odd jobs just to be able to support his high school education.

Lim said the difficulties he experienced just to be able to finish his studies was what primarily drove him to establish a free college education in Manila, knowing fully well how hard it is to get an education if one is poor.

The pack of students was led by Danielle Mae Lao of T. Paez High School who will assume the role as the girl mayor vice Lim; Razelle Aguinaldo of ManilaScience High School as vice mayor vice Isko Moreno; Gie Arthelle Dahay of Soliman High School as secretary to the mayor vice Atty. Rafaelito Garayblas; Stevan Hugh Alvarado of M. Roxas High School as city administrator vice Jay Marzan and Jeciel Amador of Arellano High School as chief of staff vice Ric de Guzman.

The affair’s closing ceremony will be held at the Araullo High School on Friday.

From the flag-raising, the boy and girl officials were briefed by city administrator Jay Marzan on the organizational setup at City Hall and the functions of each office at the Bulwagang Antonio J. Villegas.

The students then proceeded to the respective offices they will hold as the 16-year-old Lao proceeded to the department heads’ meeting being presided over by Lim on a weekly basis.

Lim asked Lao to sit beside him, introduced him to the heads of departments, bureaus and offices present and then briefed her on the intricacies of the job as a city mayor.

The celebration gives the students first-hand learning experience on how to run a government office and mold them to become the future leaders themselves.

Lao, for her part, thanked Lim for the warm accommodation and the rare opportunity to be in his shoes for a week.

LIM HAILS VOLUNTEER FIREFIGHTERS

Manila Mayor Alfredo S. Lim has exhorted firefighting volunteers to never get tired of helping even if they get nothing in return.

Gracing the second TXTFire Philippines Christmas Grand Eyeball held at the Chiang Kai Shek College Auditorium in Tondo, Lim,who was accompanied by Manila Police District Director Gen. Alex Gutierrez, department of public services chief ret. Col. Carlos Baltazar and Councilors Robert Ortega and Ramon Morales, expressed hope that the volunteerism among the member firefighthers will spread like wildfire among others who have the capability to do the same.

He also commended the more than 1,600 volunteer firefighters present for going to the point of virtually risking their lives and limbs for those in need when there is fire and TxtFire Philippines founder and president  Gerie Chua for coming up with the brilliant idea of swiftly identifying and responding quickly to fire incidents just by texting.   Also present in the affair was honorary chairman Francisco Guevarra.

“This ingenuity is worth emulating by those in government fire service.  Imagine, sa pamamagitan lamang ng isang text ay mabilis na narerespondehan ang mga sunog.  Bakit walang nakaisip niyan? It should be adopted by government,” Lim said.

Chua, for his part, thanked Lim for the continued support for all their group’s endeavors saying his support makes them all the more inspired to continue being of help to the needy. Also present in the affair was Francisco Guevarra, former president of another fire volunteers’ group.

Under Chua’s TxtFire system, fire may be reported by texting the exact location and then sending it to 0918-6-888-888 or 0922-6-888-888.  One may also inquire if there is an ongoing fire by typing FIRE and then sending it to the same numbers.           

In the same affair, Lim reiterated the city government’s willingness to attend to any fire volunteer who may be injured in the process of putting out fires, through the free services being offered by the city government’s six public hospitals, one in each district, where the mayor ordered that a special ward be allotted for firemen.

He stressed though, that the volunteer firefighters should make their own safety their primary concern for them to be able to help others.

LIM INAUGURATES NEWLY CONCRETED ROAD IN CALAMBA STREET

Mayor Alfredo S. Lim yesterday called on barangay officials to take the lead in making Manila bid for the record of being the cleanest city, if not in the entire country, at least in Metro Manila.

In his speech at the inauguration of the newly-concreted Calamba Street inSampaloc stretching from Maceda to Antipolo Streets in Sampaloc, Lim cited reports saying that out of 200 most livable cities, Manila placed 128th and that inSoutheast Asia, Singapore has been ranked as the cleanest.

Lim said that of the criteria cited, he is interested in the aspect of cleanliness which can only be achieved more effectively if barangay officials will actively campaign and lead their constituents toward cleanliness.

“Sa aspetong cleanliness, dun tayo pumasok.  Mura lang naman ang walis- tingting.  Kayang-kaya  naman siguro `yan ng budget ng mga barangay,” Lim told the barangay officials present, led by chairmen Bong Marzan and Olie Policarpio, who, along with city officials headed by his chief of staff and media bureau chief Ric de Guzman, also attended the inauguration of the said street.

Lim expressed hope that through a city-wide cleanliness effort, Manila ’s ranking may improve the next time around.

He stressed that if barangay officials themselves, particularly the chairmen, will take the lead in cleaning up the sidewalks and streets falling under their respective areas of jurisdiction, the residents will likely follow suit.

“Kaya malinis ang isang lugar ay dahil sa mga taong nakatira.  Tayo rin naman ang nagdudumi sa isang lugar, kaya dapat lang na tayo din ang maglinis,” Lim said.

The mayor also called on the residents to couple the road concreting efforts with clean surroundings and presentable facades.

MANILA TO GET 200 SACKS OF RICE DONATION ON QUARTERLY BASIS

Manila Mayor Alfredo S. Lim’s administration got a boost from a group of foreigners who expressed belief in his pro-poor policies and donated 200 sacks of rice for the use of the wards being kept by the offices under the Manila-department of social welfare.

Lim, along with his chief of staff and media bureau director Ric de Guzman and DSW director Jay dela Fuente, personally received the initial donation of 200 sacks of rice from a Korean delegation headed by Incheon Metropolitan City advisers Rev. Dae-Gu Jeon and Easy Eco LED Philippines president Man Young Yoon, who have pledged to make the same kind of donation on a quarterly basis.

Right after receiving the rice donation, Lim had them turned over to Dela Fuente, under whose office falls the Manila Youth Reception Center, the Boys’ Town complex and the Reception Action Center which takes care of juveniles numbering to hundreds.

It is also Dela Fuente’s office which undertakes disaster and relief operations during times of calamities and emergency cases such as fire incidents as well as the implementation of programs for the indigents and the elderly, since the office of the senior citizens’ affairs also falls under his jurisdiction.

As a token of appreciation, Lim presented Jeon’s group with the key to the city which symbolizes not only the city government’s gratitude to them but also as a way of welcoming them to Manila .

Lim also lauded the group’s generosity, especially considering that they are foreigners and the beneficiaries of their donations are not their own compatriots.

The mayor said Jeon and his companions have proven that the desire to really help knows no race or boundaries and expressed hope that local businessmen will also find it in their hearts to extend assistance to their needy fellow Filipinos, whether from Manila or other cities or municipalities.

For their part, Jeon said his group has closely studied the policies being implemented by Lim’s administration and found his pro-poor programs deserving of much-needed assistance.

LIM CELEBRATES WORLD AIDS DAY AT M. ARAULLO HIGH SCHOOL

Manila Mayor Alfredo S. Lim this morning celebrateS World AIDS day with teachers and  students of M. Araullo High School at UN. Avenue, Manila .

“We can all play our part in the global action against HIV and AIDS, by raising and sharing awareness of this Worlds AIDS Day,” Lim said.

“Para sa mga kabataan huwag kayong magpadala sa tukso ng mga kaklase, ninyo, unahin muna  ang pag-aaral.  Upang makaiwas tayo sa sakit na AIDS at magiging maganda pa ang ating kinabukasan. Kaya mag-aral, mag-aral mag-aral,” Lim added.

Acquired Immune Deficiency syndrome or acquired immunodeficiency syndrome (AIDS) is a disease of the human immune system caused by the human immunodeficiency virus (HIV).  The illness interferes with the immune system making people with AIDS, much more likely to get infections.  This susceptibility gets worse as the disease continues, which then result to death.

Worlds AIDS day observance is in fact now the longest-running disease awareness and prevention initiative of its kind, in the history of public health.  AIDS has killed more than 25 million people between 1981 and 2007, and an estimated 33.2 million people worldwide live with HIV as of 2007, making it one of the most destructive epidemics in recorded history

Prevention and education are the keys in controlling the AIDS pandemic.  Majority of HIV infections are acquired through unprotected sexual relations between partners. 

Everyone has to maintain clean living habit and practice specially our young students.  Please stay away from illegal drugs which is the other major causes of AIDS, by sharing of syringes by drug addicts and the exchanges of same needles during tattoo sessions.

LIM GETS BARANGAY SUPPORT IN BOOSTING UP MANILA DISASTER RESPONSE CAPABILITY

Manila Mayor Alfredo S. Lim received from a number of barangay chairmen donations of radio equipments which they provided in an effort to help in the city government’s disaster response capability through faster communication.

As Lim turned over the donated radios to the  Manila Disaster Risk Reduction and Management Council headed by city administrator Jay Marzan as its executive director and to barangay bureau director Atty. Annalyn Buan, he also thanked the donors, chairwoman Thelma Lim and chairmen Feliciano Ayroso, Narciso Tan, Rudy Medina, Anthony Gonzalo, Richard Gaw and John Que, for leading the way so that other private individuals may also extend help to the city government in whatever way they can.

Initially, Marzan requested radio equipments from Lim which can be used by the MDRRMC for monitoring and response operations during times of emergencies and calamities in the city, citing the importance of having a reliable communication system during such events.

“It would enable the MDRRM response teams to organize themselves more effectively and immediately respond to disaster affected areas,” Marzan said in his letter.

When the chairmen heard about the need, they volunteered to donate a dozen sets of radios which Lim turned over to Marzan.

The mayor commended the chairmen for their concern and volunteerism, saying their example is worthy of emulation by others like them and private individuals as well.

LIM LEADS GROUNDBREAKING FOR PAROLA DAYCARE  

Manila Mayor Alfredo S. Lim this morning led city officials and Tokyo Lions Club officers in the groundbreaking ceremonies for the proposed construction of the Parola Daycare Center Extension at the Parola area in Tondo.

The construction of the proposed Parola Daycare Center Extension is a joint project of the City of Manila , Tokyo Lions Club and the Lions Club International Foundation, in celebration of the 60th founding anniversary of the Tokyo Lions Club.

The city government of Manila earlier received a P500T donation from Tokyo Lions Club President Kazuo Yamamoto through Manila (Host) Lions Club President Candy G. Pua for the proposed Parola Daycare Extension.

The Tokyo Lions Club also pledged to donate an additional P400T for the said project, to include a children’s library.

Mayor Lim thanked Tokyo Lions Club, Manila (Host) Lions Club, and the Lions Club International Foundation for their continuing support to the city government’s projects and programs.

Tokyo Lions Club and Lions Club International Foundation delegations include Lions past President Yoshiki Koba, John S C Loh, Hediake Abe, Roger Gullen and Koki Moritoki.

Also present were President Candy G. Pua, accompanied by Lions Treasurer Serafin Si, Lions Secretary Rey C. Oriel, Lions Past President Milo Padua, Lions Directors Precy Ramos, Violy Ramos, Precy Padua and Anita Si.

LIM INAUGURATES NEWLY CONCRETED QUEZON STREET IN TONDO 

Manila Mayor Alfredo S. Lim this morning led city officials in the inauguration and blessing of newly concreted and upgraded Quezon Street in District I.    

The concreting and upgrading of Quezon street starting from Capulong to Herbosa Streets are part of the city’s road improvement and development projects to enhance the condition and maximize the usefulness of the city’s existing roads and bridges.

Mayor Lim said that it is only fitting that the city government of Manila show its appreciation to its residents for religiously paying their taxes to the city because the fund used to finance the road improvement and development in Quezon Street come from the taxes paid by city residents.

“Kami ay nagpapasalamat sa mga chairman dahil kahit umuulan ay dumalo kayo dito.  Ibig sabihin niyan umulan umaraw, lumindol, bumagyo, ang chairman laging nakahandang tumulong sa kanilang mga nasasakupan, ang ulan na dumating ay bendisyon galing sa langit para sa inyong lahat”, Lim said

“Sa lahat ng mga naririto kami ay nakikusap na napasementohan na ang kalsadang ito, sana sa pamamagitan ng inyong chairman sana ay walisan naman natin tuwing umaga para malinis ang mga harapan ng mga bahay ninyo,” Lim added.

LIM PAYS RESPECT TO GOVERNOR-GENERAL FRANCIS BURTON HARRISON

Manila Mayor Alfredo S. Lim, this morning commemorated the 54th death anniversary of Governor-General Francis Burton Harrison with the participation of Consul General of Embassy of the United States of America , Michael Schimmel at Manila North Cemetery .

“ Harrison was fair to Filipinos whom he gave many opportunities to start meaningful careers in the civil service.  Thanks to this well-educated and cultured government official, Manila can boast of an outstanding heritage edifice,” Lim said.

“Francis Burton Harrison is remembered for his integrity, Christian discipline and love for his fellow human beings,” Lim added.

In 1992, when Lim assumed his first incumbency, he immediately ordered the transfer of tomb of the late Governor-general.  As a sign of respect, Harrison was laid beside the tombs of the former Mayors of Manila , Antonio J. Villegas Juan Nolasco, Valeriano Fugoso and Manuel Dela Fuente.

Harrison is the 6th Governor-General of the Philippines and will always be remembered for the Filipinization measures he introduced, which were in line with President Woordrow Wilson’s liberal policy towards the  colony of the Philippine Islands. He became Governor-General of the Philippines from 1914 to 1921. He ordered the construction of the Executive Building of Malacañan, at the garden east of the Palace. The Executive Building reflects a charming mixture of Fil-Hispanic and American Architecture.  To this day, the Executive Building is the most elegant and beautiful part of Malacañang Palace .

Meanwhile,  a wreath-laying ceremony is being commerated by the President of South Korea Lee Myung-Bak together with Manila Mayor Alfredo S. Lim at the Rizal Monument .

LIM DISTRIBUTES CAPITAL ASSISTANCE TO ISLA PUTING BATO FAMILIES

Manila Mayor Alfredo S. Lim awarded 230 beneficiaries from Barangay 20, Isla Puting Bato in Tondowith a total of Php1,109,000.00 capital assistance at Bulwagang Antonio J. Villegas at Manila City Hall this afternoon.

“Tayo ay narito dahil sa kautusan ng ating Pangulong Noynoy Aquino kay DSWD Secretary Dinky Soliman para makatulong sa mga kapatid nating mahihirap  Kaya naisipan ni Secretary Dinky ang proyektong ito upang turuan kayo ng sari-saring klase ng pangkabuhayan at bigyan ng puhunan,” Lim said.

“Ang Lungsod ng Maynila ay tumutulong lamang sa DSWD. Kasabay nito ay ang aming pangaral sainyo na palaguin ninyo ang perang ipinagkatiwala sa inyo ng pamahalaan para na rin sa inyong mga anak,” Lim added.

The Self – Employment Assistance – Kaunlaran (SEA-K) Program of the Department of Social Welfare and Development, which is in partnership with the City of Manila, provides capability building and capital assistance to disadvantaged families to undertake income producing projects and gain opportunities to develop positive work habits and attitudes, improved capacity  to utilize labor and income oriented community services.

Beneficiaries are family recipients of the government’s Pantawid Pamilyang Pilipino Program (4 P’s) who passed the means test and household profiling for livelihood assistance.  Every qualified beneficiary is entitled to avail of the capital assistance ranging from a minimum of P3T to a maximum loan amount of P10,000.00, depending on the kind of livelihood project the beneficiary is putting up.

The amount loaned shall be returned to the DSWD within 2 years on a rollback term using an interest-free and non-collateral scheme.  Weekly repayment amount shall be deposited at Land Bank of the Philippines wherein the deposit slip will serve as proof of payment of the member.  A possible re-loan for project expansion / growth can be availed by the beneficiary with good track records.

LIM DESTROYS PIRATED DVDs WORTH P29M

Manila Mayor Alfredo S. Lim this morning destroyed P29 million worth of pirated copies of videos of local and foreign artists, pornographic CDs, DVDs and assorted sex gadgets at the Kartilya ng Katipunan side of the Bonifacio Shrine beside Manila City Hall .

Said items were earlier confiscated by the raiding team composed of elements of the Criminal Investigation Detection Unit (CIDU) led by Police Superintendent Jimmy A.

Tiu, CIDU-General Assignment Section (CIDU-GAS) led by Police Chief Inspector Marcelo T. Reyes, Manila Police District - District Public Safety Battalion (MPD-DPSB) led by Police Chief Inspector Oliver Sotto Navales and agents of the Optical Media Board (OMB) led by Chief Executive Officer Ronald Ricketts on October 27 and November 11, 2011 in Quiapo, San Miguel, according to P/C Insp. Mar Reyes.

Elements of MPD Police Station 8 led by Police Chief Inspector Bernardino G. Cubacub provided perimeter security for the above-stated operating unit.

Aside from the pirated and pornographic cds, dvds and sex gadgets, five units of Tower-type replicating burners; forty four pieces of dvd burners; and one desk top computer were also seized during the raid.

The said raids were carried out by the MPD and city hall operating units in compliance to the standing order of Mayor Lim in his bid to eradicate the reproduction, proliferation and trade of pirated and pornographic cds and dvds, and to ensure that the Mayor’s campaign to make Manila a ‘ piracy-free city” is sustained.

City officials and department heads led by Chief of Staff and Media Bureau Chief Ricardo E. De Guzman, Department of Public Services chief, retired Col. Carlos Baltazar, MPD Director Alexander Gutierrez, Police Station 3 commander, Col. James Afalla, Police Supt. Jimmy A. Tiu and Police Chief Insp. Marcelo T. Reyes assisted the Mayor in destroying the confiscated items.

City of Manila Employees to Receive Christmas Bonus and Salary Increase

Manila Mayor Alfredo S. Lim this morning, during the city’s flag-raising ceremony, announced the immediate release of the christmas bonus, which actually represents half of the mandated 13th month pay and other cash benefits, to the city employees.

Lim instructed Marissa De Guzman, Officer-In-Charge of the City Treasurer’s Office to expedite the processing of the payroll for the christmas bonus, half of the annual cash gift and to release the same without delay.

The salary increase effective January 1, 2011 will be given early December to avoid Christmas rushed shopping to the city employees.

“I am exhorting and appealing to each and every one of you to please do what is expected from each and every one of us, from the Mayor down to the janitor, to render what is due to the public.  This is one way of demonstrating the local government employees’ dedication to government service,” Lim said.

The city employees welcomed Mayor Lim’s announcement of the release of the cash benefits.

LEADING PHILANTHROPIST CALLS ON LIM

Manila Mayor Alfredo S. Lim, this morning welcomed leading philanthropists, Leyte Rep. Ferdinand Martin Romualdez at Manila City Hall when the latter called on the Mayor together with this delegation.

The two met in the hope of fostering better and more harmonious relations between their respective areas of jurisdiction and the people they govern.

Romualdez’s delegation consisting of at least 30 barangay captains from Babatngon, Leyte, was welcomed at Manila City Hall band upon arrival and Lim himself, along with the latter’s key city officials led by his chief of staff and media bureau chief Ric de Guzman, city administrator Jay Marzan and former Miss International Gemma Cruz-Araneta, who is the vice chairperson of the Manila Historical and Heritage Commission, among others.

From the quadrangle, Romualdez and Lim went straight to the Bulwagang Antonio J. Villegas where Araneta shared with them information on the city’s rich history in brief, followed by a message from the two.

Lim said he and the Congressman’s father, the former Ambassador Kokoy Romualdez, happen to be good friends, as he went on to commend Rep. Martin for engaging in philanthropic works even before he became a House member.

“He belongs to a prominent family na ang iniisip ay kung paano makatutulong sa mga nangangailangan sa kanilang lugar,” the mayor told of Rep. Romualdez.

 In turn, Romualdez thanked the mayor and his officials for the warm welcome, as he cited Manila under Lim’s stewardship for being `the model citythat all other cities and municipalities in the country seek to emulate’.

“You are an institution,” Romualdez told Lim, after being briefed by the mayor regarding the operation in the city of 59 health centers and six hospitals each representing Manila’s six districts, all  providing medical assistance for free, as well as the `totally free’ education being offered for the poor, from daycare all the way up to college.

Romualdez went on to invite Lim to visit Leyte and take a brief respite from his tedious task of maintaining the nation’s capital.

The two then exchanged souvenirs and Lim presented Romualdez with the symbolic key to the city as an expression of how Manila warmly welcomes his presence.

“This represents our high esteem and respect for you, with the prayer that you use this key to open the hearts of Leytenos in spreading love and goodwill to Manilans and in fostering friendship, harmony and love between our city and your province,” Lim said.

The barangay captains that accompanied Romualdez were led by ex-association of barangay captains head Edgardo Morpin and Sangguniang Barangay heads Maria Fe Rondina, Ludivino Guintana and Lucas Codilan.

It was learned that the group is in Manila as part of  the `Lakbay’Aral’ project of Congressman Romualdez, aimed at enriching the knowledge and experience of barangay captains by exposing them to how the systems of governance in city halls of Metro Manila work, among others.

FREE SCREENING OF PACQUIAO-MARQUEZ FIGHT FOR MANILANS

The much-awaited 3rd fight between Filipino pound for pound king Manny “Pacman” Pacquiao and Mexican Juan Manuel “Dynamite” Marquez will be shown live, and for free in Manila ’s sports complexes.

This was learned from Mayor Alfredo Lim’s chief of staff and media bureau chief Ric de Guzman, who said that the sports complexes in the city are now being readied to admit residents who cannot afford to pay in order to watch the fight on live telecast this coming November 13.                                                          

The Pacquiao-Marquez fight will be held at the MGM Grand Garden Arena in Las Vegas, Nevada , with you-tube sensational singer Maria Aragon rendering the Philippine national anthem.                           

De Guzman said the live telecast of the said boxing fight will be shown in the following sports centers located in the six districts of Manila:  Delpan sports complex (near Delpan Bridge) District I, Patricia Sports Complex (Flora Street, Gagalangin, Tondo) District II, Rasac Covered Court (Alvarez Street corner Rizal Avenue) District III, Dapitan Sports Complex (Instruccion Street, Sampaloc) District IV, San Andres Sports Complex (San Andres Street, Malate) District V and Teresa Covered Court (Teresa Street, Sta. Mesa) District VI. 

Lim has ordered the installation of large screens in the designated venues in order to provide the residents with a good view of the fight, as had been the practice each time Pacquiao fights in the ring.                                                         

Complimentary tickets will be given to residents on a first come, first-served basis through the barangay halls that would be designated for the purpose.                          

Residents who are ticket holders meanwhile, are advised to go to their chosen venues early.

LIM ASKS MANILANS TO CAST VOTES FOR PUERTO PRINCESA UNDERGROUND RIVER

EVEN before President Benigno Simeon Aquino III personally campaigned for support to the country’s bid for the Puerto Princesa Underground River (PPUR) to be included in the New Seven Wonders of Nature, the city government of Manila has already done its share.                                                                                       

It was learned from Manila Mayor Alfredo Lim’s chief of staff and media bureau director Ric de Guzman that during a breakfast meeting over the weekend, Lim directed him and all the other city officials to convince Manilans to cast their votes either online or via text messaging.                                                                       

The same directive was given by Lim to Manila Police District director, Senior Supt. Alex Gutierrez and all the station commanders, whom the mayor personally asked to do everything possible within their means to disseminate the information on why the people should vote so that PPUR may get the coveted spot.             

Based on the directive, De Guzman said mentors from the city’s 103 public elementary and high schools have been directed to educate their students on the need to vote and encourage them to take an active role in the efforts to promote the Philippines through its tourist spots.                                                                              

De Guzman said barangay officials were also urged to call on their constituents to do the same while explaining the importance of their votes.                          

“Mahalagang maipaliwanag sa mga tao na sa maliit na halagang gagastusin sa text ay maiaangat naman ng Pilipinas ang estado nito sa mata ng international community at malaki din ang maitutulong sa turismo ng bansa kung makukuha ng PPUR ang naturang puwesto sa New Seven Wonders of Nature,” Lim, who also happens to be a close friend of Puerto Princesa Mayor Edward Hagedorn, said.                 

Lim also noted that in exchange for voting, one will have the chance to win  the grand prize of P25 million. There will also be five winners of P1 million, three winners of P250,000 and 90 winners of P10,000 each.

LIM INAUGURATES NEWLY CONCRETED P. NOVAL STREET

Manila Mayor Alfredo S. Lim led city officials the inauguration and blessing of newly concreted and upgraded  P. Noval Street from Dapitan to Barlin Street in District IV in Sampaloc.

The concreting and upgrading of P. Noval Street from Dapitan to Barlin Street is part of the city’s road improvement and development projects to enhance the condition and maximize the usefulness of the city’s existing roads and bridges.

Mayor Lim told those present during the inauguration that it is only fitting that the city government of Manila show its appreciation to its residents for religiously paying their taxes to the city because the fund used to finance to road improvement and development in Sampaloc come from the taxes paid by city residents.

LIM SIGNS MOA WITH DENR

Manila Mayor Alfredo S. Lim signed a Memorandum of Agreement (MOA) with the Department of Environment and Natural Resources (DENR) to strengthen the city and DENR's partnership in addressing issues on Water Pollution Control and Sewerage Sanitation within the Laguna Lake-Pasig River-Manila Bay area under the Manila Third Sewerage Project funded by the Global Environment Fund (GEF) facility of the WorldBank(WB).

The MOA is in compliance with Republic Act No. 9275, otherwise known as the Clean Water Act of 2004 ( CWA);  and the Supreme Court decision dated December 18, 2008 in the case of MMDA, et al. v. Concerned Residents of Manila Bay, et al. (G. R. Ns. 171947-48) .

The CWA, together with the Supreme Court Mandamus, directs the DENR, other agencies including those involved in water pollution control, sewerage and sanitation and Local Government Units (LGUs) to perform their mandates and duties towards cleaning up the Manila Bay and preserving the quality of its water to the ideal level.

The MOA aims to strengthen partnership between the DENR and the local government of Manila , specifically to achieve (1) coordinated and more effective implementation and enforcement of laws on water pollution control, sewerage and sanitation; (2) optimized resources through complementation and convergence of efforts and initiatives on water pollution control, sewerage and sanitation. LIM PRESENTS SUSPECTED CHILD MOLESTER TO MEDIA

Manila Mayor Alfredo S. Lim this morning, presented to the media Benjamin Agustin, Jr. y Hubayan, 34 years old, married, who was positively pinpointed, identified and complained by his two victims for acts of lasciviousness and robbery.

The complainants, aged 16 and 14 narrated to the Mayor in the presence of Chief of Staff and Media Bureau chief Ricardo E. De Guzman, Manila Police District Acting Director, Col. Alex Gutierrez, and Women and Children Protection Desk Chief Inspector Anita Araullo, that on October 31, 2011, that while they were walking in Escolta on their way home, the suspect, Benjamin Agustin, Jr. y Hubayan, a.k.a. “Jimbo”, a taxi driver, offered a ride to bring them home in Tondo.

Instead of bringing them home, the suspect drove them around until they reached Queensland Motel in Sta. Mesa where they were refused because the girls were minors.   The suspect then brought them to Giliw Motel also in Sta. Mesa, where they were allowed to check-in.  At the motel room, the suspect undressed and ordered the girls to undress, so he could  sexually assault them, but they refused and cried, thus the suspect was forced to check out of the motel after 30 minutes.

At Galas, Quezon City where they were later brought, the girls said the suspect took their money amounting to P1,500 before driving away.  Unfortunately for the suspect, a Quezon City police patrol arrived and apprehended him before he could drive away.

“Mas naniniwala ako sa mga salita nila (victims), dahil spontaneous naman yung narration of facts, siyempre, yung suspek, nagsisinungaling yan,”  Mayor Lim said.

“I want to know if there are other cases where the suspect is involved.  May pinapa-check akong series of cases dahil maraming reported cases involving taxi drivers na kapag mayroong sumasakay na pasaherong babae, lalo na sa gabi, hino-hold up tapos pagsasamantalahan,”  Lim added.

The mayor directed City Administrator Jesus Mari P. Marzan to check on the hotels reportedly admitting minors not accompanied by their parents or guardians.

LIM GIVES KEY TO TALLEST CONDOMINIUM BUILDER IN MANILA 

Manila Mayor Alfredo S. Lim presented the symbolic key to the city to foreign investor Bernard Burch, Swiss ambassador of goodwill, who is building the tallest condominium building in the city. 

Under Mayor Lim's administration, the city has put up programs  which encourage foreign investors to invest their resources and build businesses in Manila.

“Natutuwa ako dahil mayroong mga foreign nationals na nagtitiwala at naniniwala na magtayo ng negosyo sa Maynila,” said Mayor Lim who also graced the groundbreaking of the condominium, recently.

The Birch Tower which is a 52-storey archetype condominium building is located in Malate.

“Bibihira ang mga ganitong pagkakataon na ang isang foreign investor tulad ni Mr. Bernhard Burch ay nagtayo ng gusali sa lungsod,  ang  kauna-unahan at pinakamataas na condominium building sa ngayon,” Lim added.

LIM LAUDS INTERNATIONAL CHILDREN’S PAINTING CHAMPION

 Manila Mayor Alfredo S. Lim, this morning, presented the Certificate of Commendation to Trisha Co Reyes for achieving the Global First Prize Winner of the 20th International Children’s Painting Competition on the Environment sponsored by the United Nation’s Environment Programme (UNEP) on September 20-23, 2011.

Trisha Co Reyes, thirteen (13) years old and a first year high school student of St. Stephen’s High School, grew up in Gagalangin, Tondo. 

Trisha’s entry is among the four (4) million entries from ninety-nine (99) countries; but it was her painting entitled, “LIFE IN THE FOREST” that won the highest honor.

The young Trisha said she envisions a sustainable forest where plants and flowers grow beautifully; where animals, birds, and insects roam freely and where we must treasure our world’s biological treasures.

Trisha’s “LIFE IN THE FOREST” will be shown in exhibitions around the world.  It is now at the German International Airport Lobby. 

The young painter received a $2,000 cash prize, a certificate and a trophy for winning the painting competition held in Bandung, Indonesia during the Tunza International Children Conference.

Mayor Lim likened Trisha, who used her God-given talent for painting to bring pride and glory to the Philippines, to the patriot and painter Juan Luna.

MANILA PUTS UP MEASURES FOR OBSERVANCE OF ALL SAINTS’ DAY

 

 In a meeting, Lim directed his chief of staff and media bureau chief Ric de Guzman to undertake all the necessary coordination with concerned city government units to ensure the city’s readiness for the occasion.

 De Guzman said Lim had specific instructions for Manila North Cemetery chief Eddie Noriega and Manila South Cemetery director Henry Dy to strictly prohibit the bringing into the cemetery of bladed items, playing cards and other paraphernalia for gambling, liquor and other intoxicating beverages, sound systems and even pets.

 The Manila Health Department under Dr. Evangeline Rafanan has also been tasked to assign ample medical personnel to attend to emergency situations in case they arise.

 The directors of the city-run hospitals were also directed by Lim to be on standby for possible admissions during a meeting attended by Ospital ng Tondo director, Dr. Jun Cando, Jose Abad Santos General Hospital chief Dr. Teodoro Martin, Ospital ng Maynila representatives, Sta. Ana Hospital director, Dr. Mario Lato, Ospital ng Sampaloc chief Dr. Martin Millares and Dr. Edwin Perez, assistant chief of the Gat Andres Bonifacio Memorial Medical Center.

 According to De Guzman, the mayor also had specific instructions for the putting up of assistance centers where the cemetery visitors may ask for directions or information as well as help for lost and found items or even children.

 Wheelchair assistance will also be provided for free to the senior citizens or handicapped beginning at the entrances of the city-run cemeteries.

 De Guzman said Lim has also talked to Manila Police District officer-in-charge Senior Superintendent Alex Gutierrez for the deployment of sufficient number of policemen especially at the Manila North Cemetery which happens to be the biggest, at least in Metro Manila.

The mayor has also directed Manila Traffic and Parking Bureau (MTPB) director Nancy Villanueva to assist the traffic enforcement unit under Lt. Col. Reynaldo Nava in implementing a pre-approved traffic rerouting scheme that would help ease traffic congestion in areas leading to and from the cemeteries.

 Meanwhile, Lim has advised those who will be paying a visit to their loved ones at the cemeteries to be wary of petty criminals such as pickpockets who are expected to take advantage of the occasion.

 “Keep your valuables close and avoid wearing expensive jewelry that may just attract snatchers and the like,”  the mayor said.

          
  He also appealed to the cemetery visitors to use the garbage receptacles in disposing of their trash, so as to keep the sacred grounds of their beloved departed clean.

LIM PRESENTS THREE MANILA ZOO-BORN TIGER

 Manila Mayor Alfredo S. Lim this morning presented to the public and the media, three tiger cubs born at the Manila Zoological and Botanical Garden two and a half months ago. .

 “Malaking tulong ang Manila Zoo para sa mga bata dahil sa educational value nito sa kanila. The tigers serve as additional attraction para makita ng mga kabataan na may mga bagong panganak na tigers,” Lim said.

 Ang mga tumututol sa zoo ay hindi gaanong naaabot ang kabutihang dulot ng mga hayop sa Manila Zoo,” Lim added.

 The city spends P14M for the food and vitamins of the animals taken cared of inside the said zoo.

 Lim congratulated Public Recreation Bureau director, Engr. Deogracias “Deng” Manimbo, for his earnest effort to protect and save the Manila Zoo. 

 To date, Manila Zoo has 11 tigers including the three tiger cubs.  The cubs were named after the recent typhoons, Pedring, Quiel and Ramon.  Born in August this year, the cubs are the mixed-breed of a Syberian and a Bengal tiger.

 The pure-bred Syberian and Bengal parent-tigers were donated by Mr. Vince Cuevas and Ryan Joson.

 Manila Zoo’s veterinary physicians, Dr. Agericho Sebastian, Dr. Donald Manalastas, Dr. Mariness Logarto, Dr. Abby Miranda and Dr. Henrich Domingo took care of the health and safety of the young tiger which are all under quarantine for three months and a half from birth.

LIM GIVES 100-YEAR OLD MANILAN WITH WHEELCHAIR  

Manila Mayor Alfredo S. Lim personally delivered a wheelchair to a 100-year-old resident of Sta. Ana, so far the eldest beneficiary of the mayor’s wheelchair distribution program. 

Accompanied by city security force chief ret. Maj. Nick Amparo and Councilor Lou Veloso, the mayor took time out to hand over the wheelchair himself, as requested by the family, to  Carolina Pablo of No. 2466 Del Pilar Street, Sta. Ana,  who will be turning 101 years old this coming November 3.

As usual, Lim also took the effort to teach the family members on how to properly use the wheelchair and then tested it himself, after having Pablo mounted on it.  Lim also gave Carolina a gift pack for her forthcoming birthday.

Pablo’s son Lito said his mother has fortunately reached the age of 100 without having suffered any major illnesses, except when she broke a hip due to a bad fall sometime in 2009, thus rendering her immobile and in need of a wheelchair. 

From the Pablo residence, Lim wheeled Carolina to the nearby barangay hall where about a hundred other senior citizens awaited distribution of gift packs from the city government.

There, the mayor congratulated all the senior citizens for having made it to their present age alive and well and thanked them for actively supporting the city government’s programs for the elderly.

At the same time, Lim  appealed to the members of the younger generation present to always respect the senior citizens and take care of the elderly members of their family.

“`Wag sana nating kalilimutan ang paggalang sa matatanda. Di sila dapat na isantabi lang. Bigyan natin sila ng pagkilala, pagpapahalaga at pagtanaw ng utang na loob.  Tandaan sana natin na kung walang matanda, walang bata,” Lim said.

The mayor also acknowledged that the senior citizens have, at one time in their lives or during their prime, contributed to the development and progress of the city.

“ Now that they are in their so-called twilight years, it is our duty to look after them and give back in our own small way, what they have given to the city,” Lim stressed.

Meanwhile, Pablo’s family profusely thanked the mayor for the special visit and for heeding their request in no time.  The eldest of Carolina’s brood of eight children is, Elvira, who is now 80 years old while the youngest is in his fifties.  She has a total of  100 grandchildren in all.

Since his first incumbency in 1992, Lim had been into personally delivering wheelchairs to those who have been rendered immobile either by illness, old age or handicap, so that those in need will be spared from taking the trouble of having to go to City Hall just to make the request.

MANILANS ASKED TO SPRUCE UP KINS’ TOMBS EARLY 

The City government of Manila advises Manilans to start early in sprucing up their relatives’ tombs and niches in the Manila North and South cemeteries in preparation for the forthcoming All Saints’ and All Souls’ Day celebration.

The Manila North Cemetery will allow cleaning of the tombs and niches until October 31, 2011, while vehicles will only be allowed to enter the cemetery premises until midnight of October 29, 2011. 

While the cemetery will be closed to interment services starting October 28, Manila North Cemetery officer-in-charge Edgardo V. Noriega said that burial services will resume again on November 4.

Meanwhile, the Manila South Cemetery will permit sprucing up of niches and tombs until October 27 and allow vehicles inside the cemetery until October 28. 

According to Manila South Cemetery officer-in-charge, Engr. Henry Dee, the cemetery will be closed to burial services on October 28 and resume said services on November 3, 2011.  

The public is further advised to refrain from bringing in alcoholic and other intoxicating drinks, bladed weapons and guns inside the cemeteries.  All forms of gambling are also prohibited.

LIM GIVES INSTANT EMPLOYMENT AT PEOPLE’S DAY FORUM

Manila Mayor Alfredo S. Lim surprised residents and barangay officals, participants at this morning’s People’s Day forum at the Bulwagan Gat Antonio J. Villegas, when he announced the appointment of Karen Rose M. Albuera who applied for the position of nurse by writing a letter to him and reading the same at the said forum.

Karen Rose, who is a resident of Barrio Obrero Street , Punta, Sta. Ana, graduated with a degree in Bachelor of Science in Nursing from the Pamantasan ng Lungsod ng Maynila last year.  In December 2010, she took the Nursing Board Exam and with a rating of 83.20%, and got the top 20th rank.

Mayor Lim said that placing 20th among the 29,711 board passers out of the 84,287 examinees who took the Nursing Board Exam is not an ordinary feat. 

With the People’s Day forum participants as witnesses, Mayor Lim awarded Karen Rose with her appointment papers as Nurse I at the Justice Jose Abad Santos General Hospital .

“ Nais ko pong magpasalamat kay Mayor Lim, hindi ko po akalain ganun kabilis ang aksyon niya, hindi ko po ine expect na magkakaron agad ako ng trabaho.  Dati isa lang ako sa mga batang binibigyan niya ng pera at school supplies noong bata pa ko. Ngayon magkakaron na ako ng trabaho at makakatulong na ko sa pamilya ko,”  Karen Rose said.

LIM  TELLS NEW MANILA POLICE DISTRICT NEW OIC TO RESTORE PUBLIC TRUST IN POLICE

Manila Mayor Alfredo S. Lim this morning challenge MPD-OIC Col. Alejandro “Alex Gutierrez to re-establish the public’s trust and confidence to the police.

“I challenge Col. Alex Gutierrez to restore back foot patrol.  In a foot patrol you welcome people to give you information because they have trust in you,” Lim said during the turn-over ceremony held at MPD Headquarters, UN Avenue, Manila.

“What I am now, what I have been, I owe it to the Manila Police Department, where I came from,” Lim added.

 The Order appointing Gutierrez as the MPD officer-in-charge came out Monday, as outgoing MPD chief Rongavilla started his non-duty status.

 Mayor Lim also congratulated the outgoing District Director Gen. Roberto Rongavilla for his his capable leadership and good governance of the term.

 Incoming Director Col. Alejandro “Alex” Gutierrez was born in April 5, 1957 in Las Pinas.  He is a graduate of the Philippine College of Criminology in 1981 and a law graduate of the University of the East.

 He started as Assistant Administrative Officer in the Criminal Investigative Service (presently Criminal and Investigation Division Group) in 1984.  Today he will handle the difficult and most challenging job ever as a police officer.

 Lim expressed confidence that the MPD will be in good hands under the stewardship of Gutierrez, whom he said has proven his worth as a police officer through the feats he achieved in the various posts he has held in his career.

 Mayor Lim said he is certain that Gutierrez will intensify  MPD’s campaign against all forms of criminality.

 After the turnover ceremony, Gutierrez met with the all the key officers including the station commanders.

          
  Gutierrez said the MPD will intensify the beat patrol in Manila, where policemen may be seen patrolling the city streets on foot.

LIM ASKS TAXPAYERS TO PAY DUES ON TIME 

Manila Mayor Alfredo S. Lim yesterday reminded real property owners in Manila to settle their taxes on time in order to avoid penalties.  

This was learned yesterday from his chief of staff and media bureau chief Ric de Guzman, who said that the mayor is encouraging early payments as those who would pay their taxes on the dot may even avail of a ten percent discount.  

Those who are paying in advance, on the other hand, will be given twenty percent discount, he said.  

De Guzman said the mayor is also reminding property owners that under Republic Act 7160 Section 178, properties that have outstanding debts for a year or more may be subject to public auction.  

 “Sa oras na sumailalim sa subasta ang mga ari-arian, magkakaroon ng dagdag na rekargo o `surcharge’ na ipapatong pang muli sa buwis o amelyar,” De Guzman explained.  

According to him, those who have inquiries may either go to City Hall directly or call up the city treasurer’s office at 527-5044 and 527-0884.  

The said numbers may be contacted from Mondays to Fridays at office hours, he added.  

Payment schedules are as follows: for the first quarter of the current year without penalty, on or before March 31; second quarter – on or before June 30; third quarter-on or before September 30 and fourth quarter- on or before December 31.

LIM GIVES POSTHUMOUS RECOGNITION TO VOLUNTEER FIREFIGHTER JOHN CORRE 

Manila Mayor Alfredo S. Lim, this morning at the City Hall flag-raising ceremony, presented to Victoria Corre, wife of the late John Murphy Dantic Corre, and George Go Pen Siong, President Emeritus of Association of Volunteer Fire Chiefs and Fire Fighters of the Philippines, Inc. (AVFCFFPI) the ceremonial plaque of recognition in honor of his heroic act in the rescue of typhoon Pedring victims.

Lim cited Corre, 32 years old, who was one of the volunteer firefighters of the Filipino-Chinese brigade AVFCFFPI who rushed to the Ospital ng Maynila, at the height of the destructive typhoon “Pedring” on September 28, 2011, to rescue and save the lives of patients trapped in the first floor of the hospital by surging flood waters and carried them to the second floor. 

In the afternoon at 4 o’clock, while on their way to a fire scene somewhere in Quezon City, Corre suffered a heart attack. 

Despite the first aide treatment administered by his co-volunteer firefighters while being rushed to the nearest hospital for emergency treatment, Corre succumbed to a cardiac respiratory arrest.  

Corre, the valiant and compassionate firefighter who risked and lost his life due to the extreme physical exertion beyond the call of duty, saving fellow Filipino, left behind a loving wife and four young children.    

“Bukod sa plakeng ating ibinigay ay bibigyan din natin ng iskolarship ang kanyang mga anak hanggang makatapos ng kolehiyo,” Lim said. 

“May the late John Murphy Dantic Corre’s exemplary heroism and selflessness inspire us all,”  Lim added.

MANILA GETS P500T DONATION FROM LIONS 

The city government of Manila received a P500T check donation from the Tokyo Lions Club for the construction of the Lions Daycare Book School (Library) at the Paraiso ng Batang Maynila located at the corner of President Quirino Avenue and A. Mabini Street. 

The construction of the proposed Lions Daycare Book School (Library) which will be started immediately will be done beside the existing Daycare facilities inside the Paraiso ng Batang Maynila grounds. 

The Lions which currently help out in providing the needs and maintaining order in the existing daycare facilities also pledged to support the city government in maintaining the proposed library.

LIM MEETS MMDA CHAIRMAN TOLENTINO AND DPWH SECRETARY SINGSON RE: RESTORING MANILA BAY SEAWALL

 

Manila Mayor Alfredo S. Lim yesterday held a meeting with Metro Manila Development Authority (MMDA) chairman Francis Tolentino and Department of Public Works and Highways (DPWH) secretary Rogelio Singson to iron out plans on the restoration of the Manila Bay seawall destroyed during typhoon `Pedring.’

In a sit-down breakfast meeting also attended by secretary to the mayor Atty. Rafaelito Garayblas, Manila Historical and Heritage Commission vice chair and former Miss International  Gemma Cruz-Araneta, city engineer Armand Andres, city security force chief ret. Maj. Nicolas Amparo, landscaper Antonio Lerma and Lim’s chief of staff and media bureau chief Ric de Guzman, the mayor, Tolentino and Singson all agreed not only to restore the seawall and baywalk area to their original form but to make them better and more beautiful and resistant to strong waves.

With the city government of Manila , MMDA and DPWH to be jointly undertaking the project, Lim called for the meeting to make sure that all agencies involved will come to an agreement when it comes to the details of the work that will be done.

“We also hope that the rehabilitation work will be finished before Christmas, so that those attending dawn masses  will be able to promenade in the baywalk after mass, should they choose to do so,” Lim said.

The mayor, Tolentino and Singson, still joined by the said city officials, then proceeded to the baywalk along Roxas Boulevard to discuss the details of the planned rehabilitation work as they traversed the area from the US Embassy up to near Quirino Avenue .

So far, Lim said it has been agreed that the flooring to be utilized in the area should have a rough finishing, to ensure that it will not be slippery especially when wet.

The mayor also directed Andres to use powder-coated lampposts as suggested by Singson, who said that such lampposts are resistant to rust and therefore last longer.

Lim suggested that the work begin with the area fronting the Malate Church , since Sunday church-goers usually stroll in the baywalk with their families after hearing masses or eating together in the restaurants dotting the area.

The mayor said Singson has given the assurance that the baywalk area will not only be restored but modified and beautified to a world-class status.

LIM COMMENDS UNSUNG HEROES IN THE LAST TYPHOON “PEDRING”

 

Manila Mayor Alfredo S. Lim in yesterday’s flag raising ceremony praised and thanked Manila Fire Department, Manila Police District, Traffic Bureau Team, Reservists who  were called unsung heroes during the last typhoon “Pedring” which hit Manila , Bulacan, Pampanga and Tarlac held at the freedom triangle, Manila City Hall .

“ Sana magkaisa tayo, magkasama-sama, magkatulungan  iyan ang mahalaga”,Lim said.

Lim is proud to say that no death casualty in Manila occurred especially within the area of Parola, Baseco and Isla Puting Bato, because of the early evacuation led by MDSW Chief Jay Dela Fuente, CEO Chief Engr. Armando Andres and Ps11 Chief. Col. Ferdinand Quirante.

Last Saturday, Lim despite his hectic schedule, took time out to distribute relief goods donated by business tycoon Lucio Tan’s Tan Yan Kee Foundation for typhoon victims in Bulacan.

In this regard, Mayor Lim recognized their immediate and tangible assistance in the form of donations extended to the victims. 

According to Mayor Lim, said action clearly demonstrated the essence of public service: to provide assistance to anyone in need, whenever possible, without regard for time and place. Such endeavor is worthy of emulation.

LIM RECOGNIZES THE ROLE OF SENIOR CITIZENS IN SOCIETY

Manila Mayor Alfredo S. Lim recently recognized the ten (10) outstanding Elderly nationwide which was organized by the Coalition of Service of the Elderly held at Abbot Lopez Hall, San Beda,  College, Manila last October 2, 2011.

“Sa Maynila we care for the elderlees, as elders we can do something for the society”, Lim said.

“We need older persons for the value of the community”, Lim added.

The City Government of Manila valued the importance of senior citizens.  Being as such, Mayor Lim enhanced the Senior Citizens Program in establishing a TImbulan who cares and caters the need of elders not only medical attention but socialization.  These timbulan are located in six satellite offices of the City under the supervision of Eng. Reynaldo Ignacio.

Lim also reiterated that respect for elders should prevail.  He also cited that in his younger  years his grandmother always told him to always value the presence of elders.

The Mayor also informed the  guests that the City of Manila has six (6) city-run) hospitals which prioritize the needs for medical attention of our elderly.

LIM ORDERS THE IMMEDIATE INTERMENT OF RETIRED POLICEMAN OF MPD

 Manila Mayor Alfredo S. Lim, this morning ordered the immediate assistance in the People’s Day which were conducted every Friday at Bulwagang Antontio Villegas.

 Mayor Lim always have a soft heart for his fellow policemen especially retirees.  This is his way of showing how he value the integrity and loyalty of a policeman whether present or retired.

 Maureen Victoria, a daughter of SPO4 Pedro P. Montuya, Jr, wrote a letter to the Mayor asking for financial assistance to the immediate interment of his father.  The funeral is asking the family an amount of ninety thousand pesos P90,000.00 for the service and coffin.

Aside from the expenses, Funeraria Cruz, did not process the death certificate of SPO4 Montuya, the reason for the delayed process of the burial assistance which will be used for the service and interment..

It appears from the investigation conducted by MPD-Tayuman PCP that  last September 27, 2011 due to typoon “Pedring” said SPO4 Montuya, still chosed to work despite such calamity.  While reaching the middle of the train along tayuman, his revo was hit and dragged by the driver of the locomotive train  Ryan Arias which resulted to his death.

Lim instructed Major Mar Reyes to act immediately on the said request of the family of Montuya..

Lim also gave cash assistance to the family to add to their daily expenses for the burial.

The family of SPO4 Montuya appreciated the speedy act and effort on the immediate assistance extended by Mayor Fred Lim.

LIM OFFICIATES MASS WEDDING TO 35 COUPLES 

Manila Mayor Alfredo S. Lim yesterday officiated the mass wedding for a total of 35 couples who have been living together for years without the benefit of marriage, all free of charge, during simple ceremonies held in City Hall. 

Yesterday’s mass wedding involving a total of 35 couples, according to civil registry chief Encar Ocampo, brought to 138 the total number of couples whose union have so far been solemnized by Lim himself from the month of June.

With Councilor Lou Veloso and Congresswoman Sandy Ocampo, who was represented by her sister Yvette, standing as principal sponsors of the couples who all hail from the sixth district, Lim also enjoined them to respect and love each other and not to let their marriage go to waste.

Based on records from her office, City Civil Registrar Ocampo said the number of couples whose marriage have been solemnized by Lim does not include those who requested for an exclusive wedding.

Encar also said the mass weddings are ordinarily intended for indigent couples who would want to avail of matrimony but cannot afford the costs it entails.

Thus, on orders of  Lim, Encar Ocampo said all the processes and the documents are given for free to the said couples who benefit from the mass weddings.

 Lim has also standing orders for the Office of the Civil Registrar to fully assist the couples availing of the free mass wedding, in terms of complying with all the requirements such as birth certificates and certificates of no marriage. 

Those interested in availing  the mass weddings, the civil registrar said, are enjoined to coordinate either with their respective barangays or councilors, or directly contact her office in City Hall, without having to pay for anything.

LIM ORDERS SYNCHRONIZED BARANGAY CLEAN-UP

Manila Mayor Alfredo S. Lim recently signed Executive Order No. 26, series of 2011 directing all Barangay Chairmen of the city to conduct regular synchronized barangay clean-up in their respective areas of responsibility. 

To address concerns regarding flooding, garbage collection and disposal as well as health and sanitation, Mayor Lim said that there is a need to institutionalize and adopt a continuing drive to require the conduct of barangay clean-up initiated by the city’s barangay officials. 

The Order which took effect immediately and is a continuing clean-up commitment shall be done every two weeks or twice a month. 

All barangay officials are required to submit reports of their clean-up activities within two days after the event. 

Executive Order No. 26 is in harmony with the joint memorandum dated August 10, 2011 signed by the Department of Interior and Local Government (DILG) and the Manila Barangay Bureau, requiring all barangays in Manila to regularly conduct clean-up activities in coordination with the concerned residents, non-governmental organizations and other volunteers.

LIM FORMALLY LAUNCH MANILANS’S SAVE A FRIEND PROGRAM TOWARDS A DRUG FREE MANILA

Manila Mayor Alfredo S. Lim this morning formally launched “Manilans’ save a friend program” and “The new life campaign” towards a drug free Manila held at Abbot Hall, San Beda College, Mendiola, Manila. 

“Sa kampanya laban sa droga, nakipagcooperate kami sa PDEA dangerous drug board na magkatulong-tulong kasama ang mga kabataan at mga NGO’s para manindigan at labanan itong perwisyong drogang ito,” Lim said. 

“Para makakuha tayo ng impormasyon  kung sinong nagbebenta nitong mga drugs para ma raid ng mga pulis at PDEA, para wala ng nagtitinda nito mga drogang ito sa Maynila,” Lim added. 

“Ito ay nilalaunch sa mga barangay kung saan nagsisimula ito ang mga tinutukso nilang gumamit ng droga para masugpo na,” Lim said. 

The City Government of Manila thru the Anti-Drug Abuse Council of Manila (ADCOM) cooperated with the dangerous drug boards and San Beda College-Manila to make this a successful one.

JUDGES JOIN LIM’S CALL TO AMEND JUVENILE LAW

JUDGES assigned at the family courts of the Manila Regional Trial Court have joined Mayor Alfredo S. Lim in supporting calls for the amendment of the juvenile law, particularly lowering the age of responsibility for minors, from 15 to 9 years old. 

In a meeting with Lim and city officials, Secretary to the Mayor Rafaelito M. Garayblas, City Administrator Jesus Mari Marzan, City Legal Officer Renato dela Cruz, City College of Manila president, Atty. Solfia Arboladura and Manila Social Welfare Department chief Jay dela Fuente, the judges said they are in fact planning to draft a resolution in support of the mayor’s stand. 

They said the resolution, once in place, will then be sent to the Senate and Congress who are now in the midst of studying the possibility of indeed amending the said law. 

Judge Silvero Castillo of Branch 48 said that the judges sitting in family courts, numbering six in all, are all for the reduction of age of responsibility to nine years old, as contained in the old Revised Penal Code. 

They also expressed agreement to Lim when he mentioned that nowadays, minors no longer act their age, so that there is a need to reassess and review the existing laws covering them.

“Ang mga menor de edad ngayon, iba na ang mentality. Unlike before na innocent sila at minsan ay naliligaw lang ng landas, nakakalungkot isipin na iba na ngayon ang kanilang line of thinking, maaring dahil sa impluwensiya ng mga napapanood s telebisyon o nakikita sa internet,” Lim said.

It was learned that Dela Fuente himself had written at least two senators as early as January this year to express his support to the mayor’s stand and the move to revisit the law when it comes to juvenile offenders. 

In his letter, Dela Fuente said that `children nowadays are more advanced in their ability to fully understand their actuations,’ citing that `environment and technology have a material effect on the moral and intellectual growth of the youth.’

ELECTION PROTEST AGAINST LIM DISMISSED

THE election protest filed by defeated mayoral candidate and former environment secretary Lito Atienza against Manila Mayor Alfredo S. Lim was dismissed by the Commission on Elections (Comelec) for lack of merit.

This was learned from Lim’s chief of staff and media bureau chief  Ric de Guzman, who said that the dismissal dated September 13 is contained in a 19-page order issued by the Comelec’s First Division, duly signed by Presiding Commissioner Rene V. Sarmiento and Commissioners Armando Velasco and Christian Robert Lim , a copy of which was furnished City Hall yesterday.

The Comelec, in dismissing the protest without further proceedings, stated that: “All told, we find that protestant (Atienza) has failed to establish the merit or legitimacy of his election protest from his pinpointed pilot clustered precincts.  We find no more need to proceed with the recount of the rest of his protested clustered precincts.

The order further stated that even if the commission accepts Atienza’s submission in its entirety, he is still unable to overcome the lead of Lim.During the first ever automated elections done in May 2010, Lim defeated Atienza with an overwhelming lead of 214,816 votes when he garnered a total of 395,910 votes against Atienza’s 181,094 votes.  Lim  also consistently got huge vote leads against Atienza in each of the city’s six districts.

Based on the outcome of the recount of the ballots which Atienza himself chose, the Comelec said it was `mathematically impossible’ for Atienza to overcome the lead of Lim, adding that the mayor still beats him by some 200,000 votes `even under the best scenarios for protestant (Atienza).

It will be recalled that after Atienza protested the election results, the Comelec required him to submit the lists of the designated pilot precincts constituting at most 20 percent of the total number of the protested clustered precincts or 200 clustered precincts, that will best attest to the votes recovered or will best exemplify the merits or legitimacy of the protest.

In the said contested ballots, Atienza got only 20,130 votes against Lim’s 64,989 votes or a lead of 44,859 in favor of Lim.

“With the order, it is clear that the Comelec, in determining the possible maximum votes for Atienza and the possible minimum votes for Mayor Lim based on the pilot clustered precincts, or if it is feasible for Atienza to overcome the lead of Mayor Lim or at least tie his votes, found Atienza’s claims to be ridiculous, to say the least,” De Guzman said.

In same breadth, the Comelec said in its order: “The above calculations show that even if all of the protestant’s (Atienza’s) claims were granted and all his objections to protestee’s be ballots were  rejected, protestee (Lim) would still be leading by 42,672 votes.  This is a very far cry from tying, let alone exceeding,  protestee’s (Lim’s) votes. Thus, we are left with  no other conclusion than that the protestant (Atienza) has not made a reasonable recovery in his pilot clustered precincts.”

LIM, DENR AND ADAMSON SIGN MOA

Manila Mayor Alfredo S. Lim, Adamson University president, Rev. Fr. Gregorio L. Bañaga, Jr., C.M. and Department of Environment and Natural Resources – Environmental Management Bureau Director, Atty. Juan Miguel T. Cuna (representing Secretary Ramon J. P. Paje) this morning signed a Memorandum of Agreement for the clean-up and improvement of Estero de Balete. 

The parties, Manila, DENR and Adamson acknowledged that Estero de Balete has a huge volume of silt, wastes and other debris and has become a threat to the health and safety of residents in the area.  

Under the MOA, Manila, DENR and Adamson agreed to undertake activities such as: dredging, de-silting, surface clean-up, among others, to cover the Estero de Balete rehabilitation, from Taft Avenue to Romualdez Street. 

Manila shall ensure the following: regular collection of segregated wastes, proper maintenance of the restrainer/trash traps, active participation of homeowners’ associations and other community-based organizations within the barangays concerned towards the achievement of program objectives, ensure, through provision of support, that the planned action commitment prepared by the communities will be implemented; and, undertake other activities as would be in the best interest of the program. 

“Kami ho ay nagpapasalamat sa ating lalagdaang memorandum of agreement tungkol sa paglilinis at pagsasa-ayos ng kapaligiran, particularly itong estero.  Let’s admit it, it is not only Estero de Balete which is not in a good condition, but also other esteros citywide,” Lim said. 

Mayor Lim said that the MMDA has embarked on a massive clean-up of all esteros in the city.  For this, the City of Manila is grateful to President Aquino for extending help in maintaining the clean-up of the said esteros.;

LIM WARNS TRADERS AGAINST SELLING 'HOT MEAT'

Mayor Alfredo S. Lim, alarmed over apparent attempts to flood Manila’s markets with double dead pork and chicken,  this morning warned that those who will be caught selling such kind of meat will be forever banned from peddling or operating in the city and even arrested and charged accordingly.                                                        

Mayor Lim ordered a round-the-clock monitoring of all stalls selling meat in the city and asked  the residents to thoroughly check what they buy and immediately report to City Hall should they encounter stalls that sell double dead meat, be they pork or chicken.                                                                       

Lim also warned the buying public against the possibility that some unscrupulous sellers might mix double dead meat with fresh ones just to be able to dispose of their wares, regardless of the harm they may cause the consumers.                    

He said the consumers should also make sure that the meat they buy bear the stamp certifying that it had been inspected by the city and National Meat Inspection Service (NMIS) inspectors and thus passed the ante-mortem and post-mortem inspection and met the required standards.

Aside from those in charge of delivering the banned meat, Lim said he has also directed concerned city authorities and even the police to bring about the arrest of the buyers who purchase the said double dead meat for the purpose of passing them on to the market stallholders.                                                                         

“`Yung mga bibili sa nagsu-supply ng double dead meat ay ating ipinaaaresto at tatanggalan din natin ng lisensiya bukod pa sa kakasuhan at iba-blacklist para di na makapagtinda pa sa Maynila,” the mayor declared.                               

Lim justified his move by saying that the health of the buying public must be protected at all times.                                                                                                

In a span of barely two weeks, over 1,500 kilos of such double dead pork and chicken meat have  been seized by authorities in Paco and Divisoria in separate operations conducted in the city.                                                                    

In all instances, the meats were abandoned aboard the delivery vehicle except for the incident in Paco district before dawn of September 6 where 250 kilos were confiscated and the truck’s helper, identified as Richard Cruz, 18 was arrested.  The driver eluded authorities.                                                                           

The pickup, with plate number CRD-791, allegedly came from Pulilan town in Bulacan province and was intercepted along Paz Street in Paco,   The meat inside were reportedly intended for delivery to the Paco Market.

Two days prior, or on September 4, some 400 kilos of such tainted meat bound for delivery to Ilaya in Recto were seized in Tondo.                                       

Last September 1, authorities confiscated about 500 kilos of double dead meat from vendors in Divisoria.  The said meats were found inside four sacks and were hidden under a cart in the market.                                                                       

In the middle of May this year, authorities seized 200 kilos of tainted chicken meat and pork abandoned inside a tricycle in Tondo, which was parked at the corner of Ilaya and C.M. Recto Avenue.

MANILA GETS WHEELCHAIRS AND RESPIRATORY VENTILATOR

The city government of Manila through Mayor Alfredo S. Lim this morning received donations of wheelchairs and medical equipment from civic organizations which have expressed support for the mayor’s projects aimed at helping the poor who are rendered immobile and those who cannot afford to seek medical attention due to lack of money.      

Mayor Lim first personally received from the Manila Friendship Lions’ Club, represented by its president  Kim Tong Willy Chua and coordinator chairwoman Thelma Lim of the city’s third district, 35 units of brand new wheelchairs.   

According to Chairwoman Thelma, the club members are fully aware that the mayor is into the habit of personally delivering wheelchairs to those in need of them during weekends and holidays, so they donated 35 wheelchairs as part of the club’s 35th anniversary celebration.           

The same group had been helping Mayor Lim with his wheelchair donations since 2007 and also donated hand-held radios for the use of the city security force personnel. 

Lim acknowledged that the Manila Friendship Lions’ Club has already donated at least 1,400 wheelchairs to the city only for the past couple of years, which, he said, he delivers personally to those who have been rendered immobile either because of illness, old age or physical handicap.                                                                        

After the turn-over of the wheelchairs, Lim was joined by Sta. Ana Hospital Dr. Mario Lato as he also received a respiratory ventilator from the young officers of the Jaycees Phils, Inc. headed by its president Kenneth Delbert Lim.      

Lato said the donated equipment will go a long way to augment the existing units which he said are not enough to accommodate the number of patients with respiratory problems being treated there.                                             

In response, Kenneth thanked Lim for having given them the opportunity to be of service to the poor, just like the mayor. 

According to Kenneth, their group decided to donate after hearing the mayor discuss his priority programs on healthcare, peace and education.               

Lim thanked the said groups for their donation and expressed optimism that with the examples they are setting, other similar civic organizations are likely to emulate their concern for the poor.

LIM OFFICIATES KASALANG BAYAN

Manila Mayor Alfredo S. Lim officiated the mass wedding of couples coming from the city’s District V at Bulwagang Antonio Villegas Hall in Manila City Hall this morning. 

“Masaya tayo lahat dahil ikakasal sila, ang 27 na pares na ito na ‘sponsored’ ni Konsehala Josie Siscar.  Alam naman ninyo, sa ating kaugalian, ayaw natin ang ‘live-in’ dahil walang kwenta yun. Kailangan magpakasal, pwede naman sa simbahan, sa husgado, o sa City Hall para talagang pinag-titibay nila sa buong mundo ang kanilang pagmamahalan,” Lim said. 

“Kaya binabati natin lahat ang mga nagpakasal na ito. Yung iba nakita n’yo naman, me mga deposito na medyo malaki na ang tiyan.  Ganun pa man, ‘better late than never.’ Masaya kami at binabati namin sila: may they live happily ever after,” Lim added. 

Standing as principal sponsor for the kasalang bayan was 5th district Councilor Josie Siscar.  According to Coun. Siscar, the couples were very glad that the Honorable Mayor officiated the wedding in his office, because they have been  wishing to go to City Hall and meet Mayor Lim. 

City Civil Registry Chief Encarnacion Ocampo and her staff took care of the documentary requirements for the newlyweds. 

Some of the brides were already pregnant, including the 20-year old Princess Dianne Cabreza, bride of 24-year old Ricky Cabreza, the youngest couple who participated in the kasalang bayan.. 

55-year old Gerardo Tamayo and his bride, 43-year old Ma. Sonia Romero were the oldest couple.  They have 5 children, with the eldest aged 20 years old.

LIM LEADS MANILANS IN CELEBRATING EID’L FITR

Manila Mayor Alfredo S. Lim, this morning, led Muslim-Manilans in celebrating Eid’l Fitr Al Mubarak at the Bulwagan Gat. Antonio J. Villegas in Manila City Hall. 

Eid’l Fitr signifies the end of Ramadan, an entire Islamic holy month of fasting from dawn to sunset, which teaches our Muslim brothers and sisters to turn away from worldly desires and to completely focus on Allah, express gratitude for his blessings and strengthen the bond with our Creator. 

For Manilans, today’s celebration of Eid’l Fitr marks another level of consciousness in the relationship of Christians and Muslims co-existing in the City of Manila, according to Bae Bayolan Tamano Marohombsar, Mayor Lim’s consultant on Muslim Affairs. 

Council of Ulamas of the Philippines President Aleem Sayd Bashr, led the Unity Prayer for Eid’l Fitr and conveyed the Muslim community’s ‘gratefulness to Allah for having in the person of Mayor Lim the dedication to attain peace for the nation in the ‘most pragmatic way,’ and for his vision for Muslims and Christians to live together in peace and prosperity. 

“For national unity, for lasting peace, there is a great need for us to study and analyze Muslim Filipino history.  This has not been effectively achieved. We are suggesting Division of City Schools Superintendent Ponciano Menguito that a subject be introduced in high school so that students will know our historical background involving the Muslims,” Lim said. 

“Bilang pagpapahalaga sa kanilang relihiyon.  Mga kapatid natin sila, ang mga Muslim kaya kailangan magkaisa, magkasama-sama at magkatulungan.  Wala na yung away-away, walang mangyayari doon.  Kaya lahat tayo, gusto natin yung ‘ peace process’ sa Mindanao na matuloy na at magtagumpay, para we can live together peacefully with our Muslim brothers and sisters,” Lim added. 

The celebration of Eid’l Fitr Al Mubarak in Manila City Hall was graced by H.E. Amb. Malai Hajah Halimah Binti Malai Haji Yusof, Embassy of Brunei Darussalam; H.E. Amb. Mohsin Razi, Embassy of the Republic of Pakistan; Hon. Sayeed Abdul Rasool Shavivi, 2nd Secretary of the Islamic Republic of Iran; Hon. The Quran was read by International Quran Reading Competition champion Naim Solaiman.

MANILA GETS FEEDING MODULES WORTH P1.2M

Manila Mayor Alfredo S. Lim received 20 feeding modules worth P60T each from Unilever Philippines, Inc., during the turn-over ceremony this morning at the San Andres Sports Complex.

 The 20 feeding modules worth a total of P1.2M, under Knorr’s Makulay ang Buhay ng Batang Pinoy supplementary feeding program, are intended to reduce the number of malnourished children in the city, ages 5 and below, by providing 1 nutritious meal a day for a period of 6 months. 

In addition, a glass of milk, courtesy of Mead Johnson, will also be given to each child-beneficiary daily. 

Said supplemental feedings which are intended for 604 children or 30 most malnourished children in each target-barangay in the city, are likewise aimed at teaching values formation and proper nutrition to the parents. 

Mayor Lim welcomed the continuing show of support provided by Unilever and Mead Johnson to the city government’s program which promotes health and nutrition among Manila’s poor children. 

 “This is a big help, unang-una puro nutritious products ang ibinigay nila, nakakatulong sa kalusugan ng mga bata, at araw-araw mayroong nagluluto para pakainin ang mga bata, ang mamimili at magluluto ay ang mga ina na rin,” Lim said. 

“Ang anak ng mayaman at anak ng mahihirap ay magkaparehas lang, dahil tayo ay may mga day care centers.  Nahuhubog agad ang ating mga anak dahil naipapasok natin agad sa day care ang mga bata,” Lim added. 

“Mayroon tayong 470 day care centers at ang isang day care ay mayroong 30 na mag-aaral at iyon ang mga beneficiaries.   Hindi lang sila tinuturuan, sila ay pinapakain pa para lumusog,” Lim said.

Three-division world boxing champion, Juan Manuel Marquez paid Manila Mayor Alfredo S. Lim a courtesy call at City Hall this afternoon.

Marquez, accompanied by Top Rank Promoter Bob Arum, Manager Nacho Beristain, Fernando Beltran, Solar Entertainment owner Wilson Tieng and   Ilocos Sur  Governor Chavit Singson, was met by Mayor Lim, along with Chief of Staff and Media Bureau Director Ricardo S. De Guzman, Secretary to the Mayor Atty. Rafaelito M. Garayblas and other city department heads.

Marquez is in the country for a promotional tour of his upcoming fight with eight-division World Boxing Champion Manny Pacquiao. A public press conference is slated on Saturday at Quirino Grandstand.

Known for his speed and counter-punching style, Marquez will fight Pacquiao in MGM Grand Arena Las Vegas on November 12, for the third time.

“Your challenge to fight Manny Pacquiao has been accepted so may the best man win,” Lim told Marquez.

The Mayor vowed to provide Manilans free screening in the six (6) city sports complexes of the upcoming fight between Manny “Pacman” Pacquiao and Juan Manuel Marquez.

Mayor Lim gave Marquez the symbolic key to the City of Manila and thanked him for making city employees and his boxing fans happy by visiting Manila City Hall.

“For the record, we give credit to Mr. Wilson Tieng for welcoming the group,” Lim said.

Pacquiao and Marquez fought for the first time in May 8, 2004 and ended up in draw.  In their rematch in March 15, 2008, Manny Pacquiao got away with a split decision victory over Marquez.

CHAMPIONS OF DEMOCRACY

Manila Mayor Alfredo S. Lim yesterday led the 24th commemoration of the historic retaking of Channel 4 from rebel soldiers who staged the 1987 coup attempt against the government of then President Corazon Aquino.

In the said affair held at the Manila Police District (MPD) headquarters on United Nations Avenue, Lim was joined by the key players in defending the Aquino government  among them then Armed Forces Chief of Staff now retired Gen. Renato de Villa, ret. Gen. Romeo Maganto as well as the members of Lim’s assault team among them  homicide chief Senior Inspector Armand Macaraeg and retired Colonels Ben de Jesus and Bernardo Halili.  Also gracing the event were MPD Director General Roberto Rongavilla and deputy director Col. Alex Gutierrez, city officials headed by Lim’s chief of staff and media bureau chief Ric de Guzman, city administrator Jay Marzan and department of public services chief ret. Col. Carlos Baltazar and the city council represented by Councilor Josie Siscar (5th district) and Philippine Drug Enforcement Agency chief Gen. Dionisio Santiago.

In his speech, Lim recounted how he led 136 officers and men of the then Western Police District which he headed, to retake Channel 4 from the hands of rebel soldiers and upon instruction from De Villa, who cited how critical the job was since the government station can be used to mislead the public.

Lim’s leadership at that time caused the rebels to peacefully surrender and lay down their arms thus helped keep the Cory government in place.

The mayor took the opportunity to call on the members of the MPD, particularly the rookies who were present, to never waiver if and when duty calls.

“`Wag kayong mag-alinlangan. All of us are here to serve the public in general but more importantly, enforce the laws and take action against violators.  Live up to your oath of office and you will never go astray,” Lim said, stressing the need to make the new policemen fully understand the kind of job they have taken.

“If there are counter-charges, face them.  I am a living exponent pero bakit andito pa ko at matatag pa u? Do your duty no matter what and God up there will take care of you”, Lim added, although he was quick to clarify that all the cases filed against him were in line of duty and that none involved irregularity regarding money matters.

Lim also called on the MPD members to always remember the said feat achieved by the Manila police which he said should also serve as a reminder that when times of challenges came, the Manila police lived up to the expectations of the citizenry.

For his part, De Villa lauded Lim and his men whom he said did not hesitate and showed willingness to engage armed enemies at the risk of losing their lives.

“Ipinakita ng WPD kung paano itaguyod ang demokrasya sa pamamagitan ng pagtulong sa duly-constituted authorities.  I have nothing but praise and congratulatory remarks for them for their courage and heroism that won the day for the Aquino government,” De Villa said.

De Villa also told the policemen present to emulate the heroism of those who retook the said TV station, saying, `darating at darating ang pagsubok sa inyo.  Gawin at tuntunin ninyo.’

After the program, Lim opened an exhibit which showed photos taken during the said retaking of Channel 4.

MANILA REMEMBERS MARCELO H. DEL PILAR

The Manila city government led by Mayor Alfredo S. Lim celebrated the 161st birth anniversary of Marcelo H. del Pilar with a wreath-laying ceremony and commemorative program at 8:00 a.m. this morning, August 31, 2011 at the hero’s monument in Remedios Circle, Malate.

On July 1, 1882, Marcelo H. del Pilar, whose pen name was Plaridel,  founded the newspaper Diariong Tagalog to demand for reforms and propagate liberal ideas among the farmers and peasants in Bulacan.

M. H. del Pilar was a virulent enemy of the Spanish friars who he believed were the causes of injustice in the colonial society.  He published many anti-friar works like “Dasalan at Tocsohan,” “Pasyong Dapat Ipag-Alab ng Puso ng Taong Babasa,” “Caiingat Cayo,” “Cadacilaan ng Dios,” “Sagot ng España sa Hibik ng Pilipinas,” “Dudas” and “La Frailocracia Filipina.”

“Kung hindi dahil sa pagmamalabis ng mga prayle, tiyak na hindi na nagtagal ang mga kastila at kanilang pamahalaang kolonyal dito sa Pilipinas kaya kahit na nauwe sa kabuktutan, kalupitan, panlilinlang at pang aabuso ang mga kilos at gawain ng mga prayle.  Sa kalagitnaan ng ika labing siyam na siglo na umabot na sa sukdulan. Lumitaw ang isang Marcelo H. del Pilar,”. Lim said.

In 1888, fleeing from clerical persecution, M. H. del Pilar went to Spain leaving his family behind.  He formed the Propaganda Movement with Jose Rizal and Graciano Lopez Jaena.  He translated Rizal’s “El Amor Patrio” and because of Plaridel, Rizal wrote his famous letter to the women of Malolos.  Plaridel published the newspaper “La Solidaridad” where Jose Rizal and other Filipino heroes wrote.

Relatives and descendants of Marcelo H. del Pilar, members of the Samahang Plaridel, Inc., officials and employees of the city government, barangay officials, members of non-governmental organizations, school supervisors, history teachers and students attended the wreath-laying ceremony and commemorative program.

LIM PLANTS TREES IN BASECO AREA

Manila Mayor Alfredo S. Lim led the tree-planting activity held at Baseco area together with FIRM-24 and the residents doing their share in the city’s government efforts to make the city green.

“Tumatanaw tayo ng utang na loob sa mga tumutulong para sa ikauunlad ng bansa.  Basta gumagawa ng mabuti ay dapat bigyan ng pagpapahalaga. Alam naman natin na dito sa Maynila ay bihira ang mga punong namumunga. Kaya nagpapasalamat tayo sa FIRM-24 sa pagdonate ng century tree seedlings na itatanim natin sa paligid,” Lim said.

The City Mayor was joined by his Chief of Staff and Media Information Bureau Chief Ricardo “Ric” De Guzman, Councilor Josie Siscar of District V, Chairwoman of Brgy.310 Thelma Lim, Department heads of the City and Directors of City-run Hospitals who attended the tree-planting activity.

The group of FIRM-24 was asked by the Mayor to donate fruit-bearing trees.  He also acknowledged their donation of Japanese acacia, yellow caballero and mahogany that were planted in Baseco.

Lim told  the constituents of Baseco that during his first incumbency as Mayor in 1992, he already conducted this tree-planting activity.  He also informed the public that the success of  the project lies in the taxes which were paid by them.  So keep on paying taxes so that more projects will come. 

“Ako ay nakikiusap na alagaan natin ang mga puno.  Bihira na kasi ang mga puno ngayon.  Alam ng mga bata ang mangga o santol pero ang hindi nila alam paano ito lumalaki.  Sa pamamagitan ng mga namumungang puno, may matutunan na ang mga bata, may makakain pa sila,” Lim added.

Parents present in the activity should educate their children on the importance of trees and the benefits that can be derived from them, for kids should know that trees should also be taken care of.

MENDOZA BROTHERS SHOULD BE HELD RESPONSIBLE TO HONGKONG NATIONAL VICTIMS

IF there are persons who should be held accountable for the August 23, 2010  hostage-taking at the Quirino Grandstand, it’s dismissed policemen Capt. Rolando Mendoza and his brother, SPO2 Gregorio Mendoza, no more no less. 

          This was the reaction issued by Atty. Rafaelito Garayblas, secretary to Manila Mayor Alfredo S. Lim, to the pronouncements made by SPO2 Gregorio that justice can only be served the victims if Lim gets punished. 

          “Sino ba ang nang-hostage at pumatay?  Di ba si Rolando? At sino ba ang nag-udyok kay Rolando para ipagpatuloy ang pangho-hostage at `wag sumuko? Hindi ba’t si Gregorio?” Garayblas pointed out. 

          He also noted that when Gregorio got the chance to get near the bus where his brother had taken the Hongkong nationals hostage, he (Gregorio) should have seized the opportunity to convince his brother to already stop what he was doing and voluntarily surrender. 

          “Imbes na kumbinsihin ang kapatid niya na sumuko, ano ang sinabi ni Gregorio kay Rolando? `Wag kang bibigay hanggang di isinosoli ang baril ko.’  Ganyan ba ang tamang gawain ng mga naturingang alagad ng batas?” Garayblas stressed. 

          This actuation of SPO2 Gregorio, he said, prompted negotiator Maj. Orlando Yebra, Jr. to recommend that he (Gregorio) be charged as an accessory. 

Lim, Garayblas said, should not be faulted in any way in connection with the incident since it was a purely police matter that falls under the direct responsibility of Gen. Rodolfo Magtibay, who was then the director of the Manila Police District. 

          Garayblas pointed out that much earlier on, when then negotiator Chief Inspector Romeo Salvador went up the bus to talk to SPO4 Rolando, the latter was said to have stated that he would readily stop everything if he gets a reinstatement. 

          “Sinabi ni SPO4 Rolando kay Salvador na pakakawalan niya lahat ang mga hostages, ipoposas niya ang kanyang sarili at susuko nang kusa kapag binigyan siya ng reinstatement but unfortunately, walang nagparating nito kay Mayor Lim otherwise, baka maski sampung reinstatement eh ipabibigay sa kanya ni mayor nang mga oras na iyon,” he added. 

           According to Garayblas, SPO2 Gregorio should stop acting and talking as if he and his brother SPO4 Rolando were the victims in the said incident because `clearly, they are the ones who caused the deaths of those innocent hostages.’ 

                                              
         “Walang sinuman na opisyal ng pamahalaan o pulisya ang may gusto o may kagagawan sa pagkamatay ng mga hostages na `yun kundi ang magkapatid na Mendoza lamang,” Garayblas stressed.

MANILA HEIGHTENS CAMPAIGN AGAINST DENGUE

Manila Mayor Alfredo S. Lim yesterday mobilized the city’s barangay bureau and health department to intensify further the city-wide information campaign about dengue which is already in place.

Lim said that while Manila is fortunate not to have been included in the list of areas where the number of dengue cases is relatively high, it is no reason to relax.                                    

Such fact, he stressed, must instead be taken as a motivation to strive even harder in keeping Manila dengue-free, by disseminating information regarding the said illness.

More than teaching the residents what to do in case one gets afflicted with dengue, Lim said it is important to constantly guide them on how to prevent dengue by doing away with possible breeding places for mosquitoes which are carriers of the disease.

“We must always remember that an ounce of prevention is always better than a pound of cure,” Lim stressed, as what he had been doing all along.                                      

The mayor directed barangay bureau director Analyn Buan and health department chief  Dr. Evangeline Rafanan to personally supervise the information dissemination beginning at the barangay level and repeatedly remind the residents of the do’s and don’ts.

Lim himself has been constantly appealing to the residents to always clean their surroundings and get rid of stagnant water as well as dirty bottles, plant pots and tires which usually serve as breeding grounds for dengue-carrying mosquitoes.                                                                  

“While the city government is doing everything within its means to help prevent dengue, the effort should begin in one’s own home,” he said.

LIM INAUGURATES PRES. SERGIO OSMEÑA 4-STOREY ANNEX BUILDING

Manila Mayor Alfredo S. Lim yesterday led the inauguration of the additional four-storey building of the new President Sergio Osmena High School in Tondo, complementing the one which was put in use only last April and giving the students the benefit of enjoying a totally brand new school.

The annex, which also stood at four storeys and sits on a 1,140 square meter lot, houses laboratories, classrooms and offices and completed the aim of Lim to provide the students with a new school they can be proud of, noting that the said school has earned the tag `bulok’ for being old and dilapidated for many years.  It was learned that before the inauguration of the new school buildings, the PSOHS had been using a leased lot and has become a virtual firetrap, since its classrooms are made of wood.

Lim, upon learning that the lease contract on the school’s lot was to expire December last year, ordered concerned City Hall authorities to scout for a new place that it could call its own, so that its  new site is now a city property.

In his speech, Lim told the students to ensure that they finish not only high school but even college, stressing that it is the only way out of poverty.   “Kahit bulok ang eskuwela, hindi ibig sabihin na bulok din ang mga estudyante. Kahit maganda ang eskuwela kung di kayo mag-aaral mabuti, wala din.  Ke luma, ke bago, ang importante ay pagbutihin ninyo ang inyong pag-aaral,” Lim said, as he asked for a commitment on the part of the students that they will all become professionals in the future.

He went on to remind the students not to take falling in love seriously as yet, stressing that there is a time for everything. “Huwag ninyong sayangin ang pangarap ng mga magulang ninyo.  Huwag ninyo dibdibin ang ligawan at sa halip ay gamitin ang extra ninyong oras sa pag-aaral.  Pag kayo ay nagtanan sa maagang edad, `yan ang umpisa ng inyong kalbaryo,” Lim said.

Tolentino meanwhile thanked Lim in behalf of the faculty members and the students, saying having  new school building has given them more reason to be confident and proud.   Apart from eight comfort rooms, a library and science rooms, the said school also has a multi-purpose hall which may be converted into ten classrooms should the need arise.  It was learned that from 70, the number of students per classroom is now down to only 40 or 50, since they already have more classrooms that can accommodate more students.

LIM INAUGURATES NEWLY CONCRETED TONDO ROADS

Manila Mayor Alfredo S. Lim led city officials in the inauguration and blessing of newly concreted and upgraded Corcuera and Amarlanhagui Streets in District 1 in Tondo.    

The concreting and upgrading of Corcuera and Amarlanhagui Streets are part of the city’s road improvement and development projects to enhance the condition and maximize the usefulness of the city’s existing roads and bridges.

Mayor Lim told those present during the inauguration that it is only fitting that the city government of Manila show its appreciation to its residents for religiously paying their taxes to the city because the fund used to finance the road improvement and development in Tondo come from the taxes paid by city residents.

“Ang dapat pasalamatan ay yung mga nakatira dito, ang mga taga tondo na nagbabayad ng buwis sa Lungsod ng Maynila.  Ang ginagastos ho dito ay kwarta at pera ng taga Maynila, pera ninyo, kaya kayo ang dapat pasalamatan,” Lim said.

“Kung anong paniniwala ninyo pagdating sa pulitika, kanya-kanyang kursunada yan.  Subalit pagdating sa kalinisan at kaayusan ng isang lugar, dapat ay magkaisa tayo.  Kailangang magkasama-sama at magtulungan tayo,” Lim said

The mayor said that he has high regard for the barangay chairmen and other barangay officials who give their full support and trust to whoever politician they choose to be associated with.  What is more important, according to the Mayor, is to unite and do their work together as one. 

“Kung sinong lalaban kay Congressman Atong Asilo sa 2013 ay kalaban ko na rin, kapag ang tao matino suportahan natin. Kahit sino pa siya, I don’t give a damn.  Tayo ay nanunungkulan lang,” Lim told those present as he expressed his admiration for Congressman Atong Asilo who had provident significant support for the city’s projects and programs in order to develop Tondo and empower its residents..

MANILA TO PUT UP FINANCIAL CENTER IN PORT AREA

In his inspirational address before a group of businessmen at the 19 th Metro Manila Business Conference 2011 held at the Centennial Hall of Manila Hotel, Manila Mayor Alfredo S. Lim acknowledged the group’s initiatives in promoting business by investing and advancing trade and commerce in Manila and in the country.

“Businessmen should be given the credit for the developments in the city and the country.  Because the taxes they pay finance the programs and projects of the government, without the businessmen, the government is bankrupt and cannot deliver even the most basic services,”   Mayor Lim said.

“Mabuhay kayong lahat dahil kayong mga negosyante ang nagbibigay ng buhay sa Lungsod ng Maynila pati na sa buong bansa,” Lim added.

Lim echoed President Aquino in his second State of the Nation Address last July 25 when the President expressed his administration openness to engage in public private sector partnership, to undertake key development in the face of the unfavorable fiscal position of the government. 

Lim said that like President Aquino, the city government trusts the private sector as provider of the needed resources to finance and operate what has been in the past, an exclusive undertaking of the government. 

The Mayor also mentioned President Aquino’s emphasis on the public-private partnership program’s aims to accelerate the financing, construction and operation of key government infrastructure projects and part of Pnoy’s program in order to address the three main issues that held back the economic growth of the country in the past 20 years, infrastructure gap, corruption and bureaucracy policies. 

Mayor Lim said the city government of Manila fully recognizes the importance of “public-private partnership,” so the City of Manila worked in partnership with the private sector when two additional hospitals, Justice Jose Abad Santos General Hospital and Sta. Ana Hospital were put up in Manila.  The Mayor told the businessmen that the City of Manila will go on the same direction, if and when the city government pursues its plan to rehabilitate the Ospital ng Maynila. 

“The wide range of opportunities and the ‘culture of partnership working’ will hopefully extend further throughout international organizations, governments and the private sector.  You are welcome to propose for investment programs in our City,” Lim told the businessmen.

Mayor Lim also informed the group that the city government had plans to put up the proposed Manila Financial Center along Manila’s Port Area along A. Bonifacio near Manila Hotel.

The proposed Manila Financial Center had been approved in principle by two (2) past presidents, former President Fidel Ramos and former President Gloria Macapagal-Arroyo.

The proposed Manila Financial Center which is also in sync with the Philippine Ports Authority’s (PPA) proposed South Harbor Expanded Port Zone (SHEPZ) will re-claim the City of Manila’s stature as the financial capital of the country.

The proposed Manila Financial Center is characterized by contemporary design that complements the port area operation, its heritage and landmark buildings.

MANILA ESTABLISHES SISTER-CITY RELATIONSHIP WITH CHONGQING, PROC

Manila Mayor Alfredo S. Lim recently signed a Letter of Intent (LOI) between the City of Manila and Chongqing Municipality of the People’s Republic of China on the establishment of a sister-city relationship between the said metropolitan areas.

Mr. Liu Zhizhong, Vice Chairman, Subcommittee for Handling Proposals, Chinese People’s Political Consultative Conference (CPPCC) National Committee and concurrent Honorary President of Chongqing Overseas Friendship Association and Senior Advisor of Chongqing Municipal People’s Government signed the LOI on behalf of Chongqing Municipality.

The LOI aims to promote the friendly exchanges, strengthen cooperation on the basis of mutual benefit and enhance the traditional friendship between the City of Manila and Chongqing Municipality.

Chief of Staff and Media Bureau Director Ricardo E. De Guzman said the City of Manila and Chongqing Municipality under the LOI shall undertake concerted efforts on the basis of equality and common interest for the promotion of people-to-people friendly contacts, economic and trade exchanges, and cooperation in the fields of science and technology, culture, tourism, sports, health, education, human resources and other areas.

De Guzman said that Manila and Chongqing agreed to actively initiate high-level visits and mutual linkages to promote fruitful exchanges; cooperate and establish a coordinating mechanism between the Foreign and Overseas Chinese Affairs Office, the Chongqing Municipal Government, and the International Relations Office of the Mayor of the City of Manila regarding all the formalities concerning the establishment of sister-city relationship which will be respective responsibilities of the two agencies.

MANILA ADOPTS DEPED POLICIES AND GUIDELINES OF KINDERGARTEN EDUCATION

Manila Mayor Alfredo S. Lim recently signed Executive Order No. 20, Series of 2011 adopting the policies and guidelines on the implementation of the universal kindergarten education for SY 2011-2012 under the Department of Education Order No. 37.

At present, Manila’s Division of City Schools (DCS) teachers handle (1) kindergarten class each for three (3) hours a day, regardless of the number of pupils per class.

Chief of Staff and Media Bureau Chief, Ricardo E. De Guzman explained that under the new DepEd policies, the utilization of permanent teachers handling children under the Kindergarten Regular Program will be maximized to ensure that each teacher handles two (2) classes with 25 to 30 pupils per class.

The maximized Kindergarten Regular Program will prepare 5 year old children physically, socially, emotionally and mentally for formal schooling, hence, increasing the children’s chance of surviving and completing formal schooling; ensuring batter school performance; and reducing school drop-out incidence.

EO 20 signed by the Mayor orders that DepEd Order No. 37 entitled “Policies and Guidelines on the Implementations of the Universal Kindergarten Education for SY 2011-2012” be adopted by the City of Manila in all city-owned and operated public elementary schools to be implemented effective School Year 2011-2012.

The Mayor also directed DCS Superintendent, Dr. Ponciano Menguito to disseminate copies of EO 20 to all City Schools and Day Care Centers in Manila, under Dr. Menguito’s supervision.

MANILA HOSPITALS “OPEN” TO EVERYONE

THE officers and staff of the Justice Jose Abad Santos General Hospital (JJASGH) in Binondo yesterday deplored efforts at besmirching the hospital where they have been and continue serving countless indigents since it was established by Manila Mayor Alfredo S. Lim barely two years ago.

In a statement a copy of which was furnished hospital director Dr. Teodoro Martin, JJASGH emergency room (ER) supervisor and Nurse V Leah Payawal particularly took exception to certain reports that their hospital refused to admit a mendicant brought in by a barangay tanod recently.

Chairwoman Thelma Lim, under whose area the patient was picked up and the hospital is located, herself said that based on investigation made by her office, no such incident of alleged refusal ever took place and that the barangay tanod involved is willing to state such for the record.

Too, Chairwoman Lim said that she and other barangay officials have in fact been thankful to the mayor for putting up the said hospital in their midst, since it has successfully rendered free medical services to the poor residents in the area who cannot afford the high costs of treatment and medicines.

She also cited that the recent development where two mothers delivered a triplet and a quadruplet within a five-day period only showed the kind of service being rendered in the said hospital.  All babies survived and everything was free of charge, from the check-up visits up to the delivery and even incubation of the quadruplets.

Payawal explained that last July 29, a security guard assigned at the Odeon Theater in Recto in  the company of a barangay tanod, brought to the JJASGH a mendicant.

The hospital guard on-duty Marcelito Silva placed the patient on a wheelchair and brought him inside the ER where he was attended to by nurse on-duty Edrick Lalu who also took his blood pressure.  The patient, who was diagnosed with tuberculosis, was then given two surgical face masks to prevent spreading his disease in the ER area which was at that time full of patients. 

Payawal said that the patient’s companions were advised to proceed to the admitting section for listing and chart taking while nurse John Eric Guardiano and Dr. Dan Paul Raypan, who were then attending to other patients who were admitted prior to the mendicant, told the patient he was next. The patient came into the hospital walking and not in respiratory distress and was even given drinking water, she said.

The Odeon guard and barangay tanod reportedly  did not proceed to the admitting section and instead told the hospital guard that they have no time to wait, pulled out the surgical masks from the patient and took him out of the hospital, despite the insistence of the hospital guard that he has to be treated by a doctor first.

Payawal said that both Mayor Lim and Dr. Martin have standing orders that all patients are to be entertained in the said hospital regardless of their status in life and that so far, the JJASGH has lived up to that policy.

“The hospital never refuses to admit patients even though no one will accompany them. As a matter of fact, we have in the past, patients brought in by the police, barangay tanods, MMDA and even Red Cross who are left in our custody after they have been attended by our medical personnel. After taking care of their medical condition, these patients are referred to our Medical Social Services personnel so that their relatives may be traced,” she added.

In case the patient needs to be admitted and his relatives are not located, Payawal said the patient is referred to the city’s social welfare department for assistance and is even accompanied by hospital staff. “It is sad to note that our hospital was put in a bad light in the news in spite of our utmost sincerity and dedication to serve humanity,” she lamented.

LIM ORDERS NO ONE GETS SPECIAL TREATMENT WHEN IT COMES TO PAYING TAXES

In Manila, no one gets special treatment when it comes to paying taxes.

This was stressed yesterday by Manila Mayor Alfredo S. Lim, as he announced that the city treasurer’s office under Vicky Valientes has collected the necessary taxes from telecommunications Smart Communications, Inc. 

Based on records, Valientes said Smart paid a total of P39,903,215.68 or nearly P40 million in checks, representing its payment for real property taxes beginning 2001  and covering various machineries.

The representative of Smart, Valientes said, went to City Hall on July 28, 2011 and paid the said amount after having been duly assessed retroactive 2001 by city assessor Lourdes Laderas who also sent the tax declaration.  Based on this, Valientes notified and sent a demand letter dated July 15 which became the basis for the payment.

 Meanwhile, those covered by the payment are the microwave radios, antenna discs, rectifiers, feeders, aircon units, BTS equipments, generator sets and installation costs.

Prior to this, Smart sought to be exempted from paying national and local taxes.  The Supreme Court, in its decision, said the exemption only applies in the national aspect only, since its franchise is granted by Congress.

The final decision was referred to the Department of Finance which is to determine the rate to be imposed on the said company by the local governments.  Since the decision pends, local city treasurers have not been collecting from Smart.

Upon learning that the city council has passed an ordinance exempting Smart from paying local taxes, Lim called in Valientes and inquired on the matter and why the city has not been collecting from Smart, with a directive to have it assessed and the necessary collections be made, based on the Supreme Court decision which stated that the company is not exempt from paying taxes due to the local government. 

Meantime, Lim questioned before the Department of Justice the enactment of the said ordinance.  A decision on the matter is yet to be issued.

LIM SUPPORTS P’NOY STATE OF THE NATION ADDRESS

Manila Mayor Alfredo S. Lim recently gave his wholehearted support to President Simeon Benigno C. Aquino III, during his second State of the Nation Address (SONA) held last July 25, 2011 in Congress of the Philippines, Batasan Road Quezon City.

President Noynoy’s common use of “WANG-WANG” which depicts the practices of some public officials dealing with anomalous contracts for their own enrichment, self-employed and professionals who were not paying their correct taxes, became a widely-known by-word.

Pinoy implemented zero-budgeting to prevent the so-called wang-wang of corrupt practices of public officials.

“Maganda naman ang sinabi niya, dapat ang hindi magandang pangyayari ng nakaraan dapat ay imbestigahan at sino ang dapat managot diyan ay dapat maaksiyunan para maging leksiyon sa mga ibang nanunungkulan, na huwag silang gagawa ng mga labag sa batas o hindi naaayon sa dapat gawin ng isang nanunungkulan”, Lim said.

“Crime does not pay, kaya kung may kasalanan dapat managot pero kung wala naming kasalanan wala silang dapat intindihin. Magkakaroon naman ng imbestigasyon diyan. Kung walang kasalanan makakatulog ng mahimbing., pero kung may nagawang labag sa batas ay sasagutin mo. One has to face the consequences of his action”, Lim added.

The President was first applauded when he reported that the hunger rate ratio dropped from 20.5 percent in March 2010 to 15.1 percent in July this year.

He added that the Philippines is ready to defend what really belongs to the country and that the government is considering to bring the case of the West Philippine Sea to the International Tribunal for the Law of the Sea.

The newly appointed Ombudsman former Supreme Court Justice Conchita Carpio-Morales was also applauded by the audience.

“Inaasahan ko nga po na sa taon na ito, masasampahan na ng kaso ang lahat ng nagkuntsabahan sa katiwalian, at nagging sanhi ng sitwasyong ating inabutan,” Aquino said.

NEWLY-CROWNED World Boxing Organization (WBO) flyweight champion Brian Viloria, known in the boxing circle as the “Hawaiian Punch”, paid a courtesy visit to Manila Mayor Alfredo S. Lim yesterday, as they ironed out plans for a city-wide motorcade next week.    

Accompanied by his wife Erica and Wilson Tieng of Solar Entertainment, Viloria thanked Lim for the warm welcome where the mayor, along with his chief of staff and media bureau chief Ric de Guzman and Manila Historical and Heritage Commission vice chair, former Miss International Gemma Cruz-Araneta, presented Viloria with a special souvenir and a key to the city which symbolizes how the city government, its officialdom and citizens embrace him.                                    

Lim said the city honors Viloria for bringing pride and honor not only to the country but the Filipinos in general and for serving as an inspiration to present and future Filipino athletes.                                                                                                     
The mayor also expressed confidence that Viloria will go a long way in his boxing career given his determination and humility and skills.   

During their exchange of pleasantries, Lim gave Viloria a fatherly advice, telling him to continue saving and investing his hard-earned money on things that would ensure him a good future.                                                                                   

 For his part, Viloria said:”I am honored, proud and humbled by a treatment of this magnitude.  I am touched …It’s awesome. It inspires me to do more and try even harder to do my best.”                                                                                        
Viloria said he is not closing his doors on the possibility of joining either show business or politics in the future, although he said that he is presently focusing on his boxing career.

Lim holds dialogue with Vice Mayor Isko Moreno and the city council.

Manila Mayor Alfredo S. Lim yesterday held a meeting with Vice Mayor Isko Moreno and the city councilors, belying once and for all rumors being circulated by their political rivals that there is a rift between the executive and legislative departments in City Hall.

In the said meeting attended by 23 out of the total of 38 councilors and city officials led by secretary to the mayor Atty. Rafaelito Garayblas, Lim’s chief of staff and media bureau chief Ric de Guzman and city legal officer Renato dela Cruz, both sides noted that the rumors could only come from those who will benefit from the negative reaction being generated among the public, particularly those wanting to take a shot at the mayoral and vice mayoral positions.

Also tackled in the said meeting was the case filed by defeated mayoral candidate Lito Atienza before the Ombudsman, questioning the passage of an ordinance granting tax exemption to telecommunications company, Smart.

Lim expressed surprise why he was included in the case when he was out of the said country when the said ordinance was passed into law, a fact which was backed up by those present.

Councilors Honey Lacuna-Pangan, Re Fugoso, Marlon Lacson and Bernie Ang particularly absolved Lim of any involvement in the passage of the said ordinance, since the mayor was on leave then, with all of them expressing their willingness to be quoted in the press.

Pangan also said some of them have in fact issued statements to that effect but that unfortunately, none got published.

Ang, for his part, scoffed at Atienza for including Lim in the charges, saying the measure was purely a council initiative and that `everything boils down to politics.’

“How can Atienza include the mayor when the mayor was not physically there from the moment the ordinance was discussed up to the time that it was passed.  Even we, were surprised why Mayor Lim was included in the case,” Ang added.

“Ang hirap dito, there are unscrupulous individuals taking advantage of the situation at ako ang nagiging target na siraan.  Secondary na lang kayo.  `Yan `yung tinatawag na hampas sa kabayo, sa kalabaw ang latay,” Lim told the meeting.

Even Concilor DJ Bagatsing, an ally of Atienza, said that Lim’s stand on the issue is clear so that there is no reason to include him in the charges.

“Obvious na pulitika lang lahat, due to the recent and the forthcoming elections. Public knowledge naman na the mayor was out of the country when the ordinance was passed,” Bagatsing said.

He did not express surprise though, noting that even he and Councilors Ang and Numero Lim, were included in the charges when they did not participate in the passage of the ordinance and in fact registered objection to it.

According to Bagatsing, they and the mayor are similarly situated, since it is also common knowledge that they not only objected, but also excused themselves from participating in the deliberations.

“Basing our inclusion on the rollcall is wrong.  Our presence in the rollcall does not signify our vote,” he stressed.

Manila Mayor Alfredo S. Lim, this morning, led Manilans in the inauguration and blessing of the five (5) additional floors of the city’s Sta. Ana Hospital including the hospital’s new facilities and equipment.

The hospital facilities inaugurated and blessed this morning include new operating rooms, delivery rooms, pulmonary care units with ventilators, chapel, cafeteria, breast-feeding station, mini playground, and a 10 new dialysis machines.

Mayor Lim said that the new facilities at Sta.Ana Hospital has the capability to treat medical problems involving the gastrointestinal tract, esophagus, stomach, small and large intestines, colon, bile duct and more, with the new facilities and equipment acquired by the hospital.

Sta. Ana Hospital has been utilizing a CT scan, anaesthesia machine, bio hazard safety cabinets, biological microscopes, blood bank ref, cautery machine, central monitoring system, dental chairs and X-ray, ECG machine, eye refraction set, incubators, mortuary freezer, phototherapy, retinoscope and portable X-ray machines prior to the acquisition of the newly inaugurated additional hospital building floors and new facilities and medical instruments.

Sta. Ana Hospital has a centralized air-conditioning system.

Lim also thanked President Benigno Simeon C. Aquino III for the P10 million he donated to the city government to buy two units of endoscopy instruments, one of which was given to Sta. Ana Hospital.

Mayor Lim said that the gesture shown by President Aquino in donating the much-needed amount for the purchase of the endoscopes once again proved the President’s genuine concern for the poor who cannot afford the costs of treatment for their sickness.

“Ang sabi nila ang pinakamalungkot at pinakamasakit na mangyayari sa buhay ng isang taong mahirap ay yung magkaroon ka ng mabigat na karamdaman na wala kang perang pambayad sa doktor o pambili kaya ng gamot kaya po para mabigyan ng solusyon dyan ay ang aming ginawa po ay itong hospital ng mahihirap ay libre lahat libreng kwarto, libreng doktor at ang pinakamahalaga libreng gamot,” Lim said.

The other unit of the endoscopy instrument will be installed at the city’s Justice Jose Abad Santos General Hospital in Binondo.

His Excellency, President Aquino together with Dr. Lucio Tan, Usec.David Lozada, Jr., Asec. Paulyn Ubial, Dr. Maria Paz P. Corrales, MMDA Chairman, Atty. Francis Tolentino graced the occasion.

MANILA INTENSIFIES ANTI – SMOKE BELCHING CAMPAIGN

The City Government of Manila intensified its Anti-Smoke Belching drive against vehicles emitting smoke and those sporting fake and illegal Anti-Smoke Belching Unit (ASBU) Stickers and surprised several public utility vehicle drivers during the operation conducted by members of the ASBU along R. Papa Street near Barrio Obrero and the LRT station.

Chief of Staff and Media Information Bureau Chief Ricardo “Ric” De Guzman ordered the massive operations by Department of Public Services - ASBU to bring to an end the proliferation of ASBU stickers, and, to help clean the air, which is one of the top concerns of the city government of Manila.

“We are determined to minimize vehicular emissions in the streets of Manila and thereby reduce air pollution,” De Guzman said.

“Those ASBU stickers circulating among jeepneys signifying that the PUVs passed the smoke belching tests are not from the city government of Manila and are therefore illegal. We will not stop until we apprehend and penalize all public utility vehicles violating the anti-smoke belching laws of Manila and those sporting the illegal ASBU stickers,” De Guzman added.

We will use the full force of the law to arrest and file charges against those responsible for the production and circulation of said ASBU stickers in various colors and shapes allegedly signifying exemption of vehicles from arrest by police for smoke belching violations.

Apprehended vehicles will be subjected to smoke meter testing to determine the level and quality of smoke emissions based on standards set by the Department of Environment and Natural Resources (DENR).

FREE SCREENING OF PACQUIAO-MOSLEY FIGHT FOR MANILANS

THE much-awaited fight between Filipino boxing icon Manny Pacquiao and American `Sugar’ Shane Mosley will be shown live and for free in Manila’s sports complexes.

This was learned from Mayor Alfredo Lim’s chief of staff and media bureau chief Ric de Guzman, who said that the sports complexes in the city are now being readied to admit residents who cannot afford to pay in order to watch the fight on live telecast this coming May 7.

The Pacquiao-Mosley fight which will be held at the MGM Grand Garden Arena in Las Vegas, Nevada, will have famous singer Charice Pempengco rendering the national anthem.

De Guzman said the live telecast of the said fight will be shown in the following sports centers located in the six districts of Manila: Tondo Sports Complex (near Tondo Church) District I, Patricia Sports Complex (Flora Street, Gagalangin, Tondo) District II, Rasac Covered Court (Alvarez Street corner Rizal Avenue) District III, Dapitan Sports Complex (Instruccion Street, Sampaloc) District IV, San Andres Sports Complex (San Andres Street, Malate) District V and Teresa Covered Court (Teresa Street, Sta. Mesa) District VI.

Lim, he said, has ordered the installation of large screens in the designated venues in order to provide the residents with a good view of the fight, as had been the practice each time Pacquiao fights in the ring.

Complimentary tickets will be given to residents on a first come, first-served basis through the barangay halls that would be designated for the purpose.

Residents who are ticket holders meanwhile, are advised to go to their chosen venues early.

LIM INAUGURATES PAROLA PLAYGROUND AND ALTERNATIVE LEARNING CENTER

Manila Mayor Alfredo S. Lim together with Puso sa Puso Edukasyon, Inc. president, Fr. Artur Chrzanowski, SDS, this morning led Manilans in the inauguration and blessing of Parola Playground and Puso sa Puso Edukasyon Alternative Learning Center.

Parola Playgound, a beautiful recreational area built beside an alternative learning center, located at the South Access Road, MICT, Port Area under Barangay 20 Zone 2 of District I, Manila boasts of modern playground equipment and amenities similar to those installed in private playgrounds.

“Ito ay hindi lang magiging laruan kungdi pasyalan din sa gabi, dahil palalagyan natin ng mga ilaw ito para maliwanag na maliwanag sa gabi; para pwede pa ring maglaro ang mga bata kasama ang kanilang mga magulang,” Mayor Lim said.

“Nariyan ang Alternative Learning Center, may computer diyan. Yung mga high school students dito, pwedeng gumamit ng computer, libre.

The Mayor told those residents present at the inauguration to inform their children, their friends, especially the teen-agers that there are computers in the center which they may use for free.

“Ito ay handog ng Lungsod ng Maynila sa inyong lahat,” Lim added.

The Mayor asked the chairman and the barangay officials to keep the premises clean and to put waste cans around where the public can dispose of their trashes. LIM meets PPA re South Harbor Expanded Port Zone

Manila Mayor Alfredo S. Lim met recently with Philippine Ports Authority officials headed by their general manager, Atty. Juan C. Sta. Ana at Manila City Hall to collaborate on the proposed comprehensive redevelopment of the South Harbor Expanded Port Zone (SHEPZ).

Various strategies and possibilities are being discussed to pursue the SHEPZ project to jibe with the city’s proposed Port of Manila Financial Center Project.

It is characterized by a contemporary design that complements the port area operation, its heritage, and landmark buildings.

The development plans covers around 25.79 hectares of land within the “Expanded/Consolidated Manila Port Zone” as approved under Executive Order No. 361 “Priority for development are the areas along A. Bonifacio Drive at the North Eastern Side,” PPA Gen. Manager Sta. Ana said.

To speed up the review and assessment process, Mayor Lim and PPA GM Sta. Ana agreed to form a committee to be headed by PPA A/GM for Corporate Affairs and Special Projects with members from the City of Manila to include Lim’s Chief of Staff and Media Bureau Director Ricardo E. de Guzman and City Legal Officer Renato dela Cruz.

Mayor Lim said that proposed Port of Manila Financial Center which is in sync with the SHEPZ project of the PPA will reclaim Manila’s stature as the financial capital of the country.

LIM WELCOMES ASSISTANCE TO UPGRADE MANILA’S HOME FOR THE AGED

Manila Mayor Alfredo S. Lim welcomed the officers of the UST High School Batch 1961 Alumni Association who called on the Mayor this morning at Manila City Hall.

The delegation led by Brigadier General Alex Costales informed Mayor Lim that the group, UST HS Batch ’61 alumni, is offering their assistance to the city government of Manila in upgrading and rehabilitating the old and defective water and plumbing system of the city’s “Lualhati ng Maynila Home for the Aged” located in Manila Boys Town Complex in Parang, Marikina.

Mayor Lim thanked Brig. Gen. Costales and his group for their offer and told them that the building housing the home for the aged needs expansion and upgrading since its wards have increased in number. In 1998, there were only 90 wards in the Manila’s home for the aged.

Lualhati ng Maynila at present is home to 240 elderlies, some of them taken from the streets and without relatives, while others were left by their children who were too busy to take care of them.

“Nakakalungkot isipin na natutulad na tayo sa ibang bansa kung saan ang mga magulang ay hindi na inaalagaan ng mga anak nila at inilalagay na sa mga homes for the aged,” the mayor said.

Manila Boys Town is also home to approximately 400 children (infants, toddlers and school children).

These children go to schools in kinder, elementary, high school and vocational courses within the complex which prepare them for their future.

Manila Department of Social Welfare Officer-In-Charge Jay de la Fuente who was with the mayor during the meeting, was directed by Mayor Lim to coordinate with the UST HS Batch ’61 alumni regarding the proposed upgrading and renovation of the Lualhati ng Maynila Home for the Aged.

number of casualties with 100,000 Filipino civilians and soldiers killed.

“Each one of us all over the world desires peace, happiness and prosperity. All of us want peace, we do not want violence. We abhor war.” Lim said.

“So our request to our brother and sisters all over the world, in these ceremonies commemorating the 66th anniversary of the Battle for Manila, is to seat down in the negotiating table and to settle whatever differences and difficulties they may have with each other to attain peace.” Lim added.

Ambassadors and officials of eleven other foreign embassies also attended the 66th anniversary celebration of the “Battle for Manila.”

LIM: “HEIDI MENDOZA IS A HEROINE”

Manila Mayor Alfredo S. Lim this morning launched a fund campaign for former state auditor, Heidi Mendoza, who, according to the mayor “. . . is a shining example of an honest, competent and courageous government official defying all odds, even pressures from her superiors,” just to fight for her principles and to see to it that any kind of irregularity, anomaly or abuse be exposed.

Mayor Lim, surprised by Mendoza’s strength of character, said that her feat should be recognized by the people. “Kahanga-hanga ang kanyang paninindigan, her courage and righteousness is worth emulating by government workers.”

“Bihira ang taong katulad ni Heidi Mendoza na isinasakripisyo pati personal na kapakanan ng pamilya alang-alang sa katotohanan,” said Lim.

“All the efforts she made should not be in vain.” Lim added. Mayor Lim said he is appealing to the rest of our countrymen to stand up now and be counted. “If you are clamoring for clean, honest and good government, this is a golden opportunity for us to speak our mind and show our support to Heidi Mendoza. “

In launching the fund campaign, Lim asked the people to donate at least one peso to help support the family of Mendoza, who resigned her post last December. Boxes for donations to support Mendoza will be placed in churches and along corridors of Manila City Hall.

Mayor Lim said he is optimistic that President Noynoy, too, will act on this because this is a good opportunity to give recognition to people who shows concern not only for the country as a whole but for the government workers as well.

POOR MANILANS: PRIORITY OF DOH PROGRAMS

Manila Mayor Alfredo S. Lim together with city health officials and city hospital directors welcomed Department of Health secretary, Dr. Enrique T. Ona at the Oval Conference Room when the DOH secretary visited Manila City Hall .

Speaking for the Mayor Lim, Dr. Teodoro Martin, Justice Jose Abad Santos Mother and Child Hospital director, said that the City of Manila is DOH’s priority local government partner of the agency in matters concerning health.

An additional “Health on Wheels Mobile” will be donated by the DOH to the city. The City of Manila and DOH will maintain coordination on medical health services and medicines for the city’s indigent including sourcing of blood for the patient when the need arises.

The poor residents of Manila will be the first to benefit when the Department of Health, in coordination with the national Department of Social Welfare, provides Philhealth cards to poor constituents of all local government units nationwide.

Mayor Lim was visited by Secretary Ona together with DOH Usec. Ted Herbosa, Asec Nemesio Gaco, Director Mylene Beltran and Dr. Aleli Sudiacal. Manila Health Department head, Dr. Marie Lorraine Sanchez, M.D., City of Manila hospital directors, Drs. Janet Tan, Fidel Chua, Mario Lato, Isaac Cando and Dr. Marlon Millares also attended the meeting.

Meanwhile, Mayor Lim reiterated to Manila barangays officials and District I residents present at the mayor's "People's Hour" this morning that he had provided all city hospitals with an "emergency revolving fund" amounting to P150,000 per month, to be used for emergency purchases of medicines and medical supplies, with the exception of Ospital ng Maynila Medical Center which was given an emergency revolving fund of P200,000 per month, all reimbursable immediately upon utilization of 50% of the said fund.

MANILA HOLDS PEACE AND ORDER DIALOGUE WITH DILG SECRETARY ROBREDO, POLICE

The city government of Manila, led by Mayor Alfredo S. Lim, this morning held a Peace and Order conference with Department of Interior and Local Government (DILG) Secretary Jesse Robredo, DILG-NCR Regional Director Renato L. Brion, PNP NCRPO Director, General Nicanor Bartolome, Manila Police District director, Chief Superintendent Roberto Rongavilla to discuss the present image of the police and other issues and problems affecting peace and order in the City of Manila.

The DILG will make the necessary consultations with the NAPOLCOM to address police personnel deficiency in Manila such as areas in District I and the university belt.

Since most of the crimes involving policemen are related to personal needs of the said policemen, it is presumed that said policemen may have problems which are psychological in nature. Thus, in recruiting police personnel, psychological and neuro tests should be given ahead of the background investigation and agility tests; after which, neuro tests will have to be administered again to ensure the psychological fitness of the applicants.

Secretary Robredo said that as much as they would like to administer drug-tests to their police personnel annually, the PNP does not have the necessary budget, so he hopes that the Ospital ng Maynila may help them with the said tests.

Mayor Lim said that to transform the flawed image of the police, the change should start at the top; that leaders should lead by example.

Secretary Robredo favors the installation of CCTV cameras in barangays but in the meantime, it is necessary that said cameras be available NCR-wide.

Mayor Lim and the DILG will meet with bank officials next week to request the installation of CCTV cameras not only inside their bank premises but also outside the bank and along the streets and immediate vicinity of the bank premises.

DILG Secretary Robredo suggested that the Peace and Order Council recommend amendments to the Juvenile Act Law to prevent criminal elements from using and influencing minors from committing crimes.

Secretary Robredo said that all cases involving the police have been given deadlines of 60 days to resolve.

Present during the conference were Peace and Order Council (POC) vice-chairman and Vice Mayor Isko Moreno and the city department heads as POC members. Officials from Manila barangays and police station commanders also attended the conference.

LIM TO TAXPAYERS: BEAT DEADLINE FOR PAYMENT OF TAX DUES

Manila Mayor Alfredo S. Lim advises owners of business establishments in the City of Manila to beat the deadline for payment of their dues tomorrow (January 20).

City administrator Jesus Mari P. Marzan said that based on a directive issued by Lim, the deadline will not be moved, unlike in the previous years where extensions
are usually given to accommodate those who failed to make it to the deadline given.

Marzan added that in giving the orders, Lim has said that sufficient announcements have been made, giving the business establishment owners no reason to fail in meeting the deadline for the payment of business taxes, business permits and other regulatory fees for the current year.

Earlier, Lim had ordered city treasurer Vicky Valientes to accommodate business and real property owners wanting to pay early, by opening the city’s taxpayer center
even on Saturdays and Sundays, from 9 a.m. to 4 p.m.

Taxpayers who make it to the deadline of paying business taxes are entitled to a ten percent discount while those who pay late are subjected to certain penalties.

With the deadline set for tomorrow, January 20 with no extensions, city treasurer Valientes said the taxpayer center had been operating even beyond the 9 p.m. closing time in order to accommodate those rushing to beat the deadline.

For real property taxes, the payment for the first quarter of the current year without penalty, is on or before March 31, 2011 while the next quarterly installments are as follows: second quarter – on or before June 30; third quarter-on or before September 30 and fourth quarter- on or before December 31.

Prompt quarterly payments also entitle the taxpayers to a 15 percent discount for the first month of the quarter and then ten percent for the second and third months of the quarter.

PROVE YOUR WORTH: LIM & ISKO TOLD CITY PUBLIC SERVANTS

Manila Mayor Alfredo S. Lim and Vice Mayor Isko Moreno have called on the officials and employees of the Manila City Hall to give meaning to their respective jobs, at the same time thanking them for helping the administration in the successful implementation of its programs that redound to the benefit of the less-privileged residents of the city.

The two addressed the officials and employees one after another for the first time since the start of the new year, right before the regular department heads meeting, where they also called for unity in purpose, which is to provide better service for Manilans.

“Walang iisang tao lang na makapagsasabing siya lang ang dahilan ng isang pagbabago. Sama-sama tayong lahat,” Lim told the crowd.

Lim also told those present to prove their worth by deeds, instead of words, saying,“walang silbi kahit magsisigaw ka kung iba naman ang sinasabi mo sa ginagawa mo.”

The mayor particularly thanked the officials and employees for their hard work and not tainting the city’s reputation by doing the right thing.

For his part, Moreno called on the officials and employees to treasure the `golden opportunity’ of being able to serve the residents of Manila.

“Hindi lahat ng tao ay nabibigyan ng pagkakataon na maglingkod. Sa dalawang milyon na taga-lungsod, masuwerte tayo kaya sana ay huwag natin itong sayangin,” Moreno said.

The vice mayor also stressed that the difference in positions do not matter as long
as the dedication and willingness to serve is there.

CHR CHAIR ETTA ROSALES MEETS LIM RE KULIGLIG

Commission on Human Rights (CHR) chairperson, Loretta Ann Rosales called on Manila Mayor Alfredo S. Lim recently to clear some issues regarding the city government’s ban on “kuliglig.”

It appears that Manila’s ban on the motorized pedicab popularly known as kuliglig, has portrayed the policies of the city government under Manila Mayor Lim as anti-poor, depriving the kuliglig drivers and operators some source of income to feed their families.

The mayor told Etta Rosales that under his administration, the city’s programs and projects are pro-poor. With health, education and peace and order as priorities of the city, Manila has six hospitals now, one for each district where all medical services and medicines are free for the city’s indigents.

In 1992, Manila has only one hospital, the Ospital ng Maynila, but Mayor Lim built Ospital ng Sampaloc, Ospital ng Tondo and Gat Andres Bonifacio Hospital during his term as mayor in 1992 up to 1998.

To date, the city has a total of six hospitals, five of which, including Justice Jose Abad Santos Mother and Child Hospital in Binondo and Sta. Ana Hospital were built by Mayor Lim.

Education is also a priority because Mayor Lim wanted to give fair chance to the city’s indigents to avail of free college education for their children. Lim built the City College of Manila in 1995.

In 2008, the mayor also made the Pamantasan ng Lungsod ng Maynila “tuition-free”.

The mayor told Rosales that the Manila Department of Social Welfare has several pro-poor programs, like the “livelihood capital assistance” which provides soft loans to small entrepreneurs for small livelihood ventures such as food vending, cellphone repair and e-loads, among others.

“Since all health, education and social services programs of Manila are pro-poor, how can the city government be anti-poor?” Lim asked.

Kuligligs are not allowed in the city because these cannot be registered with the LTO. If these kuligligs are converted and provided with motors similar to those being used in tricycles, then they can be registered with the LTO and allowed in the city.

Pedicabs are allowed in the city, but only in side streets where they can’t be obstacles to motorists’ traffic.

Lim also requested Rosales if her office can help kuliglig operators and owners to possibly get a loan with the national Department of Social Welfare to buy motors similar to those used for tricycles so they can be registered with LTO.

A dialogue between Mayor Lim, the CHR and the kuliglig operators and drivers is being arranged by the CHR.

NCRPO DIRECTOR VISITS LIM AT CITY HALL

Manila Mayor Alfredo S. Lim welcomed NCRPO Director, General Nicanor Bartolome at Manila City Hall during the latter’s courtesy call to the mayor.

Bartolome accompanied by Manila Police District director, Chief Superintendent Roberto Rongavilla, Deputy Chief Senior Superintendent Alex Gutierrez, and other officers from the Manila Police District and the PNP-NCRPO called on the mayor at 9:30 this morning.

During the meeting, the peace and order situation in the city including the ongoing manhunt for the suspected rapist, PO3 Antonio Bautista was discussed.

The mayor said that since PO3 Bautista remains in hiding and does not appear in court to defend himself; the proceedings for administrative case and the summary dismissal against him should also be expedited.

NCRPO Director Bartolome also sought the mayor’s opinion if it is possible that the cost of Meralco bills in police stations be shouldered with the help of the neighboring barangays that the police stations serve.

The mayor advised Gen. Bartolome to call the barangay chairmen concerned for a meeting and discuss the issue. The mayor also suggested the possibility of seeking the help of big establishments in the police station areas to help them with their Meralco bills as part of their “corporate social responsibility.”

LIM GETS 250 WHEELCHAIRS FOR MANILA

Manila Mayor Alfredo S. Lim this morning, received donations of 250 units of wheelchairs from officers and members of Phi Kappa Mu Fraternity, UP-PGH Chapter led by Jason Paragas.

The mayor thanked Phi Kappa Mu Fraternity members for their donation which, according to the mayor, will go a long a way in helping the poor but deserving residents of Manila with walking impediments.

“Sana lahat ng fraternities ay katulad ng Phi Kappa Mu Fraternity na tumutulong sa mga programa para sa mga kababayan natin na nangangailangan ng tulong at kalinga. Hindi tulad ng ibang fraternities na may mga ginagawang bagay na nagiging dahilan ng kaguluhan at paglabag sa batas,” Mayor Lim said.

The mayor has been personally delivering the wheelchairs to deserving beneficiaries, living in various barangays in the six districts of Manila, since his return to the city as Mayor in July 2007.

“Ang mga donasyong wheelchairs ay personal kong dinadala sa mga bahay ng mga karapat-dapat na beneficiaries tuwing sabado, linggo at holidays. Ako na mismo ang nagdadala nitong mga wheelchairs sa kanila dahil alam naman natin na hindi nila kaya pang pumunta sa city hall para kuhanin ito,” Lim added.

The turn-over of the wheelchairs was witnessed by officials, department heads and city employees during the flag-raising ceremony held this morning at the Freedom Triangle in Manila City Hall.

MANILA ALL SET FOR FEAST OF BLACK NAZARENE

"THE CITY GOVERNMENT OF MANILA IS PREPARED FOR THE HOLDING OF THE BLACK NAZARENE FESTIVITIES BEGINNING TODAY, JANUARY 7, WHICH STARTS WITH THE PROCESSION OF THE REPLICAS OF THE BLACK NAZARENE AT 2:00 P.M. IN QUIAPO CHURCH," SAID MANILA MAYOR ALFREDO S, LIM'S CHIEF OF STAFF AND MEDIA DIRECTOR RICARDO E. DE GUZMAN.

Mayor Lim is Hermano Mayor in this year's feast of the Black Nazarene in Quiapo.

On Saturday, January 8, the kissing of the Nazarene image starts at 1:00 p.m. at the Quirino Grandstand, followed by a band parade at 3:30 p.m., Mass & Healing Service at 5:00 p.m.and Vigil from 8:00 p.m. up to 12:00 a.m. the following day.

The Holy Hour is at 4:00 a.m. on January 9, the Holy Mass at 6:00 a.m. and the procession of the image of the Black Nazarene at 8:00 a.m. from Luneta to Quiapo.

The procession route is as follows: Luneta, Katigbak Drive through Padre Burgos Street, Taft Avenue through McArthur Bridge, Palanca through under Quezon Bridge, Quezon Boulevard, Arlegui, Fraternal, Vergara, Duque de Alba, Castillejos, Farnecio, Arlegui, Nepomuceno, Aguila, Carcer, Hidalgo through Plaza del Carmen, Bilibid Viejo through Puyat, Guzman, Hidalgo, Barbosa, Globo de Oro through under Quezon Bridge, Palanca, Villalobos through Plaza Miranda and Quiapo Church.
